Available in PDF, EPUB and Kindle. Book excerpt: To date, knowledge of the everyday world of the juvenile correction institution has been extremely sparse. Compassionate Confinement brings to light the challenges and complexities inherent in the U.S. system of juvenile corrections. Building on over a year of field work at a boys’ residential facility, Laura S. Abrams and Ben Anderson-Nathe provide a context for contemporary institutions and highlight some of the system’s most troubling tensions. This ethnographic text utilizes narratives, observations, and case examples to illustrate the strain between treatment and correctional paradigms and the mixed messages regarding gender identity and masculinity that the youths are expected to navigate. Within this context, the authors use the boys’ stories to show various and unexpected pathways toward behavior change. While some residents clearly seized opportunities for self-transformation, others manipulated their way toward release, and faced substantial challenges when they returned home. Compassionate Confinement concludes with recommendations for rehabilitating this notoriously troubled system in light of the experiences of its most vulnerable stakeholders.

Book excerpt: Armstrong studies the environmental quality of confinement in private and public juvenile correctional facilities using data from 48 facilities, representing 4,590 delinquents, 1,362 staff, and 48 administrators in 19 states (16 private and 32 public facilities). Her results demonstrate that neither staff nor juvenile delinquents perceived the environmental quality to be significantly different between private and public facilities. Further, compared to public facilities, private facilities were smaller, newer and had a more intensive admission process for juvenile delinquents. Public and Private correctional staff differed significantly on age and prior work experience. Differences in the juvenile populations were minimal.

Available in PDF, EPUB and Kindle. Book excerpt: Correctional system operation and brief account of its development as background for the presentation of the directions it must take in the future. Modern corrections are moving toward more humane treatment and greater emphasis on rehabilitation and community supervision. The new corrections require extended research and program evaluation, better decision-making, improved organization, and more and better qualified staff. The most conspicuous problems in corrections today are lack of knowledge and unsystematic approach to the development of programs and techniques. Consideration is given to the role of corrections in intake and disposition, probation, alternatives to institutionalization, correctional institutions, parole and after-care, the misdemeanant in the correctional system, the legal status of the convicted person, manpower and training, and creating change.

Available in PDF, EPUB and Kindle. Book excerpt: Even though youth crime rates have fallen since the mid-1990s, public fear and political rhetoric over the issue have heightened. The Columbine shootings and other sensational incidents add to the furor. Often overlooked are the underlying problems of child poverty, social disadvantage, and the pitfalls inherent to adolescent decisionmaking that contribute to youth crime. From a policy standpoint, adolescent offenders are caught in the crossfire between nurturance of youth and punishment of criminals, between rehabilitation and "get tough" pronouncements. In the midst of this emotional debate, the National Research Council's Panel on Juvenile Crime steps forward with an authoritative review of the best available data and analysis. Juvenile Crime, Juvenile Justice presents recommendations for addressing the many aspects of America's youth crime problem. This timely release discusses patterns and trends in crimes by children and adolescentsâ€"trends revealed by arrest data, victim reports, and other sources; youth crime within general crime; and race and sex disparities. The book explores desistanceâ€"the probability that delinquency or criminal activities decrease with ageâ€"and evaluates different approaches to predicting future crime rates. Why do young people turn to delinquency? Juvenile Crime, Juvenile Justice presents what we know and what we urgently need to find out about contributing factors, ranging from prenatal care, differences in temperament, and family influences to the role of peer relationships, the impact of the school policies toward delinquency, and the broader influences of the neighborhood and community. Equally important, this book examines a range of solutions: Prevention and intervention efforts directed to individuals, peer groups, and families, as well as day care-, school- and community-based initiatives. Intervention within the juvenile justice system. Role of the police. Processing and detention of youth offenders. Transferring youths to the adult judicial system. Residential placement of juveniles. The book includes background on the American juvenile court system, useful comparisons with the juvenile justice systems of other nations, and other important information for assessing this problem.

This book was released on 1973 with total page 680 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commission recommends specific standards in pursuit of the achievement of six major goals for the improvement of the American correctional system. The American correctional system today appears to offer minimum protection for the public and maximum harm to the offender. The National Advisory Commission on Criminal Justice Standards and Goals, in its report on corrections, has proposed about 140 standards designed to change that situation. The standards spell out in detail where, why, how, and what improvements can and should be made in the corrections segment of the criminal justice system. This report is a reference work for the correctional professional as well as for the interested layman. Among its goals, the commission urges that disparities in sentencing be removed and justice in corrections be upheld by measures guaranteeing offenders' rights during and after incarceration. The scope of corrections can, and should, be narrowed by diverting many juveniles and sociomedical cases (alcoholics, drug addicts, prostitutes, and the mentally disturbed) to noncorrectional treatment programs and by decriminalizing certain minor offenses such as public drunkenness and vagrancy. Another goal states that probation should become the standard criminal sentence, retaining confinement chiefly for dangerous offenders and releasing a majority of offenders to improved and extended community-based programs. Corrections should undergo a planned integration into the total criminal justice system with each state unifying all correctional functions and programs for adults and juveniles within its executive branch.
