Such positive impacts are also expected to be felt by SMEs in these countries that are involved. Additionally, the high level of tariff and non-tariff liberalization in the two current agreements will make positive impacts on the negotiation of other FTAs and on WTO reform. The advantages of the FTA and EPA dealt with in this book are not restricted to these economic effects. As the agreements are comprehensive, they will create more favorable social conditions not only in these economic regions but in other areas of Asia as well.

At the center of this East Asian factory are three nations-China, Japan, and South Korea-which have benefited the most economically. Yet, despite transnational value chains and the trilateral political cooperation that binds these nations, they have yet to conclude a trilateral free trade agreement (FTA). Since 1999, the China-Japan-South Korea FTA has proved to be an elusive feat for these Northeast Asian neighbors. Historical and political animosities and popular mistrust seem to have a corrosive effect upon the trilateral relationship despite decades of political cooperation and economic interdependence. What explains the limited progress toward a China-Japan-South Korea FTA? This study tests four potential explanations for the trilateral FTA's current lack of progress: perceptions of the deal not being an economic priority, the power of influential domestic business interests negatively affected by the FTA, regional competition over China's growing domestic market, and regional political-historical animosities. Overall, this research concludes that Japan is the least willing participant to push for progress toward a trilateral FTA, and a lack of perception of the deal not being an economic priority is the strongest explanation.Chapter II draws out the evolution of the China-Japan-South Korea FTA from 1999 onward within the context of both NEA economic regionalism and other competing mega-FTAs. The economic benefits and costs each country would incur if the trilateral FTA were successful are laid out in this chapter. Also, potential interest groups who particularly stands to win or lose in China, Japan, and South Korea from the trilateral FTA are identified. In addition, Chapter II provides a comparison of the benefits and costs of the trilateral FTA as compared to that of TPP and RCEP. Ultimately, these benefits and costs are conditional on the quality of the China-Japan-South Korea FTA. Chapters III-V provide the empirical evidence that support the potential explanations that affect Chinese, Japanese, and South Korean decision-making toward the trilateral FTA. Each of these chapters frames the potential explanations in terms of the specific actors and interest groups at work in these countries. As the evidence is presented, strengths and weakness are assessed in order to determine which explanation is the strongest for each country. Chapter VI reviews the strength of the empirical evidence from the previous chapters and provides regional implications of the potential success or failure of the trilateral FTA. In particular, implications for the U.S. role in the region are explored visa-vis NEA cooperation, and whether or not an exclusive trilateral FTA serves U.S. interests in the region.

The model is based on the recent trade literature that considers search and matching frictions in the labor market. We extend the model by incorporating country-level heterogeneity in terms of production technology, population, and productivity endowment. Model simulation results show a simultaneous tariff cut between symmetric countries to reduce unemployment rates and increase prices in the product market due to higher long run demand, while nevertheless benefiting the economy owing to a more rapid rise in consumer income. In the case of asymmetric countries, we find that larger gains from greater openness to trade accrue to a country with (relatively) more elastic supply occasioned by capital-intensive production technology that accommodates more flexible adjustments to output in response to increased demand. We calibrate the model to Korean and Japanese data in order to assess the expected outcome of the potential trade liberalization between those countries. With a scenario of symmetric level of trade liberalization (in terms of trade cost reduction), when we assume the same population size in a counterfactual way, we find Japan to receive greater benefits from the opening because its relatively more capital intensive production allow for quicker output adjustment upon trade liberalization. Through a qualitative analysis in form of a comparison between the agreement texts, it was found that there exists a number of differences which can be grouped in three categories: (1) architecture, scope and coverage, (2) modes of supply, and (3) regulatory framework. The most significant differences can be found in the third category. In general, JEFTA was found out to be more liberal in many respects, because it has a broader coverage, clarifications which do not exist in KOREU and contains provisions on regulatory cooperation, among others. This research identifies the different EU interest in Korea’s and Japan’s financial services sector as the most probable reason for the differences in the agreements. It is concluded that Japan’s financial services sector was more attractive for the EU at the time when negotiations were initiated. This is due to the fact that first, Japan’s banking sector is more developed and second, Japan is more involved in international trade and investment in financial services. Based on the findings, the EU and Korea should work to amend the agreement to improve the efficiency in financial services trade. Furthermore, the EU has to make sure to establish a balance of liberalization and financial stability.

The present paper maintains that in order to avoid the benefits generated by the CJK FTA from being diluted by other FTA initiatives that involve Asia-Pacific countries, particularly the Trans-Pacific Partnership (TPP) with the U.S. in lead, CJK FTA negotiators should strive to design a high-quality framework for services liberalization. This paper first analyzes the reality of the services industry and trade in these three countries. Then, it discusses why the three sides should pursue high-quality services liberalization in the CJK FTA. Thereafter, the paper focuses on the key aspects of services negotiations such as market access, scheduling method, regulatory disciplines and reform, and then puts forward suggestions for bridging the gap between the ideal state of services liberalization and the reality faced by the three parties. The TPP, TTIP, TiSA, U.S.-South Korea FTA, and other recent developments are also given due consideration in proposing possible solutions.
