Le phénomène n'est pas nouveau, mais il connaît aujourd'hui une amplification incontestable. Dans le domaine des relations internationales, deux voies cumulatives s'offrent aux pays de la Caraïbe face au défi de la mondialisation. La première est celle d'un resserrement des liens intercaraïbes. On assiste ainsi, d'une part, à l'approfondissement de l'intégration, dans le cadre de la Communauté des Caraïbes (CARICOM) et, d'autre part, à un élargissement de la coopération régionale au moyen d'une organisation nouvelle, venant compléter les structures déjà existantes, à savoir l'Association des États de la Caraïbe (AEC), au sein de laquelle la République française a obtenu un statut de membre associé, au titre de la Guadeloupe, de la Guyane et de la Martinique, favorisant ainsi une meilleure insertion de ces territoires dans leur environnement régional. La seconde est celle de la rénovation des partenariats extérieurs. L'élargissement et l'approfondissement de l'intégration européenne, ainsi que la nécessité de se conformer aux exigences des accords de Marrakech (OMC), entraînent des évolutions substantielles dans les relations préférentielles existant entre les Caraïbes et la Communauté européenne. De même, la mise en place de l'Association de libre-échange Nord-américaine (ALENA), qui exerce une attraction et suscite en même temps de fortes inquiétudes dans la région, appelle des ajustements audacieux et courageux. De telles évolutions méritent, à l'évidence, l'attention des juristes et politistes.

Book excerpt: The contributors to this volume encourage a re-thinking of the very notion of culture by examining the experiences, situations and the representations of those who chose – or were forced – to change cultures from the nineteenth century to the present day. Beyond a simple study of migration, forced or otherwise, this collective work also re-examines the model of integration. As recent entrants into new social settings may be perceived as affecting the previously-accepted social equilibrium, mechanisms encouraging or inhibiting population flows are sometimes put in place. From this perspective, “integration” may become less a matter of internal choice than an external obligation imposed by the dominant political power, in which case “integration” may only be a euphemism for cultural uniformity. The strategies of cultural survival developed as a reaction to such a rising tide of cultural uniformity can be seen as necessary points of departure for an ever-growing shared multiculturalism. A long-term voluntary commitment to make cultural boundaries more flexible and allow a more engaged individual participation in the process of defining the self and finding its place within a culture in movement may represent a key element for cultural cohesion in a globalized world.
