But the decisions taken thus far commit Japan only to limited participation with the U.S. government on collaborative research and prototype production of theater missile defense (TMD) components. To date, Japan has undertaken no effort to develop or acquire a dedicated BMD system, nor has it assessed the larger political and strategic implications of a Japanese BMD system in any thorough or systematic manner. More important, no consensus has yet emerged in favor of the development or deployment of a full-fledged BMD system in Japan. Finally, Japan and the United States have not clarified: (1) how essential it is for Japan to participate in a more extensive program of joint research and development; (2) the extent of system interoperability that is desirable and achievable; or (3) the impact of a decision to deploy on the strategic environment in Asia.

The book concludes that Japan could gradually acquire many of the elements of a BMD system while avoiding an explicit, formal deployment decision. The development or deployment of a complete BMD system with the United States, however, will likely pose many challenges to the U.S.-Japan alliance.

This change added to an already complex list of Japanese policy concerns, by putting Japan in the position of possibly cooperating in the development of technology that could become part of an American national missile defense capability a step that many Japanese see as transgressing a constitutional ban on "collective defense." Thus far, the Administration's program change has not deterred Japan from cooperative research on missile defense, but the policy shift has unsettled Japanese leaders and created additional political obstacles to bilateral BMD cooperation. The new U.S. approach has been criticized in the Japanese press and the Diet (parliament), both because of the potential violation of the implied ban on "collective defense" contained in Article 9 of Japan's U.S.-imposed "Peace Constitution," and also because the Bush initiative requires the United States to withdraw from the U.S.Russian Anti-Ballistic Missile (ABM) treaty, which Tokyo has long regarded as an important element of strategic stability. An integrated U.S.-Japan BMD capability aimed at protecting third countries would raise the same constitutional issues. Japan has not made a decision regarding the acquisition of a missile defense capability. Japanese policymakers and defense firms generally are enthusiastic about missile defense cooperation, but the political parties, the media, and the general public are split over the issue. Proponents view BMD cooperation as a means to counter a perceived North Korean missile threat, and perhaps a Chinese threat as well. Other Japanese are fearful of aggravating relations with China or triggering an Asian missile race. Even groups in Japan favoring BMD cooperation are concerned about the large costs associated with the still-unproven technology. The popular Koizumi administration seems inclined to finesse the constitutional issue, if possible. Japan's future stance will likely depend on regional developments and how the issue plays out in the currently unstable political environment.

The United States (U.S.) is the leader in BMD development and deployment. This thesis analyzes the differing orientations to BMD of two key U.S. allies, Japan and Canada. The central questions asked in the thesis are: Why did Japan choose to join the U.S.-led BMD program as an active cooperative country in 2003, while Canada chose not to formally join in 2005? What inferences can we draw about BMD politics from these decisions? These questions were answered in three steps. First, I developed an analytic approach inspired by Putnam's two-level game theory. Second, I applied this approach to my two case studies. Japan-U.S. and Canada-U.S. BMD relations between 1983 and 2008 were analyzed at two levels, domestic and international, which resulted in identifying six international-related factors and two domestic-related factors influencing Japan's and Canada's BMD decision-making process. And third, the two case studies were compared and analyzed. I conclude that the basis for the two countries' foreign policy decisions was significantly different. Japanese foreign policy decision-making was rooted in realist thinking, while Canadian foreign policy decision-making was rooted in a combination of liberal internationalist and realist thinking. --P. ii.

These uncertainties and challenges include questions about the future US military role in the region, historical distrust between major powers, the continued existence of divided states, ongoing military modernization programs, territorial disputes, resource conflicts, the proliferation of weapons of mass destruction and ballistic missiles, and continuing shifts in relative economic and military power. US interest in deploying NMD and TMD is partly a response to military developments in Northeast Asia, including China's missile buildup across the Taiwan Strait and North Korea's efforts to develop nuclear weapons and long-range ballistic missiles. Yet the US debate about missile defense has largely focused on NMD and the Anti-Ballistic Missile (ABM) Treaty. This originally steered the debate toward Russia and away from China and Japan. The US national security community has tended to emphasize the military requirements and effectiveness of NMD and TMD without fully examining the regional security implications. As a result, these implications have not been fully explored and debated either within US policymaking circles or with their counterpart communities in China and Japan. Broader US interests in the region, maintenance of US alliances and nonproliferation goals have not been systematically connected to missile defense issues. To address these shortcomings, the Stanley Foundation, in conjunction with the National Defense University and the Monterey Institute of International Studies' Center for Nonproliferation Studies, organized a series of three conferences to conduct a thorough examination of the regional security implications of US NMD and TMD plans. This conference series, titled Ballistic Missile Defense in Northeast Asia: Implications for Security Relations Among the Regional Powers, engaged a wide variety of experts from the United States, China, and Japan to gain insights into the potential political and military implications of specific US deployment modes. A report of the conference series was prepared by Evan S. Medeiros of the Monterey Institute and published by the Stanley Foundation. The following brief highlights the key conclusions of the report.
