These documents are from Mr. Cooper's tenure in the Section on Land Reform and Agricultural Farmers Cooperatives, in the Natural Resources Department, under the Supreme Commander for the Allied Powers (SCAP), the office held by General Douglas MacArthur. Mr. Cooper served in the Department throughout the entire Allied Occupation and these records were used by his and other related offices in the organization. When the Occupation was terminated, the records were transported to his personal residence in Washington, D.C. The collection gives an overview of official Allied Occupation agricultural policy as documented in memoranda, correspondence, reports, news dispatches, and pamphlets. The Natural Resources Section was established as a special staff section to advise SCAP on agricultural, forestry, fishery, and mining policies and activities in Japan. It arranged for and coordinated surveys and reports; located source data in Japan relating to agriculture, forestry, fishing and mining in countries formerly occupied by Japan; and recommended measures to insure the development, exploitation, production, processing, and distribution of basic industry products required for rehabilitation of the national economy.
