Book excerpt: This unique study provides an original, nitty-gritty view of the true nature and operation of Russia's state bureaucracy from the imperial period to the present, including the Putin presidency. The only book-length exploration of the problems and deficiencies of Russian bureaucracy since tsarist times, this detailed work sheds important new light on Russian public administration, an often-overlooked but key barrier to Russian normalization and democratization.

Book excerpt: Saddam Hussein and Islam, 1968–2003, offers an intellectual history of the Bathi Party from the 1940s through 2003. Amatzia Baram focuses on the transition from its early insistence on "unity, freedom, and socialism" to its Islamization by the time it was toppled by U.S. forces in 2003, a change largely impelled by the need to rally Iraqis against Iran during their war of 1980–88. Baram reveals signs that Saddam Hussein himself became some sort of born-again Muslim, though these signs are inconclusive. Sources include open source material but also internal secret files and highly classified audiotapes of Saddam Hussein that were made available to researchers at the Conflict Records Research Center at National Defense University and some documents at the Hoover Institution.

Available in PDF, EPUB and Kindle. Book excerpt: Michael Porter has argued that a sustainable economic base can be created in the inner city only if it has been created elsewhere: through private, for-profit, initiatives and investment based on economic self-interest and genuine competitive advantage-not through artificial inducements, charity, or government. Porter's ideas have prompted endorsement as well as criticism. More importantly, they have inspired a search for new solutions to inner city distress as well as a reassessment of current approaches. The Inner City defines a core debate in the United States over the future of a racially divided urban America. It is of inestimable importance to policy analysts, government officials, African American studies scholars, urban studies specialists, sociologists, and all those concerned with inner city revitalization.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on post-World War II American foreign policy and its intellectual architect, George Kennan, this volume explores the moral dimensions of realpolitik and the ethical dilemmas posed by present-day politics. Is Kennan responsible for persuading the U.S. foreign policy establishment that morality should go by the wayside? Or was Kennan right to regard as "presumptuous" the idea that Americans should tell other societies how to behave? Kennan gives his own influential view in an article reprinted here from Foreign Affairs (1985/96). (Workshop 6)

Available in PDF, EPUB and Kindle. Book excerpt: Through the lens of James Billington and the institution he led as Librarian of Congress during a key period of US-Russian relations, The Geopolitics of Culture examines culture as a neglected area of US foreign policy. Billington advised presidents and members of Congress and mobilized the resources of the Library of Congress to promote reform in Russia. He believed that rather than preaching to the Russians, the United States should expose the rising generation of Russian leaders to what was best in America and encourage them to rediscover positive elements in pre-Bolshevik Russian culture. The Geopolitics of Culture is the first book to chronicle Billington's influence on US engagement with Russia as it transitioned from communism to democracy under Gorbachev and Yeltsin and back to authoritarianism under Yeltsin and Putin. Drawing on published and archival sources (including recently released papers) and interviews with current and retired Library of Congress staff members, John Van Oudenaren casts new light on this era. Billington's efforts led to a remarkable degree of cooperation between the Library of Congress and Russian cultural and political institutions. Yet these efforts ultimately failed as Putin turned back toward authoritarianism. The experience of the Library of Congress during this period nonetheless holds important lessons for today. Billington believed that a transition to democracy in Russia was essential if the United States was to head off the geopolitical nightmare of a Eurasia dominated by an alliance of hostile authoritarian powers. The "geopolitics of culture" thus remains a challenge for US foreign policy.

Book excerpt: The conference on "Russia and East Europe in Transition," held at Middlebury College in May 1994 under the auspices of the Center for Russian and East European Studies, provided the impetus for this volume. The two-day gathering was made possible by a Title VI grant from the U.S. Department of Education and the Jessica Swift Endowed Lecture Fund of Middlebury College, for which we are most grateful. Apart from the contributors to this volume, the conference participants included: George Bellerose, Raymond E. Benson, Valery Chalidze, Michael Claudon, David Colander, Guntram H. Herb, Lars Lib, Tamar Mayer, Noah M.J. Pickus, Sunder Ramaswamy, David A. Rosenberg, and Mitchell Smith. Acting as discussants, panel chairs, or interested participants, their efforts, individually and collectively, have made this a better book and their contribution to this project is gratefully acknowledged.
