Book excerpt: Adding an important new dimension to the history of U.S.-Japan relations, this book reveals that an unofficial movement to promote good feeling between the United States and Japan in the 1920s and 1930s only narrowly failed to achieve its goal: to modify the so-called anti-Japanese exclusion clause of the 1924 U.S. immigration law. It is well known that this clause caused great indignation among the Japanese, and scholars have long regarded it as a major contributing factor in the final collapse of U.S.-Japan relations in 1941. Not generally known, however, is that beginning immediately after the enactment of the law, private individuals sought to modify the exclusion clause in an effort to stabilize relations between the two countries. The issue was considered by American and Japanese delegates at almost all subsequent U.S.-Japan diplomatic negotiations, including the 1930 London naval talks and the last-minute attempts to prevent war in 1941. However, neither the U.S. State Department nor the Japanese Foreign Office was able to take concrete measures to resolve the issue. The State Department wanted to avoid appearing to meddle with Congressional prerogatives, and the Foreign Office did not want to be seen as intruding in American domestic affairs. This official reluctance to take action opened the way for major efforts in the private sector to modify the exclusion clause. The book reveals how a number of citizens in the United Statesmainly clergy and business peoplepersevered in their efforts despite the obstacles presented by anti-Japanese feeling and the economic dislocations of the Depression. One of the notable disclosures in the book is that this determined private push for improved relations continued even after the 1931 Manchurian Incident.

Book excerpt: As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

Roles are recast and blame reexamined as Hotta analyzes the actions and motivations of the hawks and skeptics among Japan’s elite. Emperor Hirohito and General Hideki Tojo are newly appraised as we discover how the two men fumbled for a way to avoid war before finally acceding to it. Confusion and strife marked planning for the democratization of Japan, first in Washington, then in occupied Tokyo. Policy makers in the State, War, and Navy departments, the Joint Chiefs, and the White House contended bitterly over how to devise an "unconditional surrender" that would minimize Allied casualties while according the victor supreme authority over a soundly defeated Japan. By war's end, there were still no firm guidelines on a host of crucial issues, including how the Japanese system of government could be made acceptably democratic. The first months of occupation were chaotic, with General MacArthur organizing his staff around loyal followers and edging out experts sent from Washington. Hampered by a narrow interpretation of the terms of surrender and wishful thinking about Japanese compliance with American expectations, MacArthur set in motion a fiasco. Because of a translator's error, Prince Konoye, three-time Prime Minister of Japan, thought MacArthur had entrusted him with revising the Japanese constitution and assembled a staff of constitutional law experts and set to work. However, conservatives in the Japanese cabinet denounced his efforts and produced their own version, which MacArthur found unacceptable. MacArthur then secretly instructed his staff, with its very limited knowledge of either Japan or constitutional law, to draft a new Japanese constitution, which amazingly they did in a week's time. Expecting approval of its own draft, the Japanese cabinet was stunned when presented with a completely different American document. So unrelenting was the pressure exerted by MacArthur's officers that it was clear to members of the cabinet they had no choice but to adopt the American draft more or less intact, and publish it as their own. Because of the broad range of its meticulous research, the book will be a standard reference not only for students of Japanese history but also for legal scholars, diplomatic historians, and political scientists.
