This paper identifies operational mobility challenges faced by the Joint Force Commander (JFC) by studying the deployment of TF Hawk and makes recommendations for the JFC to solve these problems. TF Hawk is briefly reviewed, then specific operational mobility lessons are identified using the Principles of Logistics as a framework. The JFC, understanding the lessons for operational mobility of TF Hawk, can take action to overcome and mitigate the challenges that threaten to undermine responsiveness and flexibility and limit his courses of action. Close coordination and cooperation between the supported commander, the supporting commanders, and their respective component commanders will ensure operational mobility is achievable using the right mix of inter- and intra-theater transportation assets. In addition, enhanced efficiency during deployment and careful consideration of attainability while planning for deployment will ensure the right forces are delivered to the right place at the right time to support the commander's concept of operations.

In order to meet that challenge effectively, the US must take full advantage of the synergy provided by the unified action of joint forces. Those forces are employed in a wide variety of missions that change during development and execution. Formation of the joint task force (JTF) is one of several options to organize our military forces. This thesis examines the organization, training, doctrine, and experience of joint task forces within each of the five geographically tasked unified commands. The thesis compares JTF operations in Somalia, Haiti, Panama, Northern Iraq, and Hawaii along with current unified command plans for organizing and training JTFs. US Atlantic Command plans are described in detail because of this command's role as a joint force integrator. The thesis notes that most commands build a JTF core from a subordinate component headquarters augmented by joint specialists from the unified command headquarters and other service component resources. Unified commands choose the core headquarters based on ability to perform the specific mission and augment from other services appropriately. The thesis concludes that US armed forces are improving their ability to train and organize JTFs effectively. Continued improvement is required because current doctrine for training joint task forces is immature and the training programs implementing the doctrine are relatively new.

To fulfill the CJCS's joint doctrine responsibility, a joint doctrine master plan was developed. One of the most pressing joint doctrine voids identified in the joint doctrine master plan was joint task force employment doctrine. This paper traces the history of joint doctrine development, examines the development of Joint Pub 5-00.2 Joint Task Force Planning Guidance and Procedures, and identifies the strengths and weaknesses of this publication. The author concludes that Joint Pub 5-00.2 does a good job addressing many of the doctrinal and procedural voids gleaned from lessons learned in past joint operations executed by a joint task force. However, this manual does not adequately discuss functional command organizations and relationships. Additionally, Joint Pub 5-00.2 should be evaluated in an exercise employing a short notice contingency scenario before its contents can be validated. Finally, Combatant Commands and Services should develop effective distribution systems for joint doctrine test publications to insure they are received by organizations requiring them.
