L' expérience française est mise en parallèle avec celles de la Belgique, de l'Italie, des Pays-Bas et du Royaume-Uni.

Book excerpt: The book is the first of its kind to provide a comparative analysis of the provision of social and public services in France, Italy, Germany, the UK and Norway. This volume, co-authored by leading national experts, topically examines whether, when, how and why the delivery of social and public services, which was historically a responsibility of local authorities, has been significantly shifted to marketized and commodified forms. However, despite this considerable change, there have been recent indications of remunicipalisation in some sectors. Combining both cross-country and cross-policy co.

Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: Until the start of the new century, efforts to strengthen health systems focused solely on the public sector and health programs overseen by public bodies. The private sector was sidelined in certain countries and even banned in others. At the same time, some private-sector stakeholders readily adapted themselves to this special situation so as to avoid becoming part of a structured health system. This volume notes profound changes in health care around the world in two areas. The stakeholders involved in the health sector are increasing in number and diversifying as a result of the development of the private sector. They are also responding to a process of democratization and decentralization. These developments have been paralleled by greater functional differentiation. Various stakeholders are increasingly specializing in particular areas of the health system: service delivery, procurement, management, financing, and regulation. The interdependence of health stakeholders becomes more evident along with the increased complexity of delivery systems as these respond to changing demand. There is a compelling need to forge relationships. Such relationships are in fact emerging in developed countries and, more recently, in developing countries. They may be informal, but are increasingly organized and structured.

Book excerpt: European cities are on the rise, and are taking advantage of the opportunities of the European integration and globalization processes. But they also face economic changes, social inequalities, poverty and a new set of constraints. Taking examples through the European Union, European Cities explores the impact of the transformation of the nation states on cities and the change of local societies and local governments. It argues that new modes of urban governance are emerging, and that cities are becoming collective actors within European governance. European Cities shows why and how the bulk of European cities still appear to be original forms of compromise, aggregation, representation of diverse interests, and culture. Different modes of governance are gradually being structured in most middle size European cities despite processes of social exclusion segregation accompanied by the increased mobility of some citizens. Are Europeans going to invent a new form of institutionalized and territorialized capitalism, of which medium-sized European cities will be one of the pillars and one of the actors ? Failing that, the effects of changing scales could be expressed as profound transformations of the European urban model. European Societies Series Series Editor: Colin Crouch Very few of the existing sociological texts which compare different European societies on specific topics are accessible to a broad range of scholars and students. The European Societies series will help fill this gap in the literature, and attempt to answer questions such as: Is there really such a thing as a 'European model' of society? Do the economic and political integration processes of the European Union also imply convergence in more general aspects of social life, like family or religious behaviour? What do the societies of Western Europe have in common with those further to the east? This series will cover the main social institutions, although not every author will cover the full range of European countries. As well as surveying existing knowledge in a way that will be useful to students, each book will also seek to contribute to our growing knowledge of what remains in many respects a sociologically unknown continent.

============================================ In full compliance with the ambition of the European Group for Public Administration to encourage cross-cultural exchanges, this book is a genuinely original undertaking. It is a hybrid Anglophone-Francophone product. This book from EGPA 2010 Conference purpose to bridge a regrettable gap and to give international visibility to the “French case”. Thus, this book, in 18 chapters written in French by an interdisciplinary team (political scientists, sociologists, historians, sociohistorians, jurists) with more than 150 pages in English and a vast unified bibliography, offers to all students of public administration in the world a unique entry gate to the latest state of the art of administrative studies in France – this country where the State is to be spelled with a capital S.

Available in PDF, EPUB and Kindle. Book excerpt: This new textbook provides students with a comprehensive and accessible introduction to the presidents and presidential leadership in Latin America. Unlike other texts, Presidents and Democracy in Latin America integrates both political analysis and major theoretical perspectives with extensive country-specific material. Part One examines the developments in recent years in Latin American presidentialism and identifies different characteristics of society and politics which have influenced Latin American governments. The personalization of political life and of presidential government help to illustrate the character of Latin American politics, specifically on the type of political career of those who occupied the presidential office, the leadership style of these presidents and the type of government which they led. Part Two studies two presidents in each of six countries in the region which reflect the broad trends in the political and electoral life: Argentina, Brazil, Chile, Colombia, Mexico, and Peru. Each case study first provides the biographical background of the president; it outlines the political career of the president both inside and outside of a party, including at the local level; the popularity of the president at the time of the presidential election is given, as well as the mode of selection of the candidates (selection by party leaders only, by party members or by a primary). The relation of the president with the government or ministers, especially if there is a coalition government, is detailed. This textbook will be essential reading for all students of Latin American Politics and is highly recommended for those studying executive politics, political leadership, and the state of democratic governance in Latin America.

This book was released on 2016-02-25 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about one of the most controversial dilemmas of contract law: whether or not the unexpected change of circumstances due to the effects of financial crises may under certain conditions be taken into account. Growing interconnectedness of global economies facilitates the spread of the effects of the financial crises. Financial crises cause severe difficulties for persons to fulfill their contractual obligations. During the financial crises, performance of contractual obligations may become excessively onerous or may cause an excessive loss for one of the contracting parties and consequently destroy the contractual equilibrium and legitimate the governmental interventions. Uncomfortable economic climate leads to one of the most controversial dilemmas of the contract law: whether the binding force of the contract is absolute or not. In other words, unstable economic circumstances impose the need to devote special attention to review and perhaps to narrow the binding nature of a contract. Principle of good faith and fair dealing motivate a variety of theoretical bases in order to overcome the legal consequences of financial crises. In this book, all these theoretical bases are analyzed with special focus on the available remedies, namely renegotiation, rescission or revision and the circumstances which enables the revocation of these remedies. The book collects the 19 national reports and the general report originally presented in the session regarding the Effects of Financial Crises on the Binding Force of Contracts: Renegotiation, Rescission or Revision during the XIXth congress of the International Academy of Comparative Law, held in Vienna, July 2014.
