Book excerpt: The European Union (EU) has undergone remarkable change in the last century, from frequent conflicts in the first part of the last century, to peace, stability and unprecedented prosperity in the second half. As we move into the first half of the twenty-first century, there is also a sense that a fragile economic renaissance is underway in the EU, but one that is fraught with challenges and difficulties. Contrary to many of the vociferous critics of the single currency project (mostly US economists and some UK politicians, most notably Thatcher (2002), to date the project has met with remarkable success, despite the dramatic fall in the euro from its launch date and the strains imposed on EU economies following the recent downturn in the world economy. EU Enlargement has now been successfully completed, and although there have been painful discussions on EU institutional reform to accommodate the expansion, a breakdown in the 2005 budget negotiations and an controversy over the implementation of the Stability and Growth pact, it is likely that this will not impede the addition of new Member States from the east.

Book excerpt: This innovative study reviews the remarkable economic and labor market recovery made by four small European countries: Austria, Denmark, Ireland, and the Netherlands. It analyzes their success and highlights the specific factors responsible, in particular the promotion of social dialogue and the institution of critical macroeconomic and labor market policies. While assessing the progress and examining the remaining problems in these four countries, the book compares their progress with that of other European Union countries and examines how similar policies and action could help combat unemployment and make progress towards full employment. The study presents a detailed comparative analysis of the labor markets of the four countries. It analyzes employment and unemployment developments in detail, covering gender gaps, the sectoral distribution of employment, and the shares of people which are dependent on social transfers. It shows the employment intensity of economic growth and gives readers a substantial, broad overview of the economic and labor market situation in each country. Finally, the book makes relevant policy recommendations for promoting further growth and social progress in these countries, as well as others across Europe.

Available in PDF, EPUB and Kindle. Book excerpt: During the past few decades, industrialized countries have witnessed a progressive crisis of the regulatory framework sustaining the binary model of the employment relationship based on the subordinate employment/autonomous self-employment dichotomy. New atypical and hybrid working arrangements have emerged, challenging the traditional notions of, and divisions between, autonomy and subordination. This in turn has strained labour law systems across industrialized countries that were previously based on the notion of dependent and subordinate employment to cast their personal scope of application. Nicola Countouris advances ideas for a new dynamic equilibrium in employment law to accommodate this evolution, providing a comparative account of the development of the employment relationship in four key European countries - the UK, Germany, France and Italy.

Available in PDF, EPUB and Kindle. Book excerpt: Despite an EU-wide commitment to rural development, research has rarely focused on the lives of young people in rural areas, their experiences in education and employment, their perceptions of policies relevant to them, and their possibilities of participation. Based on a two-year European research project on policies and young people in rural development, this edited volume examines these issues and considers young people's experiences of rural life in Austria, Finland, France, Germany, Ireland, Portugal and Scotland. The volume is organized thematically with each chapter addressing a specific topic in one or more countries. These topics comprise: the attractiveness of rural areas to young people; the impact of programmes under the European Employment Guidelines; rural youth in local community development and partnerships; rural development programmes and their impact on youth integration; the role of social networks; and the transition from education to employment. A number of implications for policy and practice are drawn out in conclusion. This book will be of interest to anyone concerned with the future of rural areas and with those who live in the European countryside.

Book excerpt: Social law and policy have been moving increasingly into the mainstream of the European Union. In recent years there have been important changes to the Treaty framework for enacting social policy, bringing the role of the social partners to the fore. New Treaty provisions for adopting discrimination legislation have highlighted the potential role of the EU in combatting aspects of social exclusion, and in challenging disturbing phenomena such as racism and xenophobia. Social policy is increasingly linked to the emerging notion of Union citizenship. The arrival of the single currency in 1999 is now matched by a more pro-active EU-level policy on employment and the labour market. The analyses in this collection address these and other questions against the backdrop of the longstanding controversies over the nature and scope of EU social policy, including the UK's opt-out from certain provisions between 1993 and 1997, and the ongoing debate about whether EU social policy has, or should have, a social or an economic rationale.

Available in PDF, EPUB and Kindle. Book excerpt: Globalisation, the shift from manufacturing to services as a source of employment, and the spread of information-based systems and technologies have given birth to a new economy, which emphasises flexibility in the labour market and in employment relations. These changes have led to the erosion of the standard (industrial) employment relationship and an increase in precarious work - work which is poorly paid and insecure. Women perform a disproportionate amount of precarious work. This collection of original essays by leading scholars on labour law and women's work explores the relationship between precarious work and gender, and evaluates the extent to which the growth and spread of precarious work challenges traditional norms of labour law and conventional forms of legal regulation. The book provides a comparative perspective by furnishing case studies from Australia, Canada, the Netherlands, Quebec, Sweden, the UK, and the US, as well as the international and supranational context through essays that focus on the IMF, the ILO, and the EU. Common themes and concepts thread throughout the essays, which grapple with the legal and public policy challenges posed by women's precarious work.

Available in PDF, EPUB and Kindle. Book excerpt: The book is without doubt a must-read reflection on the notion of full employment and a source of inspiration for the establishing of the knowledge-based economy that is such an aspiration for Europeans. Thomas Bauwens, Agence Europe Every book by Günther Schmid is an event. This one illuminates the current European policy debate on flexicurity . It gives fresh analyses of the comparative employment performances of the EU and the USA, and proposes a path-breaking framework for understanding and improving them. Pragmatic and provocative, Schmid s contribution should be a must for researchers, but also for HR managers, social partners representatives and policymakers interested in the present and future of work and employment. Bernard Gazier, University Paris 1 and a Member of the Institut Universitaire de France Transitional Labour Markets (TLM) defined as legitimate, negotiated and politically supported sets of various employment options in critical events over the life course are an essential ingredient of modern full employment strategies. After assessing the European Employment Strategy, this book offers a detailed comparative analysis of employment performance for selected European member states and the United States. It suggests that successful employment systems arise from a new paradigm of flexibility and security ( flexicurity ) the balance of which varies according to countries institutional paths. Whilst there is no best practice , TLM theory does provide normative and analytical principles that can be generalised for various institutional settings. The book also provides good practice examples for managing critical transitions over the life course from education to employment, from one job to another, from unemployment to employment, from private activities to gainful work and from employment to retirement and develops the contours for extending unemployment insurance to work life insurance. With a fresh and new approach to the question of full employment in modern society, this book will appeal to academic scholars interested in labour market and employment policies, and policy decision makers at local, regional, national and European levels.
