For the first time, space assets played a key role, and America has since grown even more dependent on these capabilities. Warfighting Commanders-in-Chief (CINCs) now routinely plan exercises and employ forces under the assumption that they will have unimpeded access to navigation and communications satellites as well as meteorological and Intelligence, Surveillance and Reconnaissance (ISR) platforms. But if one or more of these fragile capabilities are diminished as the result of enemy action, or simply because of natural phenomenon, how quickly can we replace the neutralized satellites? The answer is not comforting, and revolves around the limited capability of the U.S. spacelift program. Attention has been especially focused on this program during periods following major failures. In addition to the loss of life, launch failures have cost our nation billions of dollars, significantly reduced our access to space for lengthy periods, and resulted in delayed deployment of next-generation national ISR assets. While many measures taken after these disasters were effective in getting America back in space, much work remains. Our launch programs must become more responsive to the warfighting CINC. It simply takes too long to get a working satellite ready for operations. Secondly, the government needs to work more efficiently with industry. National security depends on the ability of American launch service providers to compete well with thriving foreign counterparts. Finally, U.S. launch programs must become robust and less reliant on single-points of failure.

Almost as quickly as warfare took flight, attempts to bring it back to earth began. Suppression of enemy air defenses (SEAD) was the answer to this air power counter History shows the leap frog effect that technology advancements in enemy air defense and SEAD have had on each other. Defense radio detection and ranging (RADAR) equipment facilitated the development of RADAR jamming and chaff. RADAR guided surface-to-air missiles (SAM) and antiaircraft artillery (AAA) created the requirement for antiradiation missiles (ARM), drones, and decoys. Linking early warning and acquisition RADARS to SAM sites with radios and data links hastened the development of communication and data link jamming. Computer-aided networking between sites into integrated air defense systems (IADS) have produced complex service-based SEAD strategies. In this post Cold War world, IADS evolution continues to advance as advanced SAMs and digital integration systems are peddled to the highest Third World bidder. Unfortunately SEAD improvements have failed to keep pace. Dedicated SEAD assets are dwindling without replacement. This asset erosion has rendered single service SEAD approaches ineffective as an IADS counter. The answer is development of comprehensive operational joint SEAD strategy that offers synergism of both traditional and nontraditional cross-service SEAD assets.

Concerns have been raised that the Air Force's decision to retire EF-111 and F-4G suppression aircraft, combined with a growing threat from increasingly sophisticated enemy air defenses, has created a gap between the services' suppression capabilities and their needs. GAO (1) examined the steps that the military has taken since 1996 to improve its ability to suppress enemy air defenses and (2) evaluated the services' plans to eliminate any gap between their suppression capabilities and needs. GAO found that the services have improved their suppression capabilities, such as increasing the size of their fleets of F-16CJ and EA-6B suppression aircraft, improving the electronic warfare and missile systems on these aircraft, studying cost-effective alternatives for suppression in the future, and reviewing electronic warfare programs to determine if these programs are adequately managed, prioritized, and funded. However, GAO also found that current suppression capabilities are not adequate and that no comprehensive, cross-service strategy exists for achieving the suppression mission.

Book excerpt: Aircrews had dealt with threats --fighters and anti-aircraft artillery (AAA) --since the beginnings of the use of aircraft in combat, but the introduction of the Soviet-built SA-2 surface- to-air missile (SAM) in the Vietnam War ushered a new and deadly threat into air war over Vietnam. Although it was not an unexpected threat, having earlier shot down two American U-2 reconnaissance aircraft, the US Air Force's tactical forces were largely unprepared. A counter had to be found, and that counter was the Wild Weasel, a specially configured F-100 F aircraft with electronics for detecting and then homing on radar emissions from SAM sites. The Weasel proved to be an effective weapon for suppressing enemy radar and SAM threats. Many changes occurred in the Weasel program. The F-100F airframe was too slow to keep up with the primary attack aircraft of the day, the F-105, so the Weasel electronics were added to an F-105 aircraft designated the EF-105 and later redesignated the F-105G. That airframe had too little life left in it and was itself replaced by the F-4C. Following the Vietnam War, the F-4C was replaced by the current Wild Weasel platform, the F-4G, a modified F-4F platform incorporating more capable electronic gear for employment against the mobile Soviet threats. Along with changes in aircraft came changes in weapons and tactics. The first Weasels employed rockets to mark the target for following attack aircraft who would destroy the SAM sites with bombs or cluster munitions. These tactics required the aircraft to overfly the heavily defended sites, increasing the aircraft's vulnerability to the SAMs and to AAA. The introduction of Shrike anti-radiation missile (ARM) negated the requirement to overfly the site, but its short range required further improvement. The improvement came in the Standard ARM, a missile that was followed by development of the High-Speed Anti- Radiation Missile, or HARM, the weapon of choice for today's Weasel.
