Book excerpt: Taking Members of the Israeli Knesset (MKs) as a case study, this book offers a comparative analysis of the various roles performed by Members of Parliament (MPs) within the framework of their job in democracies around the world. Based on the author's experience of working in and for the Knesset, from 1977 to 2010, this book questions the lack of a comprehensive job description not only for MKs but also for similar roles in parliamentary democracies globally. The author finds that a serious perusal of materials dealing with the job's various components - in the Israeli case, for example, basic laws, the Knesset Rules of Procedure, the Rules of Ethics for MKs, minutes of the Knesset Plenum and Committees and so forth − presents an almost complete picture of the MK's job that like pieces in a jigsaw puzzle merely need be assembled together. Finding the job of MPs in general, and of MKs specifically, definable, this book argues that it ought to be defined considering the centrality of this role for a democracy's functioning. This innovative book will not only prove useful for scholars of Israeli governance and legislation but will also be of interest to scholars of parliamentarism and comparative legislative politics in general.

Available in PDF, EPUB and Kindle. Book excerpt: The power struggle between Ben-Gurion and the Knesset was not primarily concerned with who should hold the reins of power, but with the ideals that should lie behind government. Ben-Gurion did not think that the Knesset had the moral backbone required at a historic turning-point in Israeli history, when the character of the nation was being developed; although he conceded that it was capable of dealing with the more mundane administrative tasks. He therefore denied the Knesset the right to take part in the policy-making process, caused a decline in the support of the elite and the general public, encouraged partisanship, and endeavored to reduce competitiveness. Ben-Gurion was so dismissive of the Knesset and its members, that he would not even attend parties at which Knesset members were being given awards.

Book excerpt: Two prominent Israeli liberals argue that for the conflict between Israel and the Palestinians to end with peace, Palestinians must come to terms with the fact that there will be no "right of return." In 1948, seven hundred thousand Palestinians were forced out of their homes by the first Arab-Israeli War. More than seventy years later, most of their houses are long gone, but millions of their descendants are still registered as refugees, with many living in refugee camps. This group—unlike countless others that were displaced in the aftermath of World War II and other conflicts—has remained unsettled, demanding to settle in the state of Israel. Their belief in a "right of return" is one of the largest obstacles to successful diplomacy and lasting peace in the region. In The War of Return, Adi Schwartz and Einat Wilf—both liberal Israelis supportive of a two-state solution—reveal the origins of the idea of a right of return, and explain how UNRWA - the very agency charged with finding a solution for the refugees - gave in to Palestinian, Arab and international political pressure to create a permanent “refugee” problem. They argue that this Palestinian demand for a “right of return” has no legal or moral basis and make an impassioned plea for the US, the UN, and the EU to recognize this fact, for the good of Israelis and Palestinians alike. A runaway bestseller in Israel, the first English translation of The War of Return is certain to spark lively debate throughout America and abroad.

Available in PDF, EPUB and Kindle. Book excerpt: As the pace of change has grown more rapid, an emphasis on survival and short-term thinking has increasingly pervaded the realm of leadership and political decision-making. In a bold response to this problem, the Israeli Knesset established the Commission for Future Generations and appointed the former judge, Shlomo Shoham, as head of the Commission in 2001. Shoham was tasked with the difficult work of representing the needs, interests and rights of those not yet born. Drawing upon his legal and political experience, Shoham today demonstrates how we can overcome the pitfalls of short-term thinking by developing our "future intelligence." This kind of intelligence, he argues, is the key to infusing public administration with visionary thinking and creative foresight. Endorsements: From Shimon Peres, President of the State of Israel In his book Future Intelligence, Judge (ret.) Shlomo Shoham provides a practical model on how to enhance sustainability in government and policy-defining bodies to serve the future of mankind and nature in a changing planet. Future Intelligence turns to the decision-makers of today to break away from the conservative outlook and adopt a long-term vision for posterity. From Horst Köhler, former President of the Federal Republic of Germany Shlomo Shoham presented the work of the Commission for Future Generations at the First Forum on Demographic Change of the former German President in 2005. For President Horst Köhler and other participants, Shoham's conceptual contributions proved immensely valuable in helping lay out new means of dealing with the fundamental challenges facing all countries, including Germany.

Book excerpt: The 2006 elections constitute a major redrawing of the political map in Israel due to Prime Minister Ariel Sharon’s exit from the Likud party and his creation of a new centre party, Kadima. Following Israel’s unilateral withdrawal from Gaza, Sharon formed Kadima taking many former Likud MKs, and prominent members of the Labour party with him. Focusing particularly on the various political parties, the election campaign in the media and the main issues at stake in the election including: foreign and defence policies, social and economic issues, as well as, the issue of corruption, this book examines the impact of this reorganization of the political map. The impact of events in the Palestinian Authority and other external factors are also discussed, as well as the challenges for the new government, in the wake of the election results. This book was previously published as a special issue of Israel Affairs.
