La comptabilité générale a répondu à plusieurs des objectifs qui lui avaient été assignés, mais ses apports restent encore insuffisants, en comparaison des attentes qu'avaient placées en elle ses promoteurs et de l'effort consenti pour la mettre en oeuvre. La Cour formule des recommandations pour améliorer les conditions d'établissement de la comptabilité générale de l'Etat et pour favoriser une meilleure utilisation de celle-ci, afin d'améliorer la gestion publique.
