Book excerpt: With long-term fiscal challenges likely to continue, DOD must operate strategically and efficiently, including through cost-effective management of its human capital. Section 955 of the NDAA for Fiscal Year 2013 required DOD to, among other things, develop and implement a plan to achieve savings in the total funding for civilian and contractor workforces from fiscal years 2012 through 2017. Section 955 also includes a provision that GAO review each of the Section 955 reports DOD submits to Congress to determine whether the required savings are being achieved and whether the plan is being implemented consistently with workforce-management laws. This report addresses the extent to which (1) DOD, as shown in its September 2014 and February 2015 reports, is meeting the requirements specified in section 955 and (2) has achieved the cost savings required under section 955 and identified the savings in these reports. GAO reviewed the two reports DOD has submitted to Congress and supporting documents and interviewed cognizant officials. GAO recommends that the Secretary of Defense fully address ongoing section 955 requirements in its next two status reports to Congress.

The on-site portion of the inspection was conducted during the period May 31 - October 14, 1994.

Book excerpt: In terms of audit opinions on the reliability of DoD year-end financial statements, I am unable to report progress for the DoD-wide or major component funds. As in previous years, we issued an unqualified (clean) opinion for the Military Retirement Fund's statements. Disclaimers of opinion were necessary for all other major funds, however, because of serious deficiencies in the reporting systems and other internal control problems. A few DoD organizations, whose funds are not large enough to require separate reporting to OMB, have made progress, but the impact is primarily symbolic. Measuring progress toward compliance with the Chief Financial Officers Act and related statutes has been extremely difficult, because the Government has lacked any metrics except audit opinions on year-end financial statements. I am greatly encouraged by the widespread support expressed for our concept of applying Year 2000 conversion-type metrics to the financial system improvement projects. As soon as the ongoing effort to develop a comprehensive systems architecture has laid the groundwork, we can begin assessing the progress of each system development or modification effort that is needed to achieve compliance with the new Federal Accounting Standards.

The audit objectives are to determine if the DoD has properly planned and managed its drug mission responsibilities and to evaluate the adequacy of the level of support being provided to law enforcement agencies. As part of that ongoing audit, we reviewed the counternarcotics missions of the U.S. Forces Command and the Joint Task Force-6 (JTF-6), a U.S. Forces Command subordinate activity located in El Paso, Texas. Certain conditions of a time sensitive nature that required expeditious corrective actions were disclosed during the JTF-6 segment of the audit. This quick-reaction report addresses only the time sensitive matters of staffing and manpower requirements at JTF-6. The remaining audit objectives on the overall audit will be subsequently addressed in a separate report or reports.

Under the authority of the Comptroller General of the United States to conduct work on his own initiative and with additional congressional direction, GAO identified (1) factors to consider in planning any transition of Task Force activities and (2) the extent to which the Task Force established guidance to manage its activities and has shared information with other federal agencies. GAO analyzed documents and interviewed multiple agency officials in Washington, D.C., Iraq, and Afghanistan. GAO recommends that the Task Force develop written project management guidance and that DOD, State, and USAID develop an approach to integrate the Task Force into information-sharing mechanisms. When asked, DOD stated that recommendations are often not resolved within the required 12 months for several reasons, including the responsible DOD officials do not always receive SIGAR’s reports, and therefore are unaware of the recommendations; in DOD’s view, SIGAR requests for documentation were unclear; DOD staff turnover in Afghanistan is frequent and therefore staff are not familiar with the recommendations; and SIGAR transmittal letters do not always state that DOD’s proposed actions are due within 60 days.

Book excerpt: A review was made of the inspector general operations in the Air Force, Army, Navy, Marine Corps, and the Defense Logistics Agency (DLA). The DLA has no audit capability of its own and receives only limited audit coverage from the Defense Audit Service. This lack of audit coverage increases the need for a strong inspection system. Inspection reports provide some valuable information; however, the majority of them are compliance oriented and contain many minor findings. Inspections can be improved by directing them more toward identifying significant systems problems. Duplication between the Inspector General, the Defense Audit Service, and other review groups is not a problem. However, the Inspector General does not have an adequate feedback system for determining the Service's responsiveness to audit requests submitted by the Inspector General. The Defense Logistics Agency inspection system is totally centralized with all inspection personnel reporting to the Inspector General. Temporary inspectors represent less than 2 percent of the total inspection staff-days charged. Using more temporaries could allow for more frequent inspection coverage and provide other advantages. The Department of Defense has implemented a new policy for releasing Inspector General reports and records to GAO, and the new method has proven to be satisfactory.
