Book excerpt: Recently, the Japanese government has aggressively engaged in FTA negotiations focusing on TPP (Trans-Pacific Strategic Economic Partnership). Japan, the US and 10 TPP member countries concluded TPP negotiations on October 5th, which have been described as one of the most ambitious free trade initiatives ever. Regarding the recent progress of bilateral FTAs promoted by the Japanese government, the Japan-Australia FTA took effect in January 2015 and the Japan-Mongolia FTA was signed in February 2015. Moreover, the Japan-EU FTA, the CJK (China-Japan-Korea) FTA, and RCEP (Regional Comprehensive Economic Partnership) have been under negotiations. Japan also has actively emphasized promoting TPP and the Japan-EU FTA with official papers such as the White Paper on International Economy and Trade, so that Japan could draw up new rules of the global economy to achieve sustainable economic growth. Additionally, the White paper proposed an emerging market strategy to encourage Japanese firms to enter overseas markets, especially the emerging countries. It appears that Japan intends to proceed with FTA talks regarding the emerging market strategy.Japan's government aimed to raise Japan's FTA coverage rate to 70% by 2018 through aggressively engaging in TPP, the Japan-EU FTA, etc. Korea's FTA coverage rate has been superior to Japan's FTA rate so far although Japan has begun to actively seek to catch up to Korea's FTA rate. Thus, Japan's challenge, through actions such as engaging in FTAs, could have significant impact on Korea's economy.Prime Minister Shinzo Abe's government published “Japan's Revitalization Strategy” as a New Growth Strategy in June 2013. The revitalization strategy consists of three action plans, one of which is the Strategy of Global Outreach. The Strategy of Global Outreach could be viewed as a practical strategy of Japan's global trade and economic policies. Thus, it should be noted that Japan decid to make use of its global trade and economic policies, such as promoting FTAs, as a strategy for invigorating its economy. Why is Japan engaging in FTA talks? This paper examines Japan's FTA status and strategy to understand its purpose as well as analyzes implications for the Korean economy.

This book was released on 2013-12-31 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: We study the welfare implications of a bilateral free trade agreement. The model is based on the recent trade literature that considers search and matching frictions in the labor market. We extend the model by incorporating country-level heterogeneity in terms of production technology, population, and productivity endowment. Model simulation results show a simultaneous tariff cut between symmetric countries to reduce unemployment rates and increase prices in the product market due to higher long run demand, while nevertheless benefiting the economy owing to a more rapid rise in consumer income. In the case of asymmetric countries, we find that larger gains from greater openness to trade accrue to a country with (relatively) more elastic supply occasioned by capital-intensive production technology that accommodates more flexible adjustments to output in response to increased demand. We calibrate the model to Korean and Japanese data in order to assess the expected outcome of the potential trade liberalization between those countries. With a scenario of symmetric level of trade liberalization (in terms of trade cost reduction), when we assume the same population size in a counterfactual way, we find Japan to receive greater benefits from the opening because its relatively more capital intensive production allow for quicker output adjustment upon trade liberalization. When we presume, however, that Japan’s population is 2.5 times that of Korea, the results show Korea to enjoy a slightly more surplus due to the market size Executive Summary 1. Introduction 2. This book was released on 2021-02-25 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph compares two trade agreements among three important economic regions, namely, the Korea–EU free trade agree (FTA) and the Japan–EU Economic Partnership Agreement (EPA). The two new types of agreements came into effect in the 2010s. They not only create more favorable trade and economic conditions in these regions but also produce spillover effects to bring about more comprehensive conditions in other area. First, the quantitative research for both agreements using the CGE model and a tentative analysis of the Japan–EU EPA in the analysis show that both have already created positive impacts on all three economies by lifting or reducing tariff and non-tariff barriers. Such positive impacts are also expected to be felt by SMEs in these countries that are involved. Additionally, the high level of tariff and non-tariff liberalization in the two current agreements will make positive impacts on the negotiation of other FTAs and on WTO reform. The advantages of the FTA and EPA dealt with in this book are not restricted to these economic effects. As the agreements are comprehensive, they will create more favorable social conditions not only in these economic regions but in other areas of Asia as well.

S. Military and published by . This book was released on 2016-12-16 with total page 131 pages. Available in PDF, EPUB and Kindle. Book excerpt: East Asia has become a major hub for global trade. At the center of this East Asian factory are three nations-China, Japan, and South Korea-which have benefited the most economically. Yet, despite transnational value chains and the trilateral political cooperation that binds these nations, they have yet to conclude a trilateral free trade agreement (FTA). Since 1999, the China-Japan-South Korea FTA has proved to be an elusive feat for these Northeast Asian neighbors. Historical and political animosities and popular mistrust seem to have a corrosive effect upon the trilateral relationship despite decades of political cooperation and economic interdependence. What explains the limited progress toward a China-Japan-South Korea FTA? This study tests four potential explanations for the trilateral FTA's current lack of progress: perceptions of the deal not being an economic priority, the power of influential domestic business interests negatively affected by the FTA, regional competition over China's growing domestic market, and regional political-historical animosities. Overall, this research concludes that Japan is the least willing participant to push for progress toward a trilateral FTA, and a lack of perception of the deal not being an economic priority is the strongest explanation.Chapter II draws out the evolution of the China-Japan-South Korea FTA from 1999 onward within the context of both NEA economic regionalism and other competing mega-FTAs. The economic benefits and costs each country would incur if the trilateral FTA were successful are laid out in this chapter. Also, potential interest groups who particularly stands to win or lose in China, Japan, and South Korea from the trilateral FTA are identified. In addition, Chapter II provides a comparison of the benefits and costs of the trilateral FTA as compared to that of TPP and RCEP. Ultimately, these benefits and costs are conditional on the quality of the China-Japan-South Korea FTA. Chapters III-V provide the empirical evidence that support the potential explanations that affect Chinese, Japanese, and South Korean decision-making toward the trilateral FTA. Each of these chapters frames the potential explanations in terms of the specific actors and interest groups at work in these countries. As the evidence is presented, strengths and weakness are assessed in order to determine which explanation is the strongest for each country. Chapter VI reviews the strength of the empirical evidence from the previous chapters and provides regional implications of the potential success or failure of the trilateral FTA. In particular, implications for the U.S. role in the region are explored visa-vis NEA cooperation, and whether or not an exclusive trilateral FTA serves U.S. interests in the region.

Book Synopsis Asia's Free Trade Agreements by : Masahiro Kawai
Download or read book Asia's Free Trade Agreements written by Masahiro Kawai and published by Edward Elgar Publishing. This book was released on 2011 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: East Asia is the region of the world that is changing fastest in terms of trade arrangements. Dozens of free-trade agreements are signed every year, turning a complex situation into the East Asian noodle bowl of FTAs. This book addresses the crucial question posed by these new agreements how do they affect business? While many studies have focused on government-to-government issues, this book gets to the heart of the matter, studying what it means for the firms actually doing the trade and investment. I recommend this book to any serious student of trade, particularly those interested in understanding the rapidly evolving landscape in this most dynamic part of the world. Richard Baldwin, Professor of International Economics, Graduate Institute, Geneva, Switzerland The pursuit of more than one hundred Free Trade Agreements in East Asia is quietly producing a fundamental change in the global economic architecture. This path-breaking new volume provides an indispensable guide to the practical effect of such agreements on commercial transactions in the region. It is a must-read for businessmen and policymakers who seek to both understand the impact of FTAs in the real world and expand their contributions to economic growth and development. C. Fred Bergsten, Director, Peterson Institute for International Economics, US [East Asia] needs to think about appropriate measures to overcome the Asian FTA noodle bowl in the future. In this vein, the study suggests several practical measures including encouraging rationalization and flexibility of rules of origin, upgrading origin administration, improving business participation in FTA consultations, and strengthening institutional support systems for SMEs. . . It is hoped that this study will contribute to strengthening regional trade policies in Asia and compatibilities with global trade rules. Haruhiko Kuroda, President, Asian Development Bank This is a valuable contribution in a crowded field. Kawai and Wignaraja have gone beyond familiar arguments about the relative merits of regionalism and multilateralism to ask businesses what it all means to them. Policymakers should take note. Patrick Low, Chief Economist, WTO For policymakers in the region, the debate is no longer between regionalism and multilateralism. The real question is how we should create the model for regionalism that will become the building blocks to a multilateral trading system and avoid raising costs of doing business from the noodle bowl effect. Therefore the comparative and micro-level research found in this book provides valuable insights on the impact of FTAs on businesses. These insights will be relevant input as policymakers forge ahead in implementing regional FTAs, thinking of ways to amend and improve on them and, most importantly, harmonize or consolidate between existing regional FTAs in East Asia. Mari Pangestu, Minister of Trade, Indonesia The spread of Asia s free trade agreements (FTAs) has sparked an important debate on the impact of such agreements on business activity. This pioneering study uses new evidence from surveys of East Asian exporters including Japan, the People s Republic of China, the Republic of Korea and three ASEAN economies of the Philippines, Singapore and Thailand to shed light on the FTA debate. Critics are concerned that FTAs erode the multilateral trading process and foster an alarming noodle bowl of overlapping regulations and rules of origin requirements which may be costly to business. Asia s Free Trade Agreements makes key recommendations for improving business use of FTA preferences, reducing costs of FTAs and creating a region-wide FTA. This well-researched and documented book will appeal to undergraduate and postgraduate students in international business, international economics, economic development, public administration and public policy. Academics, researchers and members of think-tanks around the world will also benefit from this book as will trad
