Book excerpt: Compared to the U.S. national accounts, the Japanese accounts understate consumption and government spending, and therefore overstate the national saving rate. Recently, Hayashi has recalculated Japan's national saving according to the American Department of Commerce definition and found that from the mid-1970s until today, Japan's national saving rate is nearly halved. In this paper, we argue that Hayashi's adjustments to the Japanese income accounts are exaggerated, and present measures of Japanese and U.S. private saving that are immune from national income accounting biases. Our saving measures are constructed from the balance sheets of the household sectors in the United States and Japan. Far from being equal, we find that the two country gap in saving rates in the early 1980s has averaged between 15 and 30 percentage points, depending on the measure.

Book excerpt: Analysis of consumption and saving decisions by households has always been one of the most active areas of research in economics--and with good reason. Private consumption is the most important component of aggregate demand in a capitalist economy, and explaining consumption is the key element in most macroeconomic forecasting models. To evaluate the effect of government policies invariably requires the knowledge of how they change parameters relevant for household decision making. Understanding Saving collects eleven papers by economist Fumio Hayashi, along with two previously unpublished chapters, for a total of thirteen chapters. The monograph, which brings together Hayashi's empirical research on saving, is divided into three sections. Part I, "Liquidity Constraints", contains five studies that test the well-known implication of the Life Cycle-Permanent Income hypothesis that households shield consumption from income fluctuations. Part II, "Risk-Sharing and Altruism", contains three papers that examine the interactions between related and unrelated households predicted by the hypothesis for the US and Japanese households. The three papers in Part III, "Japanese Saving Behavior", present the author's explanation of the high saving rate in postwar Japan.

Available in PDF, EPUB and Kindle. Book excerpt: This book explains the causes of the 'lost decade' in the Japanese economy and the series of policy mistakes which lead to a deflationary environment. What will the future bring for the Japanese economy? Without reforms, the situation can only decline. The issue is that the institutions and policies that were used to drive the 'Japanese miracle' are still in place. The book argues that Japan's crisis is thus, a crisis of governance.

Available in PDF, EPUB and Kindle. Book excerpt: In The Economics of Rapid Growth, Dirk Pilat uses catch up theory to explain why countries with lower levels of income can use the technology of more advanced economies to foster growth and industralisation. His analysis emphasises the importance of pre-existing education levels, financial and commercial institutions and infrastructure to explain the rapid economic growth of Japan and Korea. A growth accounting framework is used to show the contribution of capital, labour and land to the rapid economic growth from the early 1950s. This growth is put in an international perspective by detailed sectoral productivity comparisons which include discussion of some of the measurement problems implicit in international comparisons. The final parts of the book look at the links between productivity and competitiveness, as well as the role of trade policy and exports in productivity growth. This acclaimed new book will be widely read by researchers, students and policy makers concerned with growth, development and the emergence of two of the most powerful economies in the modern world.

Book excerpt: With the recent collapse of the asset price “bubble,” Japanese banks encountered significant pressure from both a sharp decline in the value of equity holdings and a marked increase in bad loans. In August 1992, the Government initiated measures that stabilized equity prices and assisted banks in managing their nonperforming loans. While the major banks disclosed that 4.6 percent of their total loans were nonperforming at the end of FY 1992, a mechanical estimate of all banks’ nonperforming and restructured loans is 6-7 percent of their total loans--a serious yet manageable problem. The main policy implications are to ensure the reasonably prompt resolution of the bad loan problem and to enhance market discipline to prevent its recurrence.
