Book excerpt: From the 1890s to the 1940s, French State and entrepreneurial companies were enticed to promote French interests, beyond mere colonial targets, for the sake of economic patriotism. Chinese concessions, not including Hong Kong, were thus inserted into geo-economic moves, and French stakeholders asserted their philosophy of competition, and displayed their means of influence and investment. In this book, the author assesses the challenges which confronted French actors in the face of powerful British imperial action overseas, all the more so because German Belgian, Japanese, and then also North-American competitors joined the fray. The book targets three concessions: Canton/Guangzhou, Tientsin/Tianjin, and Hankeou/Wuhan because of their significance in the emergence of a modern economy in the country. The three main sections of the book explore the position of French stakeholders, mainly businessmen, merchant houses, bankers, and a few industrialists, in these three port-cities and China overall. The chapters gauge their capital of influence and networking, commercial tools, and banking skills in the face of competition, the hardships of crossing the changes in economic productive systems or clusters in the various port-cities and their areas, rich with commercial offshoots. Also, several chapters underscore the uncertainties caused by geopolitical and military events in China. For each of the three concessions, commercial and banking systems, assessments of the successes and limits of the French bankers and merchants are investigated, with the aim of evaluating the reality of French entrepreneurialism and power in the regions prospected by the offshoots of French capitalism. The immediate post-revolutionary period in China is viewed here in the wider context of Britain and France's post-imperial decline and expressions such as 'imperialism imprisoned' and 'captive capitalism' are some new and interchangeable terms employed in this context. In contrast to the traditional interpretation that Chinese policies regarding the old imperial powers involved nationalization of foreign companies through the expropriation of their property, this study shows that almost no such practice took place. That policy brought about political, economic, and military intervention in the Russian Revolution, and the diverse motives behind that intervention emerge in this study. When a population exasperated by the sufferings of war overthrew the tsarist government in early 1917, French interests- military, diplomatic, business, and financial - hoped that revolution could be turned back. But although the French government viewed with distaste the subsequent Bolshevik seizure of power, it did not reach its decision to intervene without internal debate or dissent. French stakes in Russia were high because of the long-standing Franco-Russian alliance and the heavy French investments there. As World War I drew to a close in late 1918, the French government planned to send troops freed by the armistice to Russia to begin the task of reversing Soviet power. Events proved this undertaking too difficult for a war-weary French citizenry, who rather admired the government of the Soviets and who had seen more than enough sacrifice. French troops sent to the Ukraine and Crimea were not willing men, and their commanders were unable to rally the local population to fight the Bolsheviks. In April 1919 the last French troops were withdrawn from the Crimea as mutiny swept the French fleet in the Black Sea. Still not prepared to reconcile itself to Soviet Russia, the French developed the policy of a cordon sanitaire to contain the revolutionary expansion of Bolshevism until, they hoped, the Russian people would come to their senses and overthrow the Soviet regime. This book, the first to concentrate on French involvement in the Russian Revolution, is based on an intensive use of French archival sources, closed until recently. It is unique in its examination of the economic motivations behind intervention and provides new insights into France's relations with its allies.

So when the colonial regime in turn-of-the-century French Indochina banned homemade rice liquor, replacing it with heavily taxed, tasteless alcohol from French-owned factories, widespread clandestine distilling was the inevitable result. The state’s deeply unpopular alcohol monopoly required extensive systems of surveillance and interdiction and the creation of an unwieldy bureaucracy that consumed much of the revenue it was supposed to collect. Yet despite its heavy economic and political costs, this unproductive policy endured for more than four decades, leaving a lasting mark on Indochinese society, economy, and politics. The alcohol monopoly in Indochina was part of larger economic and political processes unfolding across the globe. New research on fermentation and improved still design drove the capitalization and concentration of the distilling industry worldwide, while modernizing states with increasing capacities to define, tax, and police engaged in a never-ending search for revenue. Indochina’s alcohol regime thus arose from the same convergence of industrial potential and state power that produced everything from Russian vodka to blended Scotch whisky. Yet with rice liquor part of everyday life for millions of Indochinese, young and old, men and women, villagers and city-folk alike, in Indochina these global developments would be indelibly shaped by the colony’s particular geographies, histories, and people. Imperial Intoxication provides a unique window on Indochina between 1860 and 1939. The 9 March 1945 Japanese coup would mark the beginning of the end of French supremacy; however, French authorities would return with troops to confront the Vietnamese demands for unity and independence after Japan's defeat. Although an agreement between Sainteny and Ho Chi Minh would allow the French army to land in North Vietnam, the creation of the southern Republic of Cochin-China would be a move that ran counter to Vietnamese nationalist sentiment. Nine years later, the French found themselves ousted from their former colony.
