Book excerpt: This paper compares job attitudes and identify trends among the Air Force officer grades 0-1 through 0-6 and above. The diagnostic instrument used for this study is the Organizational Assessment Package (OAP), a survey used by the Leadership and Management Development Center (LMDC), Maxwell Air Force Base, AL, to analyze attitudes and provide Air Force decisionmakers with systemic information and leadership trends. To accomplish its purpose this study analyzes OAP responses from USAF officers collected from October 1981 to September 1985. The data were collected by LMDC's management consultant teams, who responded to unit commander's requests to analyze job attitudes within their units. Due to funding cutbacks LMDC will transfer the OAP data base and no longer collect job attitudinal data for analysis. This study serves as a historical record for a portion of LMDC's OAP data base and fulfills the requirements for an Air Command and Staff College (ACSC) research project. This comparative study of Air Force officers helps to identify the attitudes at the various grade levels. It may help leaders improve weak areas and capitalize on strengths. This in turn would enhance the Air Force for its current members, and continue to make it competitive for recruitment and retention.

However, comparing significant differences in job attitudes between USAFE and USAF-CONUS personnel revealed USAFE officers' job attitudes were more positive than USAF-CONUS officers while USAFE enlisted members and civilians were less positive than their USAF-CONUS counterparts. The study concludes that USAFE commanders and supervisors need to provide better support and guidance to their personnel. The study provides recommendations to improve job attitudes within each USAFE personnel category.

Book excerpt: A continuing problem in the Air Force today is the retention of experienced pilots and navigators (rated officers). Measuring job attitudes of USAF rated officers can be useful in determining possible factors affecting their retention. This study employed the Organizational Assessment Package (OAP) and data from the Air Force's Leadership and Management Development Center (LMDC) to compare and explain significant attitudinal differences among pilots, navigators, and non-rated officers. A one-way analysis of variance (ANOVA) with the Newman/Keuls follow-up procedure was used to analyze the data and the results are presented in statistical tables. The study concludes that both pilots and navigators are experiencing less satisfaction in their jobs than are non-rated officers. Recommendations are proposed to reverse this trend and include increasing incentive pay, as well as providing more opportunities for advancement and recognition in the rated officer career field.

Admin personnel are found to be more positive in overall outlook about their jobs than non-admin personnel. Areas where improvement and attention are needed are discussed. Recommendations are made based on the findings of this study.

The comparison of these subcategories shows that job attitudes for PACAF personnel differed significantly from other USAF personnel in 15 of 21 measured attitudinal factors. The study finds PACAF personnel generally show greater job satisfaction than USAF personnel assigned elsewhere.

Book excerpt: Information about the attitudes, job satisfactions, and career intentions of graduates of the Air Force Officer Training School (OTS) was obtained after the respondents had completed about 18 months of commissioned service. The results were compared with findings obtained at the time of graduation from OTS. Career intentions crystallized during the intervening months as the undecided made up their minds. Consistency of opinion was shown by the fact that about two-thirds of those who had expressed an opinion at time of graduation still retained the same opinion. Information obtained at time of graduation was still predictive of career intent, as was educational and assignment information. An attitude measure, the Importance-Possibility Scale, showed that a sense of accomplishment and competent supervision were rated among the most important of the 22 job attributes. Significant differences in distribution of ratings were found between the career-minded and noncareer-minded groups.

Book excerpt: In this report, Organizational Assessment Package (OAP) data are examined to determine if there are significant differences between the job attitudes of officers and enlisted personnel in the chaplain career area and those of corresponding personnel in other Air Force career areas. There were four main goals: (a) to examine relevant background research and organizational behavior literature, (b) to compare OAP-measured demographic characteristics and job attitudes between personnel in the chaplain career field and those in other career fields, (c) to analyze significant attitudinal differences between chaplains and chapel management personnel and corresponding personnel in other Air Force Areas (using t-tests), and (d) to develop recommendations for chaplain area leaders and functional managers. Chaplain officers were found to be significantly different from other officers on 19 of the 21 OAP factors which were considered for this analysis. Chapel management personnel were found to be significantly different from other enlisted personnel on 8 of the 21 OAP factors. In general, chaplains and chapel management personnel had more favorable job attitudes when compared to other officers and enlisted personel respectively.

The data from the UMDC data base were analyzed by comparing demographic and attitudinal results from the OAP individually for officers, enlisted personnel, and GS civilians in the Air National Guard with the results for their data base counterparts in the active duty Air Force. The t-test was used as the procedure to determine if the Air National Guard personnel differed from Air Force personnel at the 95% statistical confidence level. When a significant difference was found, it was analyzed to look for trends, consistencies, and inconsistencies. Results showed the factor Job Related Training more positive in the Air National Guard officer, enlisted personnel, and GS civilians than it was with their Air Force counterparts. ANG officers and enlisted personnel enlisted personnel were more favorable in the factors of Job Related Satisfaction, Task Autonomy, and General Organizational Climate than were Air Force officers and enlisted personnel. Air Force officers and enlisted personnel indicate they have common feelings that their jobs are more repetitive than are the jobs of their ANG counterparts.

The purpose of this research was to determine whether moving the organizational location of the manufacturing career group from the contracting organization to the acquisition organization would improve job attitude. The Organizational Assessment Package, for the Leadership and Management Development Center, was used as the research tool and data source for this study. The results showed that there was no support for the assumption that manufacturing officer's job attitudes would increase due to reorganization, although there was evidence that their attitudes were similar to acquisition officers. Manufacturing, contracting, and acquisition officers as a whole have lower job attitudes than all the other Air Force officers. This is probably a result of inadequate training and education, over regulation of government procurement, and insufficient authority and responsibility for their work.
