Book excerpt: Avec la loi du 13 juillet 1992 relative à l'élimination des déchets qui complète et renforce le dispositif mis en place par les lois du 15 juillet 1975 et du 19 juillet 1976, la France s'est donnée un délai de 10 ans pour moderniser la gestion de ses déchets ménagers Pour tendre vers ces objectifs, la loi a prévu l'établissement au niveau départemental ou interdépartemental de plans d'élimination des déchets ménagers et assimilés. Modalité nouvelle de l'aménagement du territoire - en prévoyant la localisation des futures installations de traitement et en rationalisant la collecte et le traitement des résidus dans chaque département - le plan d'élimination des déchets ménagers et assimilés, par son contenu, s'impose aux décideurs locaux. Son élaboration passe par une concertation qui doit être la plus large possible, dans la mesure où le plan est un document qui doit être accepté par tous et non imposé par l'Etat (première partie). La mise en application des dispositions des plans suppose par ailleurs une nouvelle forme d'intercommunalité, plus élargie, mieux adaptée aux objectifs fixés par la loi du 13 juillet 1992. Cette coopération intercommunale doit permettre en autre de relever ce défi financier que constitue, dans chaque département, la modernisation de la gestion des résidus urbains. La mise en œuvre des plans d'élimination revêt ainsi des incidences d'ordre économique et institutionnel (deuxième partie).

Environmental issues concerning wastewater treatment in particular are quite considerable. The authors of this book take a deeper look at the contaminated soils and waters which pose major environmental, agricultural and human health problems world-wide. Alternatives for the sewage sludge final disposal from the wastewater treatment are also assessed from a life cycle assessment (LCA) point of view in order to identify the best environmental alternative. In addition, the generation of solid wastes constitutes a serious environmental problem, particularly in Cuba, where there is no waste selection system, so wastes from different origins are buried in landfills. This book explores recent research done on municipal solid waste (MSW), specifically based in Havana Cuba. Furthermore, as explained in this book, one of the possible alternatives for reducing the contaminant load from solid waste is that of reuse/recycle. A brief report on the development of electrodes (Carbon resin) from solid wastes is included in an attempt to encourage recycle and reduce environmental pollution through discarded batteries. Other chapters in this book report on an investigation conducted on iron doped carbon resin electrodes, municipal solid waste (MSW) management in Cameroon, effective and efficient litter management in nations with beaches, a report on medical wastes management in selected hospitals and environmentally safe methods to remediate mercury contaminated soils.

Poorly managed waste is contaminating the world’s oceans, clogging drains and causing flooding, transmitting diseases, increasing respiratory problems, harming animals that consume waste unknowingly, and affecting economic development. Unmanaged and improperly managed waste from decades of economic growth requires urgent action at all levels of society. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 aggregates extensive solid aste data at the national and urban levels. It estimates and projects waste generation to 2030 and 2050. Beyond the core data metrics from waste generation to disposal, the report provides information on waste management costs, revenues, and tariffs; special wastes; regulations; public communication; administrative and operational models; and the informal sector. Solid waste management accounts for approximately 20 percent of municipal budgets in low-income countries and 10 percent of municipal budgets in middle-income countries, on average. Waste management is often under the jurisdiction of local authorities facing competing priorities and limited resources and capacities in planning, contract management, and operational monitoring. These factors make sustainable waste management a complicated proposition; most low- and middle-income countries, and their respective cities, are struggling to address these challenges. Waste management data are critical to creating policy and planning for local contexts. Understanding how much waste is generated—especially with rapid urbanization and population growth—as well as the types of waste generated helps local governments to select appropriate management methods and plan for future demand. It allows governments to design a system with a suitable number of vehicles, establish efficient routes, set targets for diversion of waste, track progress, and adapt as consumption patterns change. With accurate data, governments can realistically allocate resources, assess relevant technologies, and consider strategic partners for service provision, such as the private sector or nongovernmental organizations. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 provides the most up-to-date information available to empower citizens and governments around the world to effectively address the pressing global crisis of waste.
