Key moments from both wars have been selected and analysed using a broad range of publications reaching from far-right to far-left and including broadsheets, a tabloid and a news magazine. Two sections with parallel chapters form the core of the book: the first part dealing with the war in Bosnia and the second with Kosovo. Each section contains one chapter on the initial phase of the conflict, one chapter on an important atrocity – namely the Srebrenica Massacre in Bosnia and the Račak incident in Kosovo – and, lastly, a chapter each on the international involvement which ended the immediate violence. The book examines how the various events were covered, what sources were used and what insights these examples of the German press conveyed. Special attention has been paid to four key themes, which emerged from the research. Firstly, the changing perceptions of the Serbian President Slobodan Miloševic and the issue of who was to blame for the conflicts; secondly, how various armed forces, including the Yugoslav Peoples' Army and the Kosovo Liberation Army were presented in the German press; thirdly, the persistent presence of the Second World War and the Holocaust in the coverage of the wars in Bosnia and Kosovo and how they shaped the press' interpretation of the violence; and lastly, how Germany's role in the Balkans – both in the realms of diplomacy and military intervention – was evaluated by the national press. Liberal peacebuilding has caused a range of unintended consequences. These emerge from the liberal peace’s internal contradictions, from its claim to offer a universal normative and epistemological basis for peace, and to offer a technology and process which can be applied to achieve it. When viewed from a range of contextual and local perspectives, these top-down and distant processes often appear to represent power rather than humanitarianism or emancipation. Yet, the liberal peace also offers a civil peace and emancipation. These tensions enable a range of hitherto little understood local and contextual peacebuilding agencies to emerge, which renegotiate both the local context and the liberal peace framework, leading to a local-liberal hybrid form of peace. This might be called a post-liberal peace. Such processes are examined in this book in a range of different cases of peacebuilding and statebuilding since the end of the Cold War. The author undertakes an examination of presidential speeches and public documents from this period to determine the focal points on which the respective presidents based their rhetoric for war. The work then examines the practice of war in the light of these justifications to determine whether changes in justifications correlate with changes in practice. In particular, the justificatory discourse finds four key themes that emerge in the presidential discourses, which are tracked across the case studies and point to the fundamental driving force in US motivations for going to war. The four key themes which emerge from the data are: international law or norms; human rights; national interest; and egoist morality (similar too, but wider than, 'exceptionalism'). This analysis shows that 9/11 resulted in a radical shift away from an international law and human rights-focused justificatory discourse, to one which was overwhelmingly dominated by egoist-morality justifications and national interest.
