In 1734, he published a carefully prepared Greek text of the New Testament with an "Apparatus criticus," which formed the point of departure for modern New Testament textual criticism. His famous canon was: "The more difficult reading is to be preferred." This critical work was followed by an exegetical one, Gnomon Novi Testamenti (Tubingen, 1742). As a brief and suggestive commentary on the New Testament, the Gnomon is still of considerable use today. Bengel's chief principle of interpretation, briefly stated, is to read nothing into the Scriptures, but to draw everything from them, and suffer nothing to remain hidden that is really in them. His Gnomon exerted considerable influence on exegesis in Germany, and John Wesley translated most of its notes and incorporated them into his Annotatory Notes upon the New Testament (London, 1755). Jennings examines each section of Philippians with standard historical-critical methods, rhetorical criticism, and social-scientific methods. Establishing that Paul's argument is rooted in three fundamental tenets, emphasis is first placed on koinonia, and the agreement that Paul and the Philippians had entered into regarding his apostolic mission. Second, Jennings looks at the repeated 'proofs' that Paul offers, that simultaneously affirm the ordained superiority of his apostolic mission and repudiate the claims of his rivals. Third, Jennings analyses the issue of finances in the epistle, discussing how Paul rhetorically transforms the Philippians' financial support into a salient indicator that they esteem his gospel mission authentic. Finally, whereas other scholars have argued that Paul entreats the Philippians to be steadfast in their commitment to the gospel of Christ, Jennings proposes that Paul urges the church to be steadfast in their commitment to his gospel of Christ. Jennings then considers how this seemingly small distinction has profound ramifications for understanding the letter, and shows the gap between these interpretations.

Interpreters surveyed include Origen, John Chrysostom, Augustine, Peter Abelard, Thomas Aquinas, Martin Luther, John Calvin, John Locke, Cotton Mather, John Wesley, and Karl Barth. Bearing in mind that Paul did not write for scholars, Westerholm includes in his study interpreters like Philipp Jakob Spener and Richard Baxter who addressed more popular audiences, as well as an appendix on a remarkable series of 372 sermons on Romans by beloved British preacher Martyn Lloyd-Jones.
