Book excerpt: La creciente apertura comercial de los países y la integración en tratados y bloques comerciales, tradicionalmente se han considerado características indispensables para el crecimiento de las economías. Entre los acuerdos comerciales más importantes en el nivel regional y global se encuentran el Tratado de Libre Comercio de América del Norte (TLC), Tratado de la Unión Europea (TUE) y el Tratado de Libre Comercio para República Dominicana y Centro América (CAFTA- DR). Puerto Rico, en su relación con los Estados Unidos, participa de estos acuerdos por lo que su economía, en especial su renglón propulsor la manufactura, puede encontrar grandes oportunidades aunque también enfrentar amenazas. El objetivo de esta investigación fue estudiar el impacto del TLC, TUE y CAFTA-DR sobre las exportaciones de Puerto Rico. Los datos para el estudio provinieron de los informes anuales de Estadísticas de Comercio Exterior publicados por la Junta de Planificación de Puerto Rico. Se utilizó modelos de serie de tiempo que permitirá analizar el comportamiento de las exportaciones de Puerto Rico hacia el TLC, UE y el CAFTA - DR. Los resultados de los modelos de serie de tiempo reflejan un cambio significativo en las exportaciones de Puerto Rico hacia los países que componen el TLC, la UE y el CAFTA - DR. El estudio concluye que se ha registrado un aumento significativo en el ingreso de las exportaciones de Puerto Rico hacia los países de TLC y el CAFTA - DR luego de la firma de ambos tratados y a partir del año 1997 hacia los países de la Unión Europea.Recent years have been characterized by growth in trade, globalization, integration of commercial agreements, and commercial zones worldwide. Some important commercial agreements at the regional and global level are the North American Free Trade Agreement (NAFTA), the European Union (EU), and the Dominican Republic - Central America Free Trade Agreement (DR-CAFTA). Puerto Rico, as a territory of the United States, is a participant in these global commercial agreements. Puerto Rico's Economy, especially in the area of manufacturing, faces great opportunities, but also great challenges and threats. This paper analyzes the impact of the NAFTA, EU and DR-CAFTA on Puerto Rico's Economy. The results show that Puerto Rico exports to TLC y CAFTA-DR have increased.

En el caso de potencias mundiales como Estados Unidos y la Unión Europea las relaciones ejercen mayor relevancia, ya que su economía ocupa el 40% del PIB mundial, por tal razón el objetivo de este trabajo se basa en analizar las relaciones bilaterales entre estos dos regiones, haciendo un énfasis en los acuerdos desarrollados a partir del partida el llamado Acuerdo General sobre Aranceles Aduaneros y Comercio (General Agreement on Tariffs and Trade, GATT, su principios, el surgimiento de la Organización Mundial del Comercio y su nueva estructuración. Adicionalmente se analiza la Asociación Transatlántica para el Comercio y la Inversión (Transatlantic Trade and Investment Partnership, TTIP), tratado que se ha estado negociando entre los EE. UU y la UE, considerando sus objetivos, impactos, expectativas y efectos dentro de los sectores económicos de estas regiones. Book excerpt: After the publication of The Origins of Totalitarianism in 1951, Hannah Arendt undertook an investigation of Marxism, a subject that she had deliberately left out of her earlier work. Her inquiry into Marx’s philosophy led her to a critical examination of the entire tradition of Western political thought, from its origins in Plato and Aristotle to its culmination and conclusion in Marx. The Promise of Politics tells how Arendt came to understand the failure of that tradition to account for human action. From the time that Socrates was condemned to death by his fellow citizens, Arendt finds that philosophers have followed Plato in constructing political theories at the expense of political experiences, including the pre-philosophic Greek experience of beginning, the Roman experience of founding, and the Christian experience of forgiving. It is a fascinating, subtle, and original story, which bridges Arendt’s work from The Origins of Totalitarianism to The Human Condition, published in 1958. These writings, which deal with the conflict between philosophy and politics, have never before been gathered and published. The final and longer section of The Promise of Politics, titled “Introduction into Politics,” was written in German and is published here for the first time in English. This remarkable meditation on the modern prejudice against politics asks whether politics has any meaning at all anymore. Although written in the latter half of the 1950s, what Arendt says about the relation of politics to human freedom could hardly have greater relevance for our own time. When politics is considered as a means to an end that lies outside of itself, when force is used to “create” freedom, political principles vanish from the face of the earth. For Arendt, politics has no “end”; instead, it has at times been–and perhaps can be again–the never-ending endeavor of the great plurality of human beings to live together and share the earth in mutually guaranteed freedom. That is the promise of politics.

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
