Book excerpt: The world's third largest economy and a stable democracy, Japan remains a significant world power; but its economy has become stagnant, and its responses to the earthquake and tsunami of March 11, 2011 and the nuclear crisis that followed have raised international concerns. Despite being constitutionally modeled on Great Britain's "Westminster"-style parliamentary democracy, Japan has failed to fully institute a cabinet-style government, and its executive branch is not empowered to successfully respond to the myriad challenges confronted by an advanced postindustrial society. In Growing Democracy in Japan, Brian Woodall compares the Japanese cabinet system to its counterparts in other capitalist parliamentary democracies, particularly in Great Britain. Woodall demonstrates how the nation's long history of dominant bureaucracies has led to weakness at the top levels of government, while mid-level officials exercise much greater power than in the British system. The post--1947 cabinet system, begun under the Allied occupation, was fashioned from imposed and indigenous institutions which coexisted uneasily. Woodall explains how an activist economic bureaucracy, self-governing "policy tribes" (zoku) composed of members of parliament, and the uncertainties of coalition governments have prevented the cabinet from assuming its prescribed role as primary executive body. Woodall's meticulous examination of the Japanese case offers lessons for reformers as well as for those working to establish democratic institutions in places such as Iraq, Afghanistan, China, and the new regimes born during the Arab Spring. At the very least, he argues, Japan's struggles with this fundamental component of parliamentary governance should serve as a cautionary tale for those who believe that growing democracy is easy.

In our paper we will answer the following questions: Why can both countries be compared? What historical prerequisites led to the recent political systems? How do the respective parts of parliaments and governmental institutions work together? Therefore, we want to concentrate on the question, where there are similarities in the political procedures and where these ones differ? Several reasons make both countries comparable. In this regard, our first item gives an overview over 130 years of a Japanese-German relationship, in which many parallel historical developments and treaties occurred. A description of the constitutional developments (item 3) shows that the Japanese Constitution of 1890 adopted general provisions (especially provisions for the emperor and the parliament) from the German Constitution of 1871. In addition, both postwar Constitutions were strongly influenced by the United States’ occupation politics, which established a parliamentary democracy in both countries. All of these are necessary fundamentals to show that both systems can be compared because of these several similar, historical, and political developments. Our fourth item compares the parliamentary systems today. Within the concluding remarks we will point out the differences and the similarities, both systems share or rather divide from each other. Japan and Germany can look back upon 130 years of a more or less deep relationship. Sure, there are some differences within this old official Japanese-German relationship, and there are parallels with other states. But despite of all possible relativity, the degree of the Japanese-German similarity is succinct, and it is possible to discover parallels between certain historical developments in Japan and developments in Germany. The official relations began on January, 24th 1861 when the Prussian East Asian Delegation under the Duke Friedrich zu Eulenburg and the Japanese Shōgunat completed the “Freundschafts-, Handels-, und Schiffahrtsvertrag” (Friendship, Trade-, and Navigation-Treaty). Book excerpt: Japanese Buddhism was introduced to a wide Western audience when a delegation of Buddhist priests attended the World's Parliament of Religions, part of the 1893 Columbian Exposition in Chicago. In describing and analyzing this event, Judith Snodgrass challenges the predominant view of Orientalism as a one-way process by which Asian cultures are understood strictly through Western ideas. Restoring agency to the Buddhists themselves, she shows how they helped reformulate Buddhism as a modern world religion with specific appeal to the West while simultaneously reclaiming authority for the tradition within a rapidly changing Japan. Snodgrass explains how the Buddhism presented in Chicago was shaped by the institutional, social, and political imperatives of the Meiji Buddhist revival movement in Japan and was further determined by the Parliament itself, which, despite its rhetoric of fostering universal brotherhood and international goodwill, was thoroughly permeated with confidence in the superiority of American Protestantism. Additionally, in the context of Japan's intensive diplomatic campaign to renegotiate its treaties with Western nations, the nature of Japanese religion was not simply a religious issue, Snodgrass argues, but an integral part of Japan's bid for acceptance by the international community.

Book excerpt: In Japan's Nuclear Disaster and the Politics of Safety Governance, Florentine Koppenborg argues that the regulatory reforms taken up in the wake of the Fukushima disaster on March 11, 2011, directly and indirectly raised the costs of nuclear power in Japan. The Nuclear Regulation Authority resisted capture by the nuclear industry and fundamentally altered the environment for nuclear policy implementation. Independent safety regulation changed state-business relations in the nuclear power domain from regulatory capture to top-down safety regulation, which raised technical safety costs for electric utilities. Furthermore, the safety agency's extended emergency preparedness regulations expanded the allegorical backyard of NIMBY demonstrations. Antinuclear protests, mainly lawsuits challenging restarts, incurred additional social acceptance costs. Increasing costs undermined pronuclear actors' ability to implement nuclear power policy and caused a rift inside the "nuclear village." Small nuclear safety administration reforms were, in fact, game changers for nuclear power politics in Japan. Koppenborg's findings contribute to the vibrant conversations about the rise of independent regulatory agencies, crisis as a mechanism for change, and the role of nuclear power amid global interest in decarbonizing our energy supply.
