Book excerpt: This book represents the work of the European Research Network: Inclusive Society and the Role of Social Work, which comprises researchers from Barcelona, Spain; Koblenz, Germany; Maastricht, The Netherlands; and Zagreb, Croatia. The authors present research results and reflections from these four different European countries to provide a comprehensive introduction and discussion of the ambivalences of inclusive processes in society and social work. The development towards an inclusive society is a subject of ongoing discussion in Europe. How the subject is addressed, through an examination of political and social characteristics, differs significantly by country. Each country-specific chapter includes evidence-based reflections on inclusive society and the role of social work: In The Netherlands, there is evidence of a top-down process implementing inclusive social policy and social work principles through the self-proclaimed ‘participation society’. In Spain, the process to inclusion is accompanied by the third sector often replacing governmental responsibilities, namely through the bottom-up activities of non-governmental organizations in social work. In Croatia, inclusion is a state initiative in transitioning society and an academic approach to deinstitutionalising social work. In Germany, inclusion is discussed in social systems theory and the reform of school systems. In the migration discourse it was introduced as a less-loaded alternative to integration. Ambivalences of Inclusion in Society and Social Work: Research-Based Reflections in Four European Countries is a useful resource for learners, teachers, practitioners, and researchers in social work, as well as those who have an interest in social policy, social welfare, and sociology.

At the turn of the twenty-first century, Latin American politics experienced an upsurge in progressive movements, as popular uprisings for land and autonomy led to the election of left and center-left governments across Latin America. These progressive parties institutionalized social movements and established forms of state capitalism that sought to redistribute resources and challenge neoliberalism. Yet, as the authors demonstrate, these governments failed to transform the underlying class structures of their societies or challenge the imperial strategies of the United States and China. Yet, its social movements are less known to international audiences. This book analyzes Paraguay’s principal social movements since the transition to democracy and examines how, in the context of a weak state, authoritarian political elite, and a deficient democratization process, they contribute to progressive policy, socio-economic development, and democracy. Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. The contribution of this volume is twofold: to provide new empirical examples in the study of Latin American social movements and their contribution to development and democracy, as well as to validate or challenge social movement theories by employing empirical studies of Paraguayan social movements. Each chapter delves into the background to a specific movement, while closely analyzing the movement in the post-Lugo era (2012-2021). Together the chapters in this book contribute to a better understanding of social movements in Paraguay and Latin America thus dialoguing with the existing literature and social movement theories and considering how such studies can further our understanding of social movements in Paraguay and in Latin America in general.
