Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the substantial changes that occurred in France during the period in which a left wing president and government controlled the nation’s destiny. In their quest for a solution to the country’s mounting difficulties, the Socialists adopted a very different range of policies from their predecessors. Tuppen appraises the recent pattern of social and economic development in France, particularly the impact of recession and the socialist prescription for revival. Each chapter focuses on a limited number of significant changes and key issues that have become the subject of extensive debate. Particular emphasis is given to controversial issues such as unemployment, immigration, economic regeneration, urban renewal, and decentralization, and case studies are used extensively to help illustrate these topics. Finally, where appropriate, analysis is carried out at a regional as well as national level, lending spatial dimension to the study.

Book excerpt: Using Japan and France as case studies, this book argues that decentralization is fundamentally an "oppositional" policy advocated by political parties in opposition, placed on the legislative agenda when they come to power, and pursued at times even when it ceases to make partisan sense to do so. In short, decentralization occurs when the opposition governs.

Book excerpt: "A balanced, yet critical, review of Mitterrand's fourteen-year presidency. Friend has crowned a long career as an expert on French politics with this astute analysis and assessment of a decisive chapter in the history of French Socialism. This is contemporary history at its best." —Richard Kuisel SUNY, Stony Brook "An intelligent and highly readable account of the Mitterrand years that, Friend argues, have changed the political landscape of France. ... A very good example of instant history" —Fritz Stern Foreign Affairs In this informed and balanced treatment of recent French history, Julius Friend analyzes the changes, successes, and failures in the long and checkered record of the former French president, Francois Mitterrand. Extensive interviews with French politicians and intellectuals complement his original research. Mitterrand was in office longer than any other democratic president, but Friend asks lis to consider the legacy of such a term. Elected in 1981 on a platform of radical reorganization of the French economy and society, Mitterrand was compelled to change policy within two years. Conventional austerity replaced socialist measures, and his second term was spotted by scandal and weakened by illness. The Mitterrand era saw the end of French hopes to be first among equals in Western Europe; instead, Mitterrand inaugurated a partnership with unified Germany in the European Union.

Available in PDF, EPUB and Kindle. Book excerpt: Beyond devolution and decentralisation compares the politics, policies and polity-building dynamics of devolution in Wales and decentralisation in the French region of Brittany. Empirically, the book draws conclusions from in-depth fieldwork within two regions and reports the findings of a comparative public opinion survey. Theoretically, it contributes towards our understanding of the comparative study of regions. Perhaps most impressive is how the case studies generally are based on, but also cast light back, to the nuanced theoretical framework on regional capacity established at the outset. The book uncovers the dynamics of devolution in Wales and decentralisation in Brittany through extensive face to face interviews: over 200 interviews were carried out from 2001 to 2004, a formative stage in the development of the devolved institutions in Wales and a period of expectation in Brittany as well. The book will be of interest to the professional research community and to practitioners in Britain, France and beyond, as well as to students on comparative politics, British/Welsh politics, French politics, European studies and public policy courses.

Book excerpt: A chronological look at French Politics. Politics in action is such a confused battleground that political analysis runs the risk of over-clarification. Confusion was not lacking in French politics between 1981 and 1988, and the author thought it useful to describe the manner in which events happened before attempting to sort out their meaning. T

It has the potential to be an economically developed and democratic society but the struggle to live up to its potential has not gone well. Since independence there have been only two presidents of Cameroon; the current one has been in office since 1982. Endowed with a variety of climates and agricultural environments, numerous minerals and substantial forests, and a dynamic population, this is a country that should be a leader of Africa. Instead, we find a country almost paralyzed by corruption and poor management, a country with a low life expectancy and serious health problems, and a country from which the most talented and highly educated members of the population are emigrating in large numbers. To all of this is recently added a serious terrorism problem, Boko Haram, in the north, a separatist movement in the Anglophone west, refugee influxes in the north and east, and bandits from the Central African Republic attacking eastern villages. This fifth edition of Historical Dictionary of the Republic of Cameroon contains a chronology, an introduction, and an extensive bibliography. The dictionary section has over 300 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture. This book is an excellent resource for students, researchers, and anyone wanting to know more about the Republic of Cameroon.

A quintessential public intellectual, Gilles Paquet's long and multifaceted career has shown him to be a thinker of significant power and creativity. This self-described "homo hereticus"--always critical and sometimes controversial--has influenced scholars and policy makers in Canada and around the globe. The contributors reveal how his assessments of economics, politics, public administration, and education have stirred their minds and helped them make sense of the world around them. The volume also provides comments on Paquet's vision of governance, touching on concepts of which he has made extensive use: meso-analysis, social learning, and moral contracts.

Available in PDF, EPUB and Kindle. Book excerpt: A prominent feature of the social revolution in France has been the decline of the great national institutions -- the Republic, the Army, the church, and the schools -- which are losing their symbolic value and are no longer the targets of ideological disputes. As a result, there is a growing basic consensus among the French people. At the same time, the French have developed a new interest in managing local problems -- due to the decentralization law -- which has led to the establishment of many voluntary associations. Changes in family life following the "revolution" of 1968 have led to greater instability among couples, but at the same time have strengthened the kinship system resulting in increased life expectancy. The customs of the French have also changed. The French education system, originally based on authority and regulations, is now making increasing use of experimentation and negotiation. As a result, the attitude of the French towards authority has totally changed and the French have learned to negotiate and cooperate among themselves. All these changes can be interpreted as progressive moves toward liberty, equality, and individualism. There is little danger of social instability, since French society remains in remarkably robust health.
