Book excerpt: The Joint Meteorological and Oceanographic (METOC) Handbook (JMH) serves as a primary reference for the new Joint METOC Officer Course (JMOC). The intention of the JMH is to provide the Joint METOC Officer (JMO), associated METOC staff, and Service and functional component METOC personnel, an easy-to-use reference manual to assist in the planning and execution of METOC support for joint operations. Some information previously included is better found through on-line sources which are more easily updated, and a web-based resources listing is included as an appendix. The JMH describes existing Joint METOC structure, how METOC personnel and organizations are integrated into the combatant command and JTF structures, and what METOC resources are available. Separate chapters cover METOC capabilities and support to operational forces within Service organizational structures. It is important to understand the joint operational planning process and how the METOC officer fits into that process. The duties and responsibilities of the Senior METOC Officer (SMO) and JMO and their interaction during a joint operation are important concepts. The coordination between the JMO and his Service and functional component METOC units is vital to the success of joint METOC operations. The concept of one theater, one forecast, highlighted in Joint Publication 3-59, is the cornerstone of METOC support to a joint operation. Joint METOC personnel should understand the capabilities of Service level METOC equipment and tactical and fixed communication systems for interoperability. The sources of METOC data and available products and services from various METOC production sites and theater level operational commands are useful for any military operation.

Book excerpt: Meteorological and oceanographic (METOC) forces work cooperatively within the Department of Defense community and across interorganizational lines to share and obtain information to provide timely, accurate, relevant, and consistent METOC support to joint force commanders (JFCs). METOC examines the whole range of atmospheric (weather) and oceanographic phenomena, from the subbottom of the Earth's oceans up to the top of the atmosphere and the space environment (space weather). METOC is a term used to convey all meteorological, oceanographic, and space environmental factors as provided by the Services, support agencies, and other sources. These factors include the whole range of atmospheric (weather) and oceanographic phenomena, from the sub-bottom of the Earth's oceans up to the top of the atmosphere and the space environment (space weather).

Available in PDF, EPUB and Kindle. Book excerpt: Joint meteorological and oceanographic (METOC) operations are critical to a commander's awareness of the operational environment and his ability to exploit that awareness to gain an advantage across the range of military operations. METOC forces must work cooperatively within the Department of Defense (DOD) community and across interagency and multinational lines and boundaries to share and obtain information to provide timely, accurate, relevant, and consistent METOC support to the joint force commander (JFC). METOC is a term used to convey all meteorological, oceanographic, and space environmental factors as provided by the Services, support agencies, and other sources. The principles of accuracy, consistency, relevancy, and timeliness are the cornerstone of joint METOC operations. Joint METOC operations focus on two primary functions: characterization of the environment and exploitation of environmental information to gain an operational advantage by integrating this information into the commander's decision-making cycle and command and control systems. By applying the principles of accuracy, consistency, relevancy, and timeliness, METOC forces are better prepared to support planning and decision making. When characterizing the environment, the principles of accuracy and consistency are paramount to collection, analysis, and prediction processes. The guiding principles of relevancy and timeliness are critical in tailoring and integrating METOC products for the commander. METOC operations depend on continuous characterization of the environment. METOC data are collected and then analyzed to develop a coherent depiction of the natural environment, which is used to provide operational battlespace awareness and to predict the future state of the natural environment. The combatant commander (CCDR) is ultimately responsible for the direction of METOC assets within their area of responsibility. The JFC should direct and coordinate the activities of the METOC assets under the JFC's operational control to ensure unity of effort. Each CCDR should designate a senior METOC officer (SMO) to coordinate all METOC operations within the area of responsibility or functional responsibility. During joint operation planning, METOC support includes integrating global, regional, and locally produced METOC products as well as data and products received from supporting agencies and reliable indigenous sources. The SMO incorporates this assessment into a comprehensive METOC support normally begins well prior to force deployment and often ends after redeployment of the joint force is complete. METOC forces, databases, products, and equipment must be responsive to the requirements of the JFC and should be maintained to a degree of readiness that ensures immediate employment capability. The JMCC is the cornerstone of METOC operations support. Under the JMO's guidance, the JMCC combines multiple source METOC information with operational information to generate the joint operations area forecast (JOAF). The JOAF is the official baseline forecast for operational planning and mission execution within the joint operations area. This publication sets forth the joint doctrine for the planning and execution of meteorological and oceanographic operations in support of joint operations throughout the range of military operations.

Available in PDF, EPUB and Kindle. Book excerpt: Today's enterprise cannot effectively function without a network, and today's enterprise network is almost always based on LAN technology. In a few short years, LANs have become an essential element of today's business environment. This time in the spotlight, while well deserved, has not come without a price. Businesses now insist that LANs deliver vast and ever-increasing quantities of business-critical information and that they do it efficiently, flawlessly, without fail, and most of all, securely. Today's network managers must consistently deliver this level of performance, and must do so while keeping up with ever changing, ever increasing demands without missing a beat. At the same time, today's IT managers must deliver business-critical information systems in an environment that has undergone radical paradigm shifts in such widely varied fields as computer architecture, operating systems, application development, and security. The Local Area Networks Handbook focuses on this collective environment, in which networking and information technology work together to create LAN-based enterprise networks. Topics have been selected and organized with this in mind, providing both depth and breadth of coverage. The handbook will provide you not only an understanding of how LANs work and how to go about selecting and implementing LAN products, but also of how to leverage LAN capabilities for the benefit of your enterprise.

Available in PDF, EPUB and Kindle. Book excerpt: Navigating government documents is a task that requires considerable knowledge of specialized terms and acronyms. This required knowledge nearly amounts to knowing a completely different language. To those who are not fluent, the task can be overwhelming, as federal departments fill their documents with acronyms, abbreviations, and terms that mean little or nothing to the outsider. Would you be able to make sense of a document that described how the COTR reports to the CO regarding compliance with FAR, GPRA, SARA, and FASA? (This is a common procedure in government contracting.) Would you have any clue what was being referred to if you came across MIL-STD-129P? (It is the new standard for Military Shipping Label Requirements.) The sheer number of such terms makes mastering them nearly impossible. But now, these terms and their definitions are within reach. This new edition of A Guide to Federal Terms and Acronyms presents a glossary of key definitions used by the federal government. It is updated to include new acronyms and terminology from various federal government departments. It covers the most common terms, acronyms, and abbreviations used by each major agency, presenting definitions and explanations in a user-friendly and accessible way. This is an essential tool for anyone who works with federal government information.
