Book excerpt: La idea de realizar un estudio sobre la Agencia Europea de Defensa (AED) surgió en el marco de la actividad investigadora del Instituto de Estudios Europeos (IEE) de la Universidad de Deusto en otoño de 2006. Desde el principio, el proyecto adoptó como referencias prioritarias, por un lado, la Política Europea de Seguridad y Defensa (PESD), como contexto general de la investigación y, por otro, la AED, como nueva estructura institucional en el ámbito específico del desarrollo militar europeo. Ambos aspectos forman parte de una misma dimensión, de espectro más amplio y en constante evolución, como es la Política Exterior y de Seguridad Común (PESC) de la Unión Europea (UE). A juzgar por su imparable desarrollo, puede afirmarse que la PESD constituye el aspecto más emergente en los últimos años del proceso de construcción política europea y, al mismo tiempo, el apartado de desarrollo más visible de la PESC. De este modo, las cada vez más diversas y múltiples operaciones PESD proyectan a la UE como actor en la escena internacional, expresando su identidad como potencia civil y militar. Desde el punto de vista jurídico, a diferencia de otros avances del proceso de integración europea, gestados sobre la base de las reformas de los Tratados constitutivos, la PESD debe su configuración esencial a las decisiones políticas de los Consejos Europeos que se han sucedido desde 1999, todo lo cual evidencia el firme compromiso de los Estados miembros por impulsar este apartado de la construcción europea. Esta misma voluntad política condujo a la creación, en julio de 2004, de la AED, 3 meses antes de firmarse la fallida Constitución para Europa, en cuyo articulado se preveía, por primera vez, la introducción de este organismo. La PESD constituye, por tanto, un proyecto progresivo, que va configurándose por la vía intergubernamental y que muestra una especial resistencia a las crisis políticas e institucionales, como la que afectó a la UE entre 2005 y 2007. Como estímulo externo, los nuevos desafíos para la seguridad internacional coadyuvan decisivamente a estos desarrollos, por lo que cabe afirmar que la PESD es un apartado de la agenda europea donde la realidad se impone por encima de la negociación política. Sobre la base de estas premisas y del contexto evolutivo en el que se emplaza la PESD, la investigación que presentamos tiene como objetivo principal el estudio de la AED como nuevo organismo encargado de promover la cooperación de los Estados miembros en el ámbito del desarrollo armamentístico. La prioridad de este cometido es dotar a la UE de unas estructuras militares autónomas y capaces de realizar de forma eficaz sus misiones y operaciones PESD. Este interés de fondo se justifica en la Introducción general y se desarrolla a lo largo de las tres Partes principales del estudio. La Parte I está dedicada al análisis de la configuración progresiva de la PESD como contexto en el que emerge la AED. Este primer apartado constituye por ello el punto de arranque y el marco general de la investigación. Desde el punto de vista metodológico y documental, su elaboración se ha basado en el examen y la valoración de los sucesivos textos constitutivos de la UE, incluyendo los nuevos Tratados de Lisboa, así como en las decisiones políticas adoptadas por los Consejos Europeos. La selección de la información se ha realizado sobre la base de monografías relativas a la UE en general y a la PESC en particular, en artículos de opinión doctrinal, en informes y otros datos extraídos de internet. Delimitado el desarrollo histórico, el contexto político y el marco jurídico de la PESD, la Parte II aborda el estudio específico de la AED como nueva agencia europea, justificando su razón de ser y analizando el nuevo organismo desde una perspectiva jurídica y funcional. La coexistencia de la AED y sus relaciones con otras estructuras internacionales de cooperación militar también son objeto de valoración en esta segunda Parte. Su elaboración se ha basado, en gran parte, en el método comparado, especialmente en el apartado de la naturaleza jurídica de la AED, donde se contrasta el nuevo organismo con otras agencias europeas. El punto referido a la justificación de su creación también ha requerido un análisis comparado de las industrias de defensa y del gasto militar de los Estados miembros, así como entre la UE y los Estados Unidos. La principal aportación de esta Parte II de la investigación reside en la descripción detallada que ofrece de la propia AED como estructura institucional de desarrollo militar en la UE. Las cifras y datos incluidos proporcionan también una visión global de la industria y el mercado de armamentos en la UE. El marco general que aporta la Parte I y el análisis particular de la AED en la Parte II han constituido los parámetros, contextual y orgánico, necesarios para que la Parte III aborde el objeto esencial del estudio, esto es, la contribución de la AED al desarrollo de una política europea armamentística, destinada a proporcionar a la UE una capacidad de defensa autónoma. Su elaboración ha exigido el desplazamiento a Bruselas de una investigadora para adentrarse in situ en la AED. Las entrevistas mantenidas, la información recabada y las impresiones intercambiadas con el personal de la AED han permitido conocer mejor el nuevo organismo, su organización y funcionamiento, así como sus actuaciones y proyectos en curso. Este trabajo empírico arroja, como resultado inédito y aportación esencial del estudio, un conocimiento directo y un análisis de los principales proyectos impulsados por la AED, así como su valoración desde la perspectiva de su contribución esperada a la configuración de una política común de armamentos. Finalmente, el apartado de conclusiones aglutina las consideraciones esenciales que los diferentes investigadores extraen y aportan de sus respectivas indagaciones y reflexiones. Dejando aparte el interés de fondo y las cuestiones metodológicas que han guiado su realización, este estudio ha sido también fruto de la oportunidad, de que un grupo de consagrados investigadores pertenecientes a las Universidades de Huelva, Sevilla y Girona acogieran intelectualmente nuestro proyecto, contribuyeran con sus aportaciones a su diseño definitivo y aceptaran, finalmente, nuestra coordinación. El respaldo institucional recibido a continuación del Ministerio de Defensa fue enormemente motivador y decisivo para emprender y culminar la investigación con el reconocimiento y los recursos que el esfuerzo requería. Se ha trabajado durante un año, planificando en un primer momento, coordinándonos después y, por último, leyéndonos mutuamente, corrigiendo y matizando cuando ha hecho falta. Hemos de reconocer, con sincera satisfacción , que la coordinación del estudio ha sido la tarea más fácil y agradable de cuantas hemos acometido en este proyecto, al contar con la disposición siempre excelente y el entusiasmo mutuamente contagioso de todos los investigadores. Como resultado, “La Agencia Europea de Defensa: su contribución al desarrollo de una capacidad militar autónoma de la Unión Europea” pretende ser un primer estudio pormenorizado sobre la AED, que pueda servir como referencia para análisis posteriores y más profundos sobre la configuración de la Europa de la Defensa. Aparte del interés que su contenido específico puede suscitar y de su utilidad como base para otros trabajos posteriores y más profundos, cuestiones que no nos corresponde a nosotros juzgar, pensamos que el estudio, por su enfoque y su objetivo de fondo, contribuye también a difundir una imagen actual y positiva del papel y de las nuevas y un tanto desconocidas funciones que las Fuerzas Armadas están desempeñando en el contexto internacional.
