Book excerpt: This book examines Meiji Japan (1868–1912) to demonstrate the complex interplay between Japanese nation-building and the country’s engagement with global processes. "Meiji Japan" refers to an era (1868–1912) that—as experienced from within—had an undetermined duration and extent. The length of the emperor’s reign was not preordained, and the country’s territorial borders were not as well-defined or wide-reaching at the start of the period as at the close. Questions about who was represented by and who identified with the emerging nation-state remained in flux as Japan’s modern political, economic, legal, and sociocultural parameters were being created. Basing their inquiries on the idea of Meiji Japan in global history, the authors examine Japan’s rise on the modern world stage, focusing on the individuals—whether government leaders, intellectual elites, indigenous communities, or colonial migrants—who both shaped and were shaped by this era of global connectivity. Localized challenges and supranational opportunities meant people were in motion, as territorial expansion redefined marginalized groups, and as diverse populations moved to and from colonized and foreign lands. This volume seeks to excavate how people back then positioned themselves in a specific time and place, just as people in the twenty-first century seek to give Meiji Japan meaning at the sesquicentennial commemoration of its start. Book excerpt: "Presenting fresh insights on the internal dynamics and global contexts that shaped foreign relations in early modern Japan, Robert I. Hellyer challenges the still largely accepted wisdom that the Tokugawa shogunate, guided by an ideology of seclusion, stifled intercourse with the outside world, especially in the eighteenth and nineteenth centuries. Examining diplomacy, coastal defense, and foreign trade, this study demonstrates that while the shogunate created the broader framework, foreign relations were actually implemented through cooperative but sometimes competitive relationships with the Satsuma and Tsushima domains, which themselves held largely independent ties with neighboring states. Successive Tokugawa leaders also proactively revised foreign trade, especially with China, taking steps that mirrored the commercial stances of other Asian and Western states. In the nineteenth century, the system of foreign relations continued to evolve, with Satsuma gaining a greater share of foreign trade and Tsushima assuming more responsibility in coastal defense. The two domains subsequently played key roles in Japan’s transition from using early modern East Asian practices of foreign relations to the national adoption of international relations, especially the recasting of foreign trade and the centralization of foreign relations authority, in the years surrounding the Meiji Restoration of 1868."

At once ancient capital, modern city, and home to numerous cultural heritage sites, Kyoto looms large in the promotion of Japanese culture at home and abroad. In the wake of years of economic recession followed by the national promotion of “cool Japan” in popular culture and tourism of the twenty-first century, anthropologist Jennifer Prough sets out to examine how the city’s history and culture have been mobilized to create heritage experiences for today’s tourists. The heart of her book, Kyoto Revisited, centers on what it means to produce these for visitors, why seeing and feeling culture and tradition appeal to both domestic and international travelers, and the challenges faced by a heritage tourism city. As Prough’s study suggests, heritage has multiple meanings. It is created as interested parties—state and local, public and private—tell different stories about the past, which are marketed in response to tourists’ desire for face-to-face engagement in an experience economy.
