Toutefois, il permet de visualiser des tendances générales qu l est recommandé de considérer avec prudence. Les buts de ce travail étaient : Cerner quels sont les déterminants importants qui influent sur la motivation et la performance Cerner les impacts des systèmes d'évaluation sur les différents déterminants Ressortir les points positifs et les points négatifs Pouvoir ressortir des recommandations afin de perfectionner ou amender le système Ouvrir des voies de recherches Comparer le domaines privé et le domaine public Tout d bord, il a fallu définir les déterminants qui gravitent autours de la motivation et de la performance. Les principaux déterminants qui influencent la motivation, en commençant par l ́valuation, sont : Le système d ́valuation, le manager qui la mène, la justice organisationnelle, la satisfaction au travail, l mplication au travail, l ngagement organisationnel et le comportement organisationnel. Au sujet de la performance, il s vère que le principal déterminant est la motivation. Suite aux entretiens effectués à part égale dans les domaines privé et public, il a été possible de ressortir les principaux impacts de l ́valuation et de les comparer entre les deux domaines. Il semblerait que, malgré les efforts que les managers mettent dans cette évaluation, l ffet espéré ne soit pas présent chez tous les collaborateurs. L ́valuation est toujours constituée de trois parties distinctes : l ́valuation proprement dite (sur l tteinte des objectifs et les caractéristiques professionnelles e.

Book excerpt: Individual performance evaluation is an ongoing challenge involving both public and private organizations, human resource experts, executives, and employees. As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries. Secondly, to identify any relevant common reform trends or any that are particularly innovative for the evaluation of government executives and non-executives.

Book excerpt: Comme nous le savons, les organisations publiques ont dû, ces dernières années, s dapter aux normes de la Nouvelle Gestion Publique (NGP) souvent imposées par l tat (projet de réforme A2000 pour le canton du Valais), aussi ont-elles intégré dans leur système de gestion une palette d utils qui n ́taient présents jusqu lors que dans le domaine privé. Voici maintenant plusieurs années que ces réformes sont en marche. Cependant, les retombées de ces changements (mis à part dans certains domaines tels que les technologies d nformation et de communication) n nt que très rarement été analysées. Notre démarche se propose donc d nalyser le système d ́valuation, outil souvent contesté pour son efficacité (et plus encore dans les domaines publics). Etait-il déjà implanté? Sa mise en place est-elle achevée? Est-il opérationnel et efficient? Remplit-il les missions pour lesquelles il a été introduit? Est-il considéré comme légitime par les organisations et leurs collaborateurs? Et surtout : a-t-il un impact en termes de performance tant au niveau individuel que collectif? Autant de questions auxquelles notre rapport répondra de la manière la plus précise qui puisse être. Dans le cadre de cette étude nous faisons l nalyse des variables pouvant influer sur les différentes dimensions que nous avons pu identifier préalablement, à savoir le collaborateur, l rganisation et le système d ́valuation lui-même. Grâce à l nquête que nous avons menée dans deux organisations du domaine de la santé et du social, nous sommes en mesure d ́mettre des constats quant à l mplémentation actuelle des systèmes d ́valuation. Pour obtenir des résultats probants, nous avons soumis un questionnaire aux collaborateurs de ces deux organisations. Nous avons complété notre démarche à l ide d ntretiens qualitatifs passés avec certains employés.
