Durante el último siglo se ha venido doblando el consumo de agua potable cada veinte años debido al crecimiento demográfico, pero sobre todo a los excesos de consumo de los países desarrollados. Más allá del derecho de los Estados al aprovechamiento de los recursos hídricos del Planeta, sobre una base de equidad y con una orientación de desarrollo sostenible, emerge hoy el derecho al agua de los ciudadanos del mundo como un derecho humano esencial vinculado al propio derecho a la vida.
