Today a combat rescue has political and military implications that range from the tactical to strategic level. Public concern over casualties can intensify a situation that involves even one American life into a major crisis. Current joint doctrine stresses individual service CSAR that allows a joint effort when service capabilities are exceeded. Although service capabilities are being maintained, the Armed Forces emphasize joint planning, coordination, and execution of such missions as the norm, not the exception. Current doctrine should be revised to furnish reliable and flexible joint CSAR support to both CINCs and other joint force commanders (JFCs). The military has conducted a range of operations-occasionally combat-in recent decades. Public support for committing forces has been difficult to achieve and maintain. Airpower is often perceived as a low cost way of demonstrating national will with lower risk than deploying forces on the ground. While the real danger to airmen-who most commonly precipitate CSAR-may appear low, manportable and larger surface-to-air missiles have proliferated.

Book excerpt: The genesis of this paper is based on the hypothesis that combat search and rescue (CSAR) is best optimized for the operational commander by being joint. With an increased emphasis on personnel recovery and a reduced force structure, the unique capabilities of the services should be combined to maximize effectiveness. Through a series of historical perspectives and a current assessment of CSAR capabilities, a joint structure is identified as necessary and desirable.

Available in PDF, EPUB and Kindle. Book excerpt: The concepts and techniques presented in this volume originated from the fields of dynamics, statistics, control theory, computer science and informatics, and are applied to novel and innovative real-world applications. Over the past few decades, the use of dynamic systems, control theory, computing, data mining, machine learning and simulation has gained the attention of numerous researchers from all over the world. Admirable scientific projects using both model-free and model-based methods coevolved at today’s research centers and are introduced in conferences around the world, yielding new scientific advances and helping to solve important real-world problems. One important area of progress is the bioeconomy, where advances in the life sciences are used to produce new products in a sustainable and clean manner. In this book, scientists from all over the world share their latest insights and important findings in the field. The majority of the contributed papers for this volume were written by participants of the 3rd International Conference on Dynamics, Games and Science, DGSIII, held at the University of Porto in February 2014, and at the Berkeley Bioeconomy Conference at the University of California at Berkeley in March 2014. The aim of the project of this book “Modeling, Dynamics, Optimization and Bioeconomics II” follows the same aim as its companion piece, “Modeling, Dynamics, Optimization and Bioeconomics I,” namely, the exploration of emerging and cutting-edge theories and methods for modeling, optimization, dynamics and bioeconomy.

Available in PDF, EPUB and Kindle. Book excerpt: Combatant Commanders are required by Joint Doctrine to plan for and execute Combat Search and Rescue Operations (CSAR) within their theaters of operation. Doctrine also requires that component commanders and USSOCOM also be prepared to perform CSAR operations in support of their own component operations. Capabilities, polices, budget, and equipment limitations within the component services means that no single service is prepared to under take CSAR operations without support. Since Operation Desert Storm, Special Operations Forces (SOF) have been assigned the responsibility of theater CSAR operations. CSAR is a collateral mission for USSOCOM, assigning SOF the theater CSAR mission violates current Joint Doctrine. The Doctrine needs to be changed, the USSOCOM mission list needs to be modified, CSAR should be moved from a collateral mission to a principal mission The CSAR assets of the US Air Force - aircraft and aircrews should be reassigned to an Air Force SOF unit assigned to USSOCOM. Creation of a Joint Special Operations CSAR Task Force (JSOCTF) under the theater Special Operations Command (SOC) would allow for the development of a C2 structure that would provide the Combatant Commander with a force structure that was trained, manned and equipped to perform CSAR operations anywhere within the theater battlespace.

Available in PDF, EPUB and Kindle. Book excerpt: After Southeast Asia, analysts and force planners came to the realization that there was a fundamental difference between search and rescue (SAR) in a permissive area and in an area that was not permissive (i.e., under enemy control). This second condition is now called combat search and rescue or CSAR. At the time of Desert Storm, the two forms of rescue were defined thusly: Search and Rescue (SAR): Use of aircraft, surface craft, submarines, personnel, and equipment to locate and recover personnel in distress on land or at sea. Combat Search and Rescue (CSAR): A specialized SAR task performed by rescue-capable forces to effect recovery of distressed personnel from hostile territory during contingency operations or wartime.2 The development of this rescue capability has been well established. Dr. Robert Futrell documented our efforts in Korea in The United States Air Force in Korea, 1950-1953. His work was followed by Dr. Earl Tilford's Search and Rescue in South east Asia, which eloquently chronicled the heroic efforts of the rescue crews in that conflict who brought back literally thousands of airmen. It extensively documented what is now considered the "golden age" of rescue. This work is meant to follow in those traditions and will focus on our CSAR efforts in the Persian Gulf War of 1991, or more specifically, the period of Operation Desert Storm, 17 January to 28 February 1991. Overall, CSAR in Desert Storm appears to have been a mixed bag. Because of advances in precision weaponry, Global Positioning System (GPS) technology, countermeasures, and training, relatively few coalition aircraft were shot down. Forty-three coalition aircraft were lost in combat, most over high-threat areas. Eighty-seven coalition airmen, soldiers, sailors, and marines were isolated in enemy or neutral territory. Of that total, 48 were killed, one is still listed as missing, 24 were immediately captured, and 14 were exposed in enemy territory. Of those who survived, most landed in areas controlled by enemy troops. Of the few actually rescueable, six were not rescued for a variety of reasons, but primarily because of limitations in CENTAF's ability to locate them accurately and in a timely manner.
