Book excerpt: Excerpt from Journal of the Proceedings of the Convention to Form a Constitution for the Government of the State of New Jersey: Begun at Trenton on the Fourteenth Day of May, A D. 1844, and Continued to the Twenty-Ninth Day of June, A D. 1844 An act to provide for the election of delegates to a convention, to prepare a constitution for the government of this state, and for submitting the same to the people thereof, for ratification or rejection. Sec. I. Be it enacted by the Council and General Assembly of this State, and it is hereby enacted by the authority of the same, That an election for delegates, to meet in convention to frame a constitution for the government of this state, shall be held in the several counties of this state, on the eighteenth day of March next, at the places where the last annual election for township or city officers were held in the several townships or cities in this state; and that the said election shall be conducted and held by the same officers who held the last annual election for members of the legislature, except in those cases where new officers shall be elected prior to the eighteenth day of March next; and, in that case, said election shall be held by such newly elected officers, and shall, in all respects, be conducted, as nearly as may be, according to the law regulating the annual state election that may be in force on the said eighteenth day of March; provided, that every white male citizen of the United States, above the age of twenty-one years, who shall have resided within this state for one year next preceding the said election, and shall be an actual resident of the township or ward where he offers to vote, and in the county where he claims to vote, for three months next preceding such election, shall be entitled to vote for delegates to said convention.
