Book Synopsis Court Government and the Collapse of Accountability in Canada and the United Kingdom by : Donald Savoie
Download or read book Court Government and the Collapse of Accountability in Canada and the United Kingdom written by Donald Savoie and published by University of Toronto Press. This book was released on 2008-05-10 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a consensus throughout much of the western world that the public sector is in urgent need of repair. This study seeks to understand why this is so by comparing developments in Canada and the United Kingdom. It looks to changes in values both in society and inside government, and to the relationships between politicians and civil servants at the top and between civil servants and citizens at the bottom. Donald J. Savoie argues that both Canada and the UK now operate under court government rather than cabinet government. By court government, he means that effective power now rests with their respective prime ministers and a small group of carefully selected courtiers. For things that matter to prime ministers and their courts, the decision-making process shifts from formal to informal, involving only a handful of actors. For things that matter less to them, the decision-making process is horizontal, cumbersome, and consultative, and involves a multitude of actors from different government departments and agencies as well as a variety of individuals operating outside government. Court governments undermine both the traditionally bureaucratic model and basic principles that have guided the development of our Westminster-Whitehall parliamentary system. Nonetheless, Canada and the United Kingdom still cling to accountability requirements better suited to the past and the traditional bureaucratic model. Savoie concludes with a call for new accountability requirements that correspond with court government as well as the new relationships between politicians and civil servants, and civil servants and citizens.

Book excerpt: This title was first published in 2001: In this compelling work, Matthew Flinders examines how far alternative forms of accountability have evolved and the extent to which they remedy the current shortcomings of the parliamentary system. Adopting a pluralistic perspective, this exploration of the accountability of the core executive is clearly grounded in research methodology, thus ensuring the book makes a valid, incisive contribution to the literature. Features include: - A detailed study of the location of power and mechanisms of accountability in modern government which challenges the largely prosaic existing literature - Useful summaries of the key tensions and trends within constitutional infrastructure - A new and refreshing approach to the study of central government - Insightful critiques of major governmental policies This intriguing volume will be of interest to undergraduates, post-graduates and lecturers for courses on legislative studies, central government reform, public administration, British politics and research methods.

Available in PDF, EPUB and Kindle. Book excerpt: Collectively, provincial deputy ministers command the largest assembly of government budgets, employees, and influence in Canada, but despite their importance, they have not been the subject of systematic study until now. This unique volume, which deals with a uniquely significant topic, reviews the role of deputy ministers within government, providing a major new understanding of their responsibilities and interactions at both the federal and provincial levels. It also contributes important comparative analysis not previously available. Featuring contributions by many of Canada’s most prominent scholars of public administration, Deputy Ministers in Canada examines a number of factors in the evolution of deputies’ roles. Taking into account social, political, and administrative history, the essays probe topics such as the socio-economic characteristics of administrative elites, the politicization of recruitment processes, the impact of New Public Management, and varieties of ministerial-bureaucratic relations. Together, the essays in Deputy Ministers in Canada make an important contribution to the political science and public administration literature.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on the work of academics and other experts from across Canada, Carleton University's School of Public Policy and Administration's annual book takes a focused and robust look at an era where a political coronation seemed inevitable but high expectations had to be managed downwards almost immediately. A less-than-buoyant fiscal surplus, escalating concerns about liberal ethics and corruption, and a growing volatility in public opinion are examined as are Canadians' increasingly uncertain views about the new Liberal leadership versus the old Liberal Party's ten-year hold on power. A new Conservative Party and a suddenly feisty New Democratic Party are also a central part of the new 2004-2005 Canadian political and policy milieu.

Download or read book Restoring Accountability written by Canada. Commission of Inquiry into the Sponsorship Program and Advertising Activities and published by . This book was released on 2006 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is concerned exclusively with the Gomery Commission's second mandate: to make recommendations, based on the factual findings of its first report, on a series of issues such as government transparency & accountability, the relationship between public servants and politicians, and the responsibilities that should be assigned to Parliament & parliamentarians. Part one outlines the reforms introduced by the federal government since the Commission was established in February 2004 and the suggestions the Commission heard from Canadians about what they felt should be done about accountability & transparency in government and other issues considered in the first report. Part two has five sections covering accountability issues, including the fundamental bases for the responsibilities & accountabilities of Ministers & senior public servants, the capacity of Parliament to hold the government to account, and the roles of the Prime Minister, Ministers, exempt staff, the Privy Council Office, and the Clerk of the Privy Council. Part three deals with more specific issues such as the future management of advertising & sponsorship activities as well as lobbying. It assesses measures to improve transparency, including legislative initiatives pertaining to information access, whistleblowing, sanctions related to failure to fulfil financial administration obligations, appointments to Crown corporations, and internal audits. Part four contains the Commission's consolidated recommendations which are also found throughout the report. The recommendations are designed to rebalance the relationship between Parliament & government, better assign responsibility, and strengthen accountability in the public interest.
Book Synopsis At the Pleasure of the Crown by : Christopher A. Cooper
Download or read book At the Pleasure of the Crown written by Christopher A. Cooper and published by UBC Press. This book was released on 2020-10-01 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unlike most public servants, top administrators – those who manage thousands of personnel and oversee millions of dollars in public spending – are appointed by the head of government. At the Pleasure of the Crown is a detailed exploration of this central but overlooked aspect of governing. Christopher A. Cooper analyzes the appointment of deputy ministers in Canada’s provincial bureaucracies over the last century. As the nature of governance has shifted – from limited government to welfare state and into the contemporary era of managerialism – governments have looked for different qualities in those who occupy top bureaucratic posts. Partisan loyalty was replaced by candid advice, and ultimately by feverish devotion to the policy agenda. Throughout, turnover among bureaucratic elites has remained highly political. At the Pleasure of the Crown illuminates the historical balance of power between elected politicians and appointed bureaucrats, as well as the consequences for the integrity of Canadian public institutions.

Download or read book Off and Running written by David Zussman and published by University of Toronto Press. This book was released on 2013-12-31 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most pivotal events in the electoral cycle is the transition of a newly elected political party from opposition to government. The incoming prime minister or premier must assemble a team of ministers, advisors, and staff that is competent and ready to govern, without disrupting the day-to-day functioning of their country or province. Off and Running sets the stage for successful transitions by describing the best practices from Canadian federal government transitions from 1984 to the present day. It draws on a number of sources: the author’s own career in public affairs, including his significant role in the transitions of both Chrétien governments in 1993 and 1997; extensive interviews with more than forty key individuals in the last eleven federal government transitions; and the international literature on government transitions, public administration, and management. Zussman goes step-by-step through the transition process from the pre-election stage to transition planning all the way to implementation and consolidation of the new government. This book is ideally suited to those seeking an understanding of how government works during one of the most crucial points in its life cycle.

Book excerpt: This book examines the impact of several decades of public sector reform in four Westminster systems – Australia, Canada, New Zealand and the United Kingdom. Political and managerial change has re-defined roles and relationships and how their public sectors function. Often this occurs in comparable ways because of a common administrative tradition, but choices made in different country contexts also produce divergent outcomes. In analysing the results and implications of reform, fundamental issues of and tensions in public administration and management are addressed.
