Book excerpt: In 1997 the State of California Legislature created the Commission on Local Governance for the 21st Century to review current statutes &, where appropriate, recommend revisions to the laws that govern city, county, and special district boundary changes. Over a period of 16 months, the Commission held 25 days of public hearings, received over 100 recommendations, and had nearly 90,000 visits to the commission's website. Based upon this extensive input and deliberations on the information received, the Commission has issued this report, which concludes with a strategic plan for its implementation by the California Legislature. Book Synopsis Feasibility of Using Jobs/housing Balance in Virginia Statewide Planning by : John Sanders Miller
Download or read book Feasibility of Using Jobs/housing Balance in Virginia Statewide Planning written by John Sanders Miller and published by . This book was released on 2010 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Code of Virginia (section 33.1-23.03) requires that the Statewide Transportation Plan include "quantifiable measures and achievable goals relating to ... job-to-housing ratios." Such ratios reflect jobs/housing balance, defined as an equivalence in the numbers of an area's jobs and area residents seeking those jobs. This report identifies planning policies based on jobs/housing balance, examines the impact of such balance on commuting, and demonstrates how to measure this balance using Virginia data. The research suggests that the Code requirement may be satisfied by using the ratio of jobs to labor force, as this ratio is highly correlated with the job-to-housing ratio (based on examining 1980, 1990, and 2000 data) and is computationally feasible, at the jurisdictional level, on an annual basis. Alternative approaches for satisfying the requirements of the Code are also described in the report; these alternative approaches require additional effort but may be productive in certain circumstances. A simple longitudinal model developed using changes in Virginia jurisdiction commute time from 1990 through 2000 estimates that the average impact of a given urban jurisdiction improving its balance by 20% is a reduction in commute time of about 2 minutes. This effect is evident only if several factors, such as the manner in which the urban region is defined, are carefully controlled. Otherwise, there is no significant impact of a change in jobs/housing balance on a given jurisdiction's commute time. This finding is within the wide range of impacts of jobs/housing balance noted in the literature.

Book Synopsis Still Stuck in Traffic by : Anthony Downs
Download or read book Still Stuck in Traffic written by Anthony Downs and published by Rowman & Littlefield. This book was released on 2005-06-22 with total page 484 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congested roads waste commuters' time, cost them money, and degrade the environment. Most Americans agree that traffic congestion is the major problem in their communities—and it only seems to be getting worse. In this revised and expanded edition of his landmark work Stuck in Traffic, Anthony Downs examines the benefits and costs of various anticongestion strategies. Drawing on a significant body of research by transportation experts and land-use planners, he counters environmentalists and road lobbyists alike by explaining why seemingly simple solutions, such as expanding public transit or expanding roads, have unintended consequences that cancel out their apparent advantages. He argues that while there might be some measurable gains from increasing housing densities, most other land-use strategies have little effect. Indeed, the most powerful solutions, including higher gasoline taxes, increased public funding for transit, and highway tolls, are also the least palatable politically. St ill Stuck in Traffic contains new material on the causes of congestion, its dynamics, and its relative incidence in various parts of the country. In clear and realistic terms, Downs seeks to explore why traffic congestion has become part of modern American life and how it can be kept under control.

Download or read book Transportation, Land Use, and Environmental Planning written by Elizabeth Deakin and published by Elsevier. This book was released on 2019-10-25 with total page 653 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transportation, Land Use, and Environmental Planning examines the practices and policies linking transportation, land use and environmental planning needed to achieve a healthy environment, thriving economy, and more equitable and inclusive society. It assesses best practices for improving the performance of city and regional transportation systems, looking at such issues as public transit and non-motorized travel investments, mixed use and higher density urban development, radically transformed vehicles, and transportation systems. The book lays out the growing need for greater integration of transportation, land use, and environmental planning, looking closely at changing demographic needs, public health concerns, housing affordability, equity, and livability. In addition, strategies for achieving these desired outcomes are presented, including urban design and land use planning, regional and corridor-level transit plans, bike and pedestrian improvements, demand management strategies, and emerging technologies and services. The final part of the book examines implementation challenges, considering lessons from the US and around the globe at both local and regional levels. - Introduces never-before-published research - Offers best practices for transit, cycling, urban design and housing provision - Assesses emerging developments, such as smart cities, new vehicle technologies, automated highways and transportation sharing - Examines the institutional and political dimensions of sustainability planning at the urban and regional levels - Utilizes case studies from around the world that show alternative ways forward
