Once the economy grows, however, the relative importance of irrigation and water uses in agriculture declines, compared to water uses in other sectors.

Book excerpt: This book represents the outcome of the Second IWA Leading-Edge Conference held in Sydney, Australia in November 2004. Sustainability is a paradoxical concept. We know we want to protect the environment from human-induced change, yet ecosystems are dynamic, constantly changing and adapting in response to a multitude of factors, the combined effect and subtleties of which are probably well beyond human calculation. Furthermore, our conscious desire to protect the environment - which forces us to think of humans as sitting outside ecosystems - conflicts with the unavoidable fact that we are an unconscious actor within those ecosystems. We must also recognise that the goal of "protecting the environment" is not a clear-cut objective. Perhaps, because of its complexity and propensity to change, we cannot know what the fully protected environment would look like. Individual preferences too make the conceptualisation of an ideal state impossible; do we strive for an ecosystem in which we play a minor part - barely influencing natural outcomes - or one that is more actively managed and provides for our needs or wants? Neither this volume, nor the conference from which it draws, resolve the paradoxes described above. The papers presented here do, however, provide insight into the innovative thinking and practical projects undertaken across the globe that move us from patently unsustainable conditions to those in which our economic activity, impact on ecosystems and desire for positive social outcomes are in better balance.

Book excerpt: Water Reuse: An International Survey of current practice, issues and needs examines water reuse practices around the world from different perspectives. The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Reuses considered are agricultural, urban agriculture as a special case of the former, municipal and industrial. Alongside these uses, the indirect reuse for human consumption through aquifer recharge is also discussed. The third section deals with emerging and controversial topics. Ethical and economical dilemmas in the field are presented as a subject not frequently addressed in this field. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The importance of public acceptance and the way to properly handle it is also considered. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. Indirect planned reuse for human consumption (Germany) is compared with an unplanned one (Mexico). The Windhoek, Namibia case study is presented to emphasize why if the direct reuse of wastewater for human consumption has been performed with success for more than 35 years it is still the only example of this type around the world. To illustrate the difficulties of having a common framework for regulating water reuse in several countries, the Mediterranean situation is described. Other case studies presented refer to the reuse situation in Israel, Spain, Cameroon, Nepal and Vietnam, these latter countries being located in water rich areas. Book excerpt: This research report presents the results of a global analysis of multi-temporal time series at nominal 10 kilometer pixel resolution. Statistics of irrigation at country level are derived from these maps for different seasons and for the entire year (annualized) for the nominal year of 1999. Three methods of area abstraction are used and compared, and three methods of accuracy assessment are applied. The annualized irrigated areas of the world at the end of the last millennium were about 480 Mha of which there were 263 Mha for season 1, 176 Mha for season 2, and 41 Mha for continuous cropping. Of this, Asia alone accounts for 78 percent (375 Mha) with 59 percent from China and India. The country statistics are compared with FAO country-level statistics (see Annex I). The IWMI GIAM 10 km V2.0 map were tested based on 3 sources of independent data resulting in accuracies between 84 and 91 percent with errors of omission not exceeding 16 percent and errors of commission less than 21 percent. The total area available for irrigation (TAAI; the nearest equivalent to FAO’s equipped area) was 412 Mha.
