Despite its successful economic development, evaluations of the East Asian development model have often been capricious, shifting from "miracle" to "cronyism." How can we explain East Asia's ups and downs consistently? To respond to this challenge, it is necessary to study the progress of East Asian development and to trace the influence of Asian cultural values. This study mainly focuses on cultural aspects of economic progress and analyzes East Asia's philosophical and historical backgrounds to explain the dynamic process. East Asians believe that balance between opposite but complementary forces, Yin and Yang, will ensure social stability and progress. Through repeated rebalancing to maintain harmony, the society comes to maturity. In traditional East Asian societies, a balance was maintained between Confucianism (Yang) and Taoism, Buddhism, and other philosophies (Yin). In modern societies, the challenge is to balance traditional systems (Yang) and Western style capitalism (Yin). This East Asian development model explains the Republic of Korea's rise, fall, and recovery. Korea was a poor country until the early 1960s, during the time when spiritualism (Yang) dominated. From the 1960s through the 1980s, Korea achieved rapid growth by finding a new balance and moving toward materialism (Yin) from spiritualism (Yang). But the failure to maintain a harmonious balance between cooperatism and collectivism (Yang) and individualism (Yin) led to major weaknesses in labor and financial markets that contributed significantly to the financial crisis in 1997. As Korea arrived at a new balance by instituting reform programs, the venture-oriented information and communication technology (ICT) industry blossomed and led to a rapid economic recovery. Since 2000, domestic financial scandals and political corruption have emerged as new social issues. Korea's next challenge is to find a new harmonization between moralism (Yang) and legalism (Yin). This paper-a product of the Office of the Senior Vice President and Chief Economist, Development Economics-is part of a larger effort in the Bank to examine institutional and cultural foundations of development across regions and countries.

Available in PDF, EPUB and Kindle. Book excerpt: This broad-ranging student textbook examines the rise of the Asia-Pacific as an important economic region. It looks at the sources of that rise, its future development and the possible consequences for the global economy. The analysis is divided into three sections considering: * how far the Asia-Pacific has developed as a regional system, looking at the patterns of integration of the principal economies * the relationship between the key individual economies of Japan, Korea, China and the United States * how the rise of the Asia-Pacific economy has affected the international economic system. In so doing it provides much-needed insights not only into the growth of this powerful economic region, but also the international context of Asia-Pacific development.

Available in PDF, EPUB and Kindle. Book excerpt: How did a country with a dearth of natural resources, a sprawling population congested in a limited arable land transform itself to a modern industrial state within a generation? How could these have been achieved given the lingering geopolitical threats to its very survival as a state, as evidenced by the Korean War and the internecine aggressive posturing of its neighbor from the north? This book looks at strategies, institutional arrangement, role of entrepreneurs and workers in this odyssey, and on how those factors have worked together through effective leadership to transform South Korea’s economic fortunes.

Book excerpt: This contributor volume is the first effort to examine the management practices behind Korea's successful transformation from an underdeveloped nation into a major player in world trade. Reasons behind this success story include the economic policies of government, a well-disciplined labor force, and a homogeneous culture. But these factors should not overshadow the important roles played by corporate managers and entrepreneurs. Divided into five parts, this volume addresses the Korean business environment, the corporate ownership structure, corporate strategies, managerial practices, and human resource management.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book analyses the development problems of sub-Sahara Africa (SSA) from the eyes of a Korean diplomat with knowledge of the economic growth Korea has experienced in recent decades. The author argues that Africa's development challenges are not due to a lack of resources but a lack of management, presenting an alternative to the traditional view that Africa's problems are caused by a lack of leadership. In exploring an approach based on mind-set and nation-building, rather than unity – which tends to promote individual or party interests rather than the broader country or national interests – the author suggests new solutions for SSA's economic growth, inspired by Korea's successful economic growth model much of which is focused on industrialisation. This book will be of interest to researchers, policymakers, NGOs and governmental bodies in economics, development and politics studying Africa's economic development, and Korea's economic growth model.

Book excerpt: Active investment in China, finding more market opportunities in China, and strengthening the cooperative relationship with China have so far been successful paths for Korean companies and the government to take in response to China's new economic might. It is uncertain whether Korea can maintain its market position in both Chinese and world markets in the future as China becomes more competitive in many industries where Korea currently has a relative advantage. What should Korea do to confront these uncertainties and to maintain its economic dynamism? What should Korea do to maintain its economic dynamism in light of these uncertainties? What would be appropriate strategies and policies for Korea to pursue, particularly in science and technology? This study develops a simple model of the Korean economy and four alternative S & T strategies that Korea could follow and shows how those strategies may affect Korean prosperity, explicitly considering the many uncertainties that Korea confronts. Using the metric of average annual rate of growth in GDP per capita for Korea during the period leading to 2015, the authors assess each strategy for performance across an ensemble of 100 future scenarios.

Book excerpt: English Abstract: The gross domestic product (GDP) growth rate of South Korea has declined since 2011 mainly due to dampened growth in total factor productivity (TFP). By studying changes in productivity growth from 2006 to 2015 with firm-level microdata, this paper shows that a decrease in allocative efficiency across firms can account for the recent dampened aggregate productivity growth and that most of a decrease in allocative efficiency since 2011 can be attributed to firms affiliated with business groups subject to the limitation on cross-shareholding designated by the Fair Trade Commission. Given the fact that business groups' shares in input markets have been steadily rising, the economic concentration of business groups can be a main factor in the recent misallocations, which give rise to the diminished economic dynamism and dampened TFP growth of South Korea.

Available in PDF, EPUB and Kindle. Book excerpt: Nobel Laureate Edmund Phelps and an international group of economists argue that economic health depends on the widespread presence of certain values, in particular individualism and self-expression. Nobel Laureate Edmund Phelps has long argued that the high level of innovation in the lead nations of the West was never a result of scientific discoveries plus entrepreneurship, as Schumpeter thought. Rather, modern values—particularly the individualism, vitalism, and self-expression prevailing among the people—fueled the dynamism needed for widespread, indigenous innovation. Yet finding links between nations’ values and their dynamism was a daunting task. Now, in Dynamism, Phelps and a trio of coauthors take it on. Phelps, Raicho Bojilov, Hian Teck Hoon, and Gylfi Zoega find evidence that differences in nations’ values matter—and quite a lot. It is no accident that the most innovative countries in the West were rich in values fueling dynamism. Nor is it an accident that economic dynamism in the United States, Britain, and France has suffered as state-centered and communitarian values have moved to the fore. The authors lay out their argument in three parts. In the first two, they extract from productivity data time series on indigenous innovation, then test the thesis on the link between values and innovation to find which values are positively and which are negatively linked. In the third part, they consider the effects of robots on innovation and wages, arguing that, even though many workers may be replaced rather than helped by robots, the long-term effects may be better than we have feared. Itself a significant display of creativity and innovation, Dynamism will stand as a key statement of the cultural preconditions for a healthy society and rewarding work.
