At that time composting was only present as a coordination activity and it was only later that specific research programmes in the area were within Europe which was largely instrumental in setting up a series of European conferences, seminars and work shops. Some of these have resulted in publications which have made significant contributions to developments in the understanding of composting and the use of composts. In particular the outputs from meetings in Oxford ( 1984), Udine (1986), Neresheim ( 1988) and Angers ( 1991) are worthy of note. Composting has seen significant changes since the 70s when the major thrust in Europe was using mixed municipal solid waste as a feed material. Many com posting plants which were built to use this material were closed due to the poor quality of the compost which made it very difficult to market. As a result the main areas of interest, as far as the municipa1ities are concemed, are now with biowaste and source-separated organics. This interest is apparent from the many new plants which are being constructed across Europe, and the ready market which exists for the products. In parallel with the renewed interest of the municipalities other areas, such as agriculture and the wastewater treatment industries, are also developing their own schemes.

Kofa's analysis, however, is equally significant for United States history because it was on Greek soil that American counterinsurgency, pacification, and containment tactics were evolved, tested, and later applied elsewhere in the Third World. Those who seek meaningful reappraisal rather than beguiling rationalization might well begin with this study, solidly grounded on all available sources. It presents a revisionist perspective regarding both the economic and the political development of Greece under American tutelage. The declared objective of the economic aid was to avoid restructuring of the Greek economy, and to preserve Greece as an exporter of raw materials and an importer of manufactured goods. Kofas asserts that an alternative program similar to that of the northern Balkan countries was feasible, and that failure to undertake such a program is vulnerable of today's Greek economy. Likewise in the political realm, Kofas rejects the Washington dogma that Greece has to be in either the Soviet or the American camp, and therefore must be in the latter. Kofas proposes as a &"plausible alternative&" a social-demographic regime that, in addition to socioeconomic reforms at home, could have pursued abroad a pro-Greek rather than a pro-Soviet or pro-American course. The victory of the American-supported forces in Greece obscured this alternative vision for decades. Yet it was persistently propounded, in the face of discouraging odds, by a variety of centrist and leftist leaders. With the coming to office of Andreas Papandreou, this vision has become official policy in Athens. Furthermore, assorted versions of this alternative strategy are cropping up globally, which is the underlying reason why the Third World today is out of control. And also why superpower doctrines and projects not recognizing this indisputable and irreversible fact are experiencing difficulties as embarrassing as they are predictable. Book excerpt: This volume empirically analyzes the effects of quantitative easing (QE) on interest rates and the economy in the US, Japan, UK and Europe. Using an event-study methodology, the authors find that the measures undertaken by the Federal Reserve and Bank of England, which focus primarily on bond purchases, are much more effective in lowering interest rates than those undertaken by the Bank of Japan and the European Central Bank, which have relied more heavily on lending to private financial institutions. Using large Bayesian vector autoregression (BVAR) models they also analyze the impact of QE on the wider economy. They produce no-QE counterfactual forecasts that are compared with their corresponding baseline forecasts, incorporating the effects of QE on government bond spreads. Despite the failure of stimulating economic activities as a whole, the simulation results suggest that the unconventional monetary policies have a positive influence on industrial production in the US, UK and Japan. The authors’ analysis finds that QE contributes to the reduction in unemployment in the US and Japan, and a rise in inflation-expectations in the US, UK and Euro zone. However, evidence on QE’s effect on house prices, stock prices, consumer confidence, and exchange rate, is mixed and thus inconclusive.

Those who have advocated Keynesian-type policies have generally based their arguments on the claim that markets are imperfectly competitive. On the other hand laissez faire advocates have argued the opposite by claiming that in fact free market policies will eliminate "market imperfections" and reinvigorate perfect competition. The goal of this book is to enter into this important debate by raising critical questions about the nature of market competition. Drawing on the insights of the classical political economists, Schumpeter, Hayek, the Oxford Economists’ Research Group (OERG) and others, the authors in this book challenge this perfect versus imperfect competition dichotomy in both theoretical and empirical terms. There are important differences between the theoretical perspectives of several authors in the broad alternative theoretical tradition defined by this book; nevertheless, a unifying theme throughout this volume is that competition is conceptualized as a dynamic disequilibrium process rather than the static equilibrium state of conventional theory. For almost all the others the growth of firm is consistent with a heightened degree of competitiveness, as both Marx and Schumpeter emphasized, and not a lowered one as in the conventional 'monopoly capital' view.
