Book excerpt: In Recharging China in War and Revolution, 1882–1955, Ying Jia Tan explores the fascinating politics of Chinese power consumption as electrical industries developed during seven decades of revolution and warfare. Tan traces this history from the textile-factory power shortages of the late Qing, through the struggle over China's electrical industries during its civil war, to the 1937 Japanese invasion that robbed China of 97 percent of its generative capacity. Along the way, he demonstrates that power industries became an integral part of the nation's military-industrial complex, showing how competing regimes asserted economic sovereignty through the nationalization of electricity. Based on a wide range of published records, engineering reports, and archival collections in China, Taiwan, Japan, and the United States, Recharging China in War and Revolution, 1882–1955 argues that, even in times of peace, the Chinese economy operated as though still at war, constructing power systems that met immediate demands but sacrificed efficiency and longevity. Although there was significant economic improvement in rural areas in the 1980s, the rural economy has been stagnating or deteriorating since then, and the book argues that the rural-urban income gap is giving rise to the potential for political instability throughout China. This book, based on extensive original research including interview fieldwork in rural areas, examines the nature of political culture and participation in rural China, discussing issues such as the support, or lack of it, for democratic values; levels of political interest; the ways in which Chinese peasants interact with village and local officials; subjective factors that motivate them to vote, (or not to vote) in village elections; and rural people’s views on market-oriented economic reforms, local and national government, and the Communist Party. The book argues that although hitherto peasants’ riots, sit-ins and demonstrations have been localised and uncoordinated, they are frequent, and have the potential to cause serious political crises for China’s rulers. It concludes by considering the future political development of China’s vast countryside.

Popular nationalism in China has been on the rise since the early 1990s to the concern of many observers. Some have even asked whether China will become another Germany. A comparative historical analysis of pre-war and wartime nationalist mobilization helps us better understand how individuals formulate their opinions under extreme conditions. It concludes that the public's weak perception of foreign threats, taken together with pro-minority domestic institutions, may significantly undermine the state’s efforts at nationalist mobilization and thus limit its capability to pursue external expansion or other strategic goals.
