Le rapport « Afrique numérique : Transformation technologique pour l’emploi » montre qu'une utilisation plus large, par les entreprises et les ménages, des technologies numériques génératrices de productivité est impérative afin de générer de tels emplois, y compris pour les personnes peu qualifiées. Dans le même temps, cette démarche peut soutenir non seulement l'objectif à court terme de reprise économique postpandémique des pays, mais aussi leur vision d'une transformation économique assortie d’une croissance plus inclusive. Cependant, ces résultats ne seront pas automatiques. La disponibilité de l'internet mobile a augmenté sur l’ensemble du continent ces dernières années, mais l'écart d'utilisation est le plus élevé au monde. Les zones disposant d'au moins un service internet mobile 3G couvrent désormais 84 % en moyenne de la population des pays d'Afrique subsaharienne, mais seulement 22 % utilisent ces services. Et l'entreprise africaine moyenne accuse un certain retard en matière d'utilisation de smartphones et d’ordinateurs, ainsi que de technologies numériques plus sophistiquées qui contribuent à obtenir de nouveaux gains de productivité. Deux problèmes expliquent cet écart d'utilisation : l'absence d'abordabilité de ces nouvelles technologies et la de les utiliser. Pour les 40 % d'Africains qui vivent en dessous du seuil de pauvreté extrême, les forfaits de données mobiles coûteraient à eux seuls un tiers de leurs revenus, en plus du prix des appareils d'accès, des applications et de l'électricité. Les forfaits de données pour les petites et moyennes entreprises sont également plus chers que dans d'autres régions. De plus, la qualité des services internet †“ de même que la fourniture d'applications attrayantes et adaptées aux compétences qui favorisent l'entrepreneuriat et augmentent les revenus †“ présente des lacunes qui freinent la volonté des entreprises et populations de les utiliser. Pour les pays qui utilisent déjà ces technologies, les retombées du développement sont importantes. De nouvelles études empiriques réalisées pour le présent rapport s'ajoutent aux données sans cesse croissantes qui démontrent que la disponibilité de l'internet mobile augmente directement la productivité des entreprises, accroît le nombre des emplois, et réduit la pauvreté à travers l'Afrique. Pour que ces bénéfices ainsi que d'autres avantages se concrétisent plus largement, les pays africains doivent mettre en oeuvre des politiques complémentaires et synergiques afin de renforcer à la fois la capacité de payer des consommateurs et leur volonté d'utiliser les technologies numériques. Ces interventions doivent accorder la priorité à une utilisation productive en vue de générer un grand nombre d'emplois inclusifs dans une région sur le point de bénéficier d'une main-d'oeuvre massive et jeune, laquelle est appelée à devenir la plus importante du monde d'ici la fin du siècle.

Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. Electoral wars and the formation of militias reveal a geography of violence in urban areas, which, in some sectarian excesses, can be displaced to rural areas, as described in the study on Boko Haram. Book excerpt: At a time when Côte d’Ivoire was experiencing a military-political crisis and was split in two (2002), the Coupé-Décalé appeared as a real innovation in the Ivorian musical universe. It caused a “sensation” with cultural practices, a dress code, choreographic concepts and musical forms that were atypical of the time. While pre-existing genres, such as Reggae, Hip Hop and Zuglou, are positioned as “committed” music, Coupé-Décalé, on the other hand, is in a completely different register: that of bringing joy, setting the mood, forgetting the sad reality of this difficult period. Nearly two decades later, the Coupé-Décalé continues to enjoy great popularity among a community of fans who are sensitive to the ideology promoted and the social practices that derive from it. This study develops a reflection on the Coupé-Décalé, a form of cultural mediation that consolidates a subcultural identity. It aims first to show the pictorial and imagined representations of the youth subculture through musical content, then to examine the actors, practices and interactions that lead to the development of the musical work, and finally, to demonstrate how the public and the producers, through the reception of the music and the identification with the Coupé-Décalé, constitute a subculture. In short, the Coupé-Décalé is a subcultural identity. It specifies a new relationship to politics, to social norms and, above all, a quest for pleasure, endangerment and amusement. Au moment où la Côte d’Ivoire connaît une crise militaro-politique et est coupée en deux (2002), le Coupé- Décalé apparaît comme une véritable innovation dans l’univers musical ivoirien. Il fait “ sensation” avec des pratiques culturelles, un code vestimentaire, des concepts chorégraphiques et des formes musicales atypiques à l’époque. Pendant que les genres préexistants notamment le Reggae, le Hip Hop et le Zouglou se positionnent comme des musiques “engagées”, le Coupé-Décalé, quant à lui, s’inscrit dans un tout autre registre : celui d’apporter de la joie, de mettre de l’ambiance, d’oublier la triste réalité de cette période difficile. Près de deux décennies plus tard, le Coupé-Décalé continue de jouir d’une grande popularité auprès d’une communauté de fans sensibles à l’idéologie promue et aux pratiques sociales qui en découlent. Cette étude développe une réflexion sur le Coupé-Décalé, une forme de médiation culturelle qui consolide une identité sous-culturelle. Elle veut d’abord montrer les représentations imagées et imaginées de la sous- culture jeune à travers les contenus musicaux, ensuite examiner les acteurs, pratiques et interactions qui conduisent à l’élaboration de l’œuvre musicale, et enfin, démontrer en quoi le public et les producteurs, à travers la réception de la musique et l’identification au Coupé-Décalé, constituent une sous-culture. This report contributes substantively to the Government s vision on Strategy for Growth and Employment, putting human development and employment at center stage. Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."
