The future goal was to transition artificial intelligence from an emerging technology to a standard technology that is considered early in the life cycle process to develop state-of-the-art aircraft automation systems. This report addressed the future goal in two ways. First, it provided a matrix that identified typical aircraft automation applications conducive to various artificial intelligence methods. The purpose of this matrix was to provide top-level guidance to managers contemplating the possible use of artificial intelligence in the development of aircraft automation. Second, the report provided a methodology to formally evaluate neural networks as part of the traditional process of software development. The matrix was developed by organizing the discipline of artificial intelligence into the following six methods: logical, object representation-based, distributed, uncertainty management, temporal and neurocomputing. Next, a study of existing aircraft automation applications that have been conducive to artificial intelligence implementation resulted in the following five categories: pilot-vehicle interface, system status and diagnosis, situation assessment, automatic flight planning, and aircraft flight control. The resulting matrix provided management guidance to understand artificial intelligence as it applied to aircraft automation. To assist the design process in reducing the development cost, time, and late design changes, the conceptual design needs enhancement using new tools and methods. Integration of several disciplines in the conceptual design as one entity enables to keep the design process intact at every step and obtain a high understanding of the aircraft concepts at early stages. This thesis presents a Knowledge-Based Engineering (KBE) approach and integration of several disciplines in a holistic approach for use in aircraft conceptual design. KBE allows the reuse of obtained aircrafts’ data, information, and knowledge to gain more awareness and a better understanding of the concept under consideration at early stages of design. For this purpose, Knowledge-Based (KB) methodologies are investigated for enhanced geometrical representation and enable variable fidelity tools and Multidisciplinary Design Optimization (MDO). The geometry parameterization techniques are qualitative approaches that produce quantitative results in terms of both robustness and flexibility of the design parameterization. The information/parameters from all tools/disciplines and the design intent of the generated concepts are saved and shared via a central database. The integrated framework facilitates multi-fidelity analysis, combining low-fidelity models with high-fidelity models for a quick estimation, enabling a rapid analysis and enhancing the time for a MDO process. The geometry is further propagated to other disciplines [Computational Fluid Dynamics (CFD), Finite Element Analysis (FEA)] for analysis. This is possible with an automated streamlined process (for CFD, FEM, system simulation) to analyze and increase knowledge early in the design process. Several processes were studied to streamline the geometry for CFD. Two working practices, one for parametric geometry and another for KB geometry are presented for automatic mesh generation. It is observed that analytical methods provide quicker weight estimation of the design and when coupled with KBE provide a better understanding. Integration of 1-D and 3-D models offers the best of both models: faster simulation, and superior geometrical representation. To validate both the framework and concepts generated from the tools, they are implemented in academia in several courses at Linköping University and in industry

Book excerpt: The increasing complexity and automation of flight control systems pose a challenge to federal policy regarding aircraft certification and pilot training. Despite significant commercial aviation safety improvements over the past two decades, flight control automation and aircraft complexity have been cited as contributing factors in a number of major airline accidents, including two high-profile crashes overseas involving the recently introduced Boeing 737 Max variant in 2018 and 2019. These crashes have directed attention to Federal Aviation Administration (FAA) oversight of aircraft type certification and pilot training practices for transport category aircraft, particularly as they pertain to complex automated flight control systems. As aircraft systems have evolved over the past three decades to incorporate new technologies, Congress has mandated FAA to streamline certification processes, with the primary motivation being to facilitate the development of new safety-enhancing technologies. Modern commercial aircraft rely on "fly-by-wire" flight control technologies, under which pilots' flight control inputs are sent to computers rather than through direct mechanical linkages to flight control systems. The fly-by-wire software contains flight control laws and logic that, in addition to optimizing performance efficiency, protect the aircraft from commanded actions that could put the airplane in an unsafe state. Automated flight control systems have largely been viewed as having a positive effect on safety, and accident rates have improved considerably over the past two decades. However, the increasing complexity of automated flight systems has sometimes caused confusion and uncertainty, contributing to improper pilot actions during critical phases of flight and in some cases leading pilots to unintentionally place an aircraft in an unsafe condition. Besides designing these systems in a manner that minimizes pilot errors and the consequences of those errors, aircraft designers and operators face challenges regarding maintaining piloting skills for flight crews to be able to take over and manually fly the aircraft safely if critical systems fail. They also face challenges regarding documentation and pilot training effectiveness in building accurate mental models of how these complex systems operate. The primary goals of ongoing efforts to address these challenges are to enhance pilot situation awareness when using automation and reduce the likelihood of mode errors and confusion, while at the same time not overburdening pilots with intricate systems knowledge beyond what is necessary. In the ongoing investigations of two Boeing 737 Max crashes, Lion Air flight 610 and Ethiopian Airlines flight 302, concerns have been raised about the design of an automated feature called the Maneuvering Characteristics Augmentation System (MCAS) and its reliance on a single angle-of-attack sensor even though the aircraft is equipped with two such sensors. These concerns led to the worldwide grounding of all Boeing 737 Max aircraft until the MCAS safety concerns can be resolved, significantly impacting both U.S. and foreign airlines that operate the aircraft. These recent aviation accidents have prompted reviews of the manner in which modern transport category aircraft are certified by FAA and its foreign counterparts, and in particular, the roles of regulators and manufacturers in the certification process. The challenges of certifying increasingly complex aircraft are largely being met by delegating more of FAA's certification functions to aircraft designers and manufacturers. This raises potential conflicts between safety and quality assurance on the one hand and competitive pressures to market and deliver aircraft on the other. Under Organization Designation Authorization (ODA), FAA can designate companies to carry out delegated certification functions on its behalf.

Book excerpt: "Because of the increasing use of Unmanned Aerial Vehicles (UAVs, also commonly known as drones) in various military and para-military (i.e., CIA) settings, there has been increasing debate in the international community as to whether it is morally and ethically permissible to allow robots (flying or otherwise) the ability to decide when and where to take human life. In addition, there has been intense debate as to the legal aspects, particularly from a humanitarian law framework. In response to this growing international debate, the United States government released the Department of Defense (DoD) 3000.09 Directive (2011), which sets a policy for if and when autonomous weapons would be used in US military and para-military engagements. This US policy asserts that only "human-supervised autonomous weapon systems may be used to select and engage targets, with the exception of selecting humans as targets, for local defense ...". This statement implies that outside of defensive applications, autonomous weapons will not be allowed to independently select and then fire upon targets without explicit approval from a human supervising the autonomous weapon system. Such a control architecture is known as human supervisory control, where a human remotely supervises an automated system (Sheridan 1992). The defense caveat in this policy is needed because the United States currently uses highly automated systems for defensive purposes, e.g., Counter Rocket, Artillery, and Mortar (C-RAM) systems and Patriot anti-missile missiles. Due to the time-critical nature of such environments (e.g., soldiers sleeping in barracks within easy reach of insurgent shoulder-launched missiles), these automated defensive systems cannot rely upon a human supervisor for permission because of the short engagement times and the inherent human neuromuscular lag which means that even if a person is paying attention, there is approximately a half-second delay in hitting a firing button, which can mean the difference for life and death for the soldiers in the barracks. So as of now, no US UAV (or any robot) will be able to launch any kind of weapon in an offensive environment without human direction and approval. However, the 3000.09 Directive does contain a clause that allows for this possibility in the future. This caveat states that the development of a weapon system that independently decides to launch a weapon is possible but first must be approved by the Under Secretary of Defense for Policy (USD(P)); the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)); and the Chairman of the Joint Chiefs of Staff. Not all stakeholders are happy with this policy that leaves the door open for what used to be considered science fiction. Many opponents of such uses of technologies call for either an outright ban on autonomous weaponized systems, or in some cases, autonomous systems in general (Human Rights Watch 2013, Future of Life Institute 2015, Chairperson of the Informal Meeting of Experts 2016). Such groups take the position that weapons systems should always be under "meaningful human control," but do not give a precise definition of what this means. One issue in this debate that often is overlooked is that autonomy is not a discrete state, rather it is a continuum, and various weapons with different levels of autonomy have been in the US inventory for some time. Because of these ambiguities, it is often hard to draw the line between automated and autonomous systems. Present-day UAVs use the very same guidance, navigation and control technology flown on commercial aircraft. Tomahawk missiles, which have been in the US inventory for more than 30 years, are highly automated weapons with accuracies of less than a meter. These offensive missiles can navigate by themselves with no GPS, thus exhibiting some autonomy by today's definitions. Global Hawk UAVs can find their way home and land on their own without any human intervention in the case of a communication failure. The growth of the civilian UAV market is also a critical consideration in the debate as to whether these technologies should be banned outright. There is a $144.38B industry emerging for the commercial use of drones in agricultural settings, cargo delivery, first response, commercial photography, and the entertainment industry (Adroit Market Research 2019) More than $100 billion has been spent on driverless car development (Eisenstein 2018) in the past 10 years and the autonomy used in driverless cars mirrors that inside autonomous weapons. So, it is an important distinction that UAVs are simply the platform for weapon delivery (autonomous or conventional), and that autonomous systems have many peaceful and commercial uses independent of military applications"--

In particular, incidents and accidents have occurred which suggest that the principle problems with today's aviation automation are associated with its complexity, coupling, autonomy, and opacity. These problems are not unique to aviation; they exist in other highly dynamic domains as well. The author suggests that a different approach to automation -- called "human-centered automation" -- offers potential benefits for system performance by enabling a more cooperative human-machine relationship in the control and management of aircraft and air traffic.
