Dagegen besteht in der täglichen kinderärztlichen Praxis auch heute noch eine große Unsicherheit, wenn es gilt, Kindesmisshandlungen als solche zu erkennen, d.h. zu erkennen, welche objektiven k- nischen Zeichen das Vorliegen einer Kindesmisshandlung wahrscheinlich machen. In diesem Zusammenhang ist eine Publikation von Markenson et al. 2007 in Pediatrics bezeichnend; sie untersucht die Fähigkeit von 2863 Krankenhauseinweisern, einen Kindesmissbrauch zu erkennen. Bei etwa der Hälfte der ausgewerteten Ärzte mussten erhebliche Kenntnisdefizite festgestellt werden. Bisher konnte der praktizierende Kinderarzt bei dieser Differenzialdiagnostik auf kein s- tematisch erworbenes Wissen zurückgreifen; er war nahezu ausschließlich auf seine Intuition und ein berufsbedingtes Misstrauen angewiesen. Das vorliegende Buch schließt nun endlich diese gravierende Lücke für den deutschsp- chigen Bereich. Und es ist ein besonders glücklicher Umstand, dass dieses Werk von Anfang an interdisziplinär zwischen Rechtsmedizin und Pädiatrie angelegt ist und somit für ein Höchstmaß an ausgewogener Professionalität steht. Es ist mir eine besondere Freude, darauf hinzuweisen, dass dieses erste deutsche Fachbuch zur medizinischen Diagnostik und Intervention bei Kindesmisshandlungen genau 40 Jahre nach Erscheinen des weltweit ersten medizinischen Fachbuchs zu diesem Thema erscheint, das der deutschstämmige Pädiater Henry Kempe 1968 in Denver veröffentlicht hatte. Die Deutsche Gesellschaft für Kinder- und Jugendmedizin (DGKJ) begrüßtdieses Buch als wertvollen Beitrag zur Organisation von Maßnahmen zum Schutze von Kindern.

Fokussiert wird dabei vorrangig die Gewalt im Machtgefälle zwischen Erwachsenen (Personen über 18 Jahren) und Kindern (Personen unter 18 Jahren), da es die Grenzen dieser Arbeit sprengen würde, wenn man sich an dieser Stelle mit Gewalt unter Kindern oder ausgehend von Jugendlichen befassen würde, da man hierfür das Jugendstrafgesetz mit einbinden müsste. Daher beschränkt sich diese Arbeit auf die Straftatbestände mit volljährigen Tätern.

Das sind circa 26,5% aller Fälle. Diese Zahlen verdeutlichen die Wichtigkeit einer Auseinandersetzung mit dem Thema sexuelle Gewalt an Kindern. Die Medien berichten fast täglich über Fälle von Kindesmissbrauch, da das Interesse der Gesellschaft an dieser Problematik sehr hoch ist. Die Forschung zum Thema steckt noch in ihren Anfängen, denn erst seit den 1980er Jahren wurde das Thema durch die feministische Bewegung an die Öffentlichkeit getragen. Das wird schon bei dem Versuch der Definition von sexueller Gewalt deutlich, da es eine Vielzahl von Begriffsbestimmungen gibt und keine einheitliche, die in allen Kreisen Verwendung findet. Literatur zum Thema findet sich reichlich, allerdings ist diese oft veraltet. Eine kritische Auseinandersetzung mit den Inhalten ist deswegen von großer Wichtigkeit. Bei professionellen SozialarbeiterInnen, die mit Kindern arbeiten, ist eine ausführliche Beschäftigung mit dieser Problematik unvermeidlich, denn Professionalität setzt ein Wissen über die verschiedenen Entstehungstheorien voraus, um sachgerecht handeln und arbeiten zu können. Dabei ist nicht nur Wissen über sexuelle Gewalt wichtig, sondern in vielen Arbeitsbereichen, nimmt die Präventionsarbeit einen immer größeren Stellenwert ein. Dies erfordert eine Auseinandersetzung mit den Entstehungstheorien von sexueller Gewalt, denn nur wenn klar ist auf welcher Grundlage Missbrauch entsteht, können darauf aufbauend Präventionsmaßnahmen und Interventionsmöglichkeiten erarbeitet werden. Dabei ist die Abstimmung der Maßnahmen auf die jeweiligen Personen besonders wichtig, denn die Menschen sind nicht alle gleich. Deswegen kann es keine einheitliche Arbeitsweise geben, sondern sie muss auf jeden Fall beziehungsweise jede Problemlage genau abgestimmt werden, um die gewünschten Ziele zu erreichen und eine professionelle Arbeitsweise zu gewährleisten.

Based in Basel, Switzerland, and associated with the University of Basel, the Institute's multidisciplinary and international team works with governments, companies, international organizations, and aid agencies towards its mission of tangibly improving the quality of governance globally. Building on more than 20 years of experience in anti-corruption and anti-money laundering standard setting, and on more than a decade of practical work in compliance and Collective Action, the Institute is launching the International Center for Collective Action (ICCA).
