The report of the committee appointed to consider of the most eligible means for the accommodation of Congress, should that honorable body determine to reside within this State, read August 27 instant, was read the second time; whereupon, Resolved unanimously, That until Congress shall determine upon the place of their permanent residence, it would be highly agreeable to this house, if that honorable body should deem it expedient to return to and continue in the city of Philadelphia; in which case they offer to Congress the different apartments in the state-house and adjacent buildings which they formerly occupied for the pur pose of transacting the national business therein. Resolved unanimously, That this house will take effectual measures to enable the executive of the State to afford speedy and adequate support and protection to the honor and dignity of the United States in Congress, and the persons of those composing the supreme council of the nation assembled in this city. This act is in the Papers ofthe Continental Congress, no. 75, folio 77. Resolved unanimously, That as this house is sincerely disposed to render the permanent residence of Congress in this State commodious and agreeable to that honorable body, the delegates of this State be instructed to request that Congress will be pleased to define what jurisdiction they deem necessary to be vested in them, in the place wherein they shall permanently reside. Book excerpt: Excerpt from Journals of the Continental Congress, 1774-1789, Vol. 22 The surrender of Lord Cornwallis, on October 19, 1781, and the meeting, in Paris, in the spring of 1782, of Envoys from the United States and England, to arrange terms of peace between the two countries, produced a feeling of reasonable confidence that the Revolution was drawing to a close. Thus the chief problems before the Congress were no longer mainly of a military character. The Army was maintained on a war basis as a precautionary measure, but arrangements were made for its reduction. Here, however, the difficulty which presented itself on every side arose to embarrass the Government. To raise an Army without regular funds with which to pay for it had been a difficult task; but to reduce or disband it without funds to pay for the services it had performed was even more difficult, and might be dangerous as well. General Washington reported to Congress that the Army was becoming very discontented. A serious incident occurred, which threatened to interrupt the passive attitude of the American and British forces. On April 29 a letter, of April 20, from General Washington was read, reporting that Captain Joshua Huddy, commanding a small body of American troops, had been captured and hanged by Tory refugees in Monmouth County, New Jersey, under Captain Richard Lippincott. Captain Charles Asgill, a British officer of rank equal with Huddy's, a prisoner of war, was selected by lot to suffer the same fate as Huddy, in retaliation. His fate hung in the balance while General Washington and Sir Guy Carleton were in correspondence over the question of the guilt and punishment of Lippincott. Book excerpt: Excerpt from Journals of the Continental Congress, 1774-1789, Vol. 21: 1781, July 23-December 31 Mr. Elias Boudinot, a delegate for the State of New Jersey, attended and produced the credentials of his appointment, which are in the words following: State of New Jersey July 12th 1781 The Council and Assembly in Joint Meeting at Princeton proceeded to the Election of two Delegates to Represent this State in Congress, in the room of William Patterson Esquire, who declined taking bis Seat, and of William Burnett Esquire, whose Seat has become vacated, and the votes being taken the honorable Elias Boudinot and Jonathan Elmer Esquires were duly elected. Resolved therefore That the said Ellas Boudinot and Jonathan Elmer Esquires be impowered in addition to the honorable John Witherspoon, Abraham Clark and William Churchill Houston Esqrs to represent and vote in behalf of this State in the Congress of the United States of North America until the fifth day of November next, unless a new appointment shall sooner take place. Jn Stevens, Chairman. A letter, of 16, from General Washington, was read. The committee, --consisting of Mr. Sullivan, Mr. Cornell, Mr. Sharpe, -- to whom was referred an extract of General Washington's letter of 28th June last, respecting the cloathing department, delivered in a report; Whereupon, Resolved, That the said extract of General Washington's letter, together with a letter from the superintendant of finance to the committee on the subject, be referred to the Board of War; who are directed to confer with the superintendant of finance and the cloathier, and make the best contracts in their power for procuring cloathing for the army. Book excerpt: Excerpt from Journals of the Continental Congress, 1774-1789, Vol. 23: Edited From the Original Records in the Library of Congress by Gaillard Hunt, Chief, Division of Manuscripts; 1782, August 12-December 31 In pursuance of the resolution of the sixteenth day of July last, the agents for the Commonwealth of Pensylvania and for Connecticut made report as follows: To the honorable the Congress of the United States of America: We the underwritten agents on the part of the Commonwealth of Pensylvania, and of the State of Connecticut, do humbly certify, that in pursuance of the resolution of Congress bearing date the sixteenth day of July last, we have met and conferred together, and by joint consent have appointed the following gentlemen as commissioners to constitute a court for hearing and determining the matter in question between the said states, that is to say, the Hon. William Whipple, esq. of New Hampshire; the Hon. Major General Nathaniel Greene, of Rhode Island; the Hon. David Brearley and William Churchill Houston, esqrs. of New Jersey; the Hon. Cyrus Griffin and Joseph Jones, esqrs. of Virginia; and the Hon. John Rutledge, esq. of South Carolina, any five or more of whom we have agreed shall constitute a court, and have authority to proceed and determine the matter and difference between the said states. At the same time we beg leave most humbly to request that Congress will be pleased to determine how much shall be allowed to the said commissioners as a compensation for their services, and also in what manner and by whom they shall be paid. Dated the 8th day of August, in the year of our Lord one thousand seven hundred and eighty-two, and in the 7th year of our independence.
