Book excerpt: The link between gender and corruption has been studied since the late 1990s. Debates have been heated and scholars accused of bringing forward stereotypical beliefs about women as the “fair” sex. Policy proposals for bringing more women to office have been criticized for promoting unrealistic quick-fix solutions to deeply rooted problems. This edited volume advances the knowledge surrounding the link between gender and corruption by including studies where the historical roots of corruption are linked to gender and by contextualizing the exploration of relationships, for example by distinguishing between democracies versus authoritarian states and between the electoral arena versus the administrative branch of government—the bureaucracy. Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.

Available in PDF, EPUB and Kindle. Book excerpt: The Challenge of Slums presents the first global assessment of slums, emphasizing their problems and prospects. Using a newly formulated operational definition of slums, it presents estimates of the number of urban slum dwellers and examines the factors at all level, from local to global, that underlie the formation of slums as well as their social, spatial and economic characteristics and dynamics. It goes on to evaluate the principal policy responses to the slum challenge of the last few decades. From this assessment, the immensity of the challenges that slums pose is clear. Almost 1 billion people live in slums, the majority in the developing world where over 40 per cent of the urban population are slum dwellers. The number is growing and will continue to increase unless there is serious and concerted action by municipal authorities, governments, civil society and the international community. This report points the way forward and identifies the most promising approaches to achieving the United Nations Millennium Declaration targets for improving the lives of slum dwellers by scaling up participatory slum upgrading and poverty reduction programmes. The Global Report on Human Settlements is the most authoritative and up-to-date assessment of conditions and trends in the world's cities. Written in clear language and supported by informative graphics, case studies and extensive statistical data, it will be an essential tool and reference for researchers, academics, planners, public authorities and civil society organizations around the world.

Book excerpt: Japan's impact on the modern world has been enormous. It occupies just one 300th of the planet's land area, yet came to wield one sixth of the world's economic power. Just 150 years ago it was an obscure land of paddy fields and feudal despots. Within 50 years it became a major imperial power – it's so-called 'First Miracle'. After defeat in the Second World War, when Japan came close to annihilation, within 25 years it recovered remarkably to become the world's third biggest economy – it's 'Second Miracle'. It is now not only an economic superpower, but also a technological and cultural superpower. True miracles have no explanation: Japan's 'miracles' do. The nation's success lies in deeply ingrained historical values, such as a pragmatic determination to succeed. The world can learn much from Japan, and its story is told in these pages. Covering the full sweep of Japanese history, from ancient to contemporary, this book explores Japan's enormous impact on the modern world, and how vital it is to examine the past and culture of the country in order to full understand its achievements and responses. Now in its third edition, this book is usefully updated and revised.

This book was released on 2013 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: Can a society, a culture, a country, be trapped by its own memories? The question is not easy to answer, but it would not be a bad idea to cautiously say: 'It depends'. This book is about one society - Rwanda - and its culture, traditions, identities, and memories. More specifically, it discusses some of the ways in which ethnic identities and related memories constitute a deadly trap that needs to be torn apart if mass violence is to be eradicated in that country. It looks into everyday cultural practices such as child naming and oral traditions (myths and tales, proverbs, war poetry etc.) and into political practices that govern the ways in which citizens conceptualise the past. Rwanda was engulfed in a bloody war from 1990 until 1994, the last episode of which was a genocide that claimed about a million lives amongst the Tutsi minority. This book - the first in the Memory Traps series - provides a new understanding of how a seemingly quiet society can suddenly turn into a scene of the most horrible inter-ethnic crimes. It offers an analysis of the complexities and dangers resulting from the ways in which memories are managed both at a personal level and at a collective level. The main point is that Rwandans have become hostages of their memories of the long-gone and the recent past. The book shows how these memories follow ethnic lines and lead to a state of cultural hypocrisy on the one hand, and to permanent conflict - either open and brutal, or latent and beneath the surface - on the other hand. Written from a memory studies perspective and informed by critical theory, philosophy, literature, [oral] history, and psychology, amongst others, this book deals with some controversial subjects and deconstructs some of the received ideas about the recent and the long-gone past of Rwanda. About the author: Olivier Nyirubugara is a lecturer of New Media and Online Journalism at the Erasmus School of History, Culture and Communication (Erasmus University Rotterdam). In 2011, he completed a PhD in Media Studies at the University of Amsterdam with a dissertation entitled Surfing the Past: Digital Learners in the History Class, in which he empirically explored ways in which pupils use the Web to find historical information. Nyirubugara has also been practicing journalism since 2002 and has been training and coaching journalists in mobile reporting in Africa since 2007.

Book excerpt: Are women any less corrupt than men? Is there a relationship between gender and corruption? If yes, what is it? Will more women in power change this equation for the better or worse? This publication is a first, comprehensive foray by UNODC into this complex, multi-layered subject that affects every society and country in the world differently. Therefore, the publication underlines the importance of understanding how national, cultural and social norms interact and shape corrupt practices. With the United Nations Convention against Corruption as our cornerstone, the publication highlights how many of the gender dimensions of corruption are not sufficiently addressed in national contexts. Using sexual favours as a currency of corruption is far too common, yet it is still not widely understood that this is abuse of authority. And victim-centred whistleblowing mechanisms remain exceptional. However, there are also inspiring good practices which break the mould, such as tackling unconscious gender bias in the courts to strengthen judicial integrity and ensure equality before the law. The publication examines the evolution and relevance of the key international instruments, and emphasises the importance of evidence-based policy making. It also explores how gender equality policies can have a positive effect in preventing and countering corruption and, vice versa. Finally, the publication illustrates three country-specific case studies from Brazil, Ghana and Indonesia, each demonstrating the country's contextual anti-corruption landscape while focusing on unique gender narratives and intersections. The time is now to address the gender dimensions of corruption. For if not now, then when?

Book excerpt: We've been told for years that the capitalist free market is a self-correcting perpetual growth machine in which sellers always find buyers, precluding any major crisis in the system. Then the credit crunch of August 2007 turned into the great crash of September–October 2008, leading one apologist for the system, Willem Buiter, to write of "the end of capitalism as we knew it." As the crisis unfolded, the world witnessed the way in which the runaway speculation of the "shadow" banking system wreaked havoc on world markets, leaving real human devastation in its wake. Faced with the financial crisis, some economic commentators began to talk of "zombie banks"–financial institutions that were in an "undead state" and incapable of fulfilling any positive function but a threat to everything else. What they do not realize is that twenty-first century capitalism as a whole is a zombie system, seemingly dead when it comes to achieving human goals.
