Book excerpt: Since September 2001 more than 300,000 women have been deployed in Iraq and Afghanistan, where more than 800 women have been wounded and more than 130 have died. A 1994 rule prohibited women from being assigned to many direct ground-combat units, but on January 24, 2013, the Secretary of Defense and the Chairman of the Joint Chiefs of Staff rescinded the rule and directed the military services to open closed positions and occupations to women by January 1, 2016. Senate Report 113-176 had a provision for GAO to review the services' progress in opening closed positions and occupations to women. This report assesses the (1) status of service efforts to open positions and occupations to women, including steps to identify and mitigate potential challenges; (2) extent the services' efforts to validate gender-neutral occupational standards are consistent with statutory and Joint Staff requirements; and (3) extent DOD is tracking, monitoring, and providing oversight of the services' integration plans. GAO analyzed statutes, DOD guidance, and service reports and plans, and interviewed DOD officials.

The most recent changes occurred between 1992 and 1994, when both legislative and policy changes expanded opportunities for women. Congress has taken a keen interest in this process, and the House report for the Defense Authorization Act for Fiscal Year 1997 included as a special interest item a direction to the Secretary of Defense to evaluate the performance of the military services in integrating women into occupations previously closed to them. The report also asked for an assessment of the effects of this integration on readiness and morale. The study has three components. The first determines how each service implemented the guidance to open new skills and organizations to women. Each service interpreted the guidance differently, and it is important to understand those interpretations before assessing the progress in implementing the congressional guidance. The second component assesses the progress of what we refer to as gender integration. In this component, we determined the extent to which the services carried out their interpretations of the congressional direction. The third component assesses the effects of gender integration on the readiness, cohesion, and morale of units. To complete the third component, we relied on a series of visits to military units. We visited 14 units, chosen to provide the broadest possible view of the effects of the policy changes. We used three techniques during field visits to gather information about gender issues and their effects on readiness, cohesion, and morale. We interviewed commanders and other senior leaders, conducted a series of focus groups with unit personnel, and administered a survey to focus-group participants and other unit personnel.

RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. The expansion of roles for women in the armed forces has evolved since the early days of the military when women were restricted by law and policy from serving in certain occupations and units. Women are not precluded by law from serving in any military unit or occupational specialty. However, a 1994 Department of Defense (DOD) policy prevented women from being assigned to units below brigade level where the unit's primary mission was to engage directly in ground combat. This policy barred women from serving in infantry, artillery, armor, combat engineers, and special operations units of battalion size or smaller. On January 24, 2013, then-Secretary of Defense Leon Panetta rescinded the rule that restricted women from serving in combat units and directed the military departments to review their occupational standards and assignment policies for implementation no later than January 1, 2016. This book reviews the issues for Congress of having women in combat.
