Available in PDF, EPUB and Kindle. Book excerpt: Agriculture is one of the most politically powerful sectors in Japanese national politics. This book provides the first comprehensive account of the political power of Japanese farmers. This definitive text analyses the organisational and electoral bais of farmers' political power, including the role of agricultural interest groups, the mobilisation of the farm vote and links between farmers and politicians in the Diet. Agrarian power has helped to produce the distinctly pro-rural, anti-urban bias of postwar Japanese governments, resulting in a general neglect of urban consumer interests and sustained opposition to market opening for farm products. This book represents a major study of Japanese agricultural organisations in their multifarious roles as interest groups, agents of agricultural administration, electoral resource providers and mammouth business groups. It describes the policy issues that engage farmers' concerns and identifies the agricultural commodities that carry the greatest political significance.

Available in PDF, EPUB and Kindle. Book excerpt: Written by the world’s leading expert in the field, this book examines the evolution of Japanese agricultural policy in the post-war period, focusing particularly from the 1970s onwards when both domestic and external pressures for reform began to intensify. The author explains how the MAFF has safeguarded their institutional capacity to intervene by accommodating both public interest in agricultural policy reform alongside the interests of government in maintaining agricultural support and protection. The book provides a major reinterpretation of agricultural policy, examining how the MAFF’s role as an ‘intervention maximiser’ has been redefined in the face of continued bureaucratic involvement. Making available in English for the first time Japanese policy changes in the post-war period, the book will appeal to political economy specialists and political scientists, and those with an interest in Japanese politics and bureaucratic institutions.

Book excerpt: To what extent does domestic politics affect the agreement reached in an international trade negotiation? In order to address this question, Christopher C. Meyerson develops an approach to analyzing the relationship between domestic politics and international relations in trade policymaking. This approach is used to analyze both American and Japanese trade policymaking and US-Japan trade negotiations, especially during the GATT Uruguay Round agriculture negotiations that occurred between 1986 and 1994. Meyerson not only develops an innovative approach to the analysis of the relationship between domestic politics and international relations in trade policymaking, but also, using publicly available GATT documents and publications, US Congressional hearings and Japanese-language sources, provides a strong narrative description of the roles of the United States and Japan in the GATT Uruguay Round agriculture negotiations.

This book was released on 1989-11-03 with total page 470 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic futures of the United States, Canada, and Japan are tightly linked by the extremely powerful trade network these nations share. Yet because of trade and domestic policies aimed at preserving economic and, some argue, cultural integrity, there has at times been considerable friction among the three nations. Much of the recent trade animus of the U.S. has been aimed Japan, the country with the largest trade surplus with the United States. Canada, the largest trade partner of the U.S., maintains fiscal policies which resemble those of Japan, but has not been the focus of similar concern. Since the actions of each nation reverberate throughout the network, a full and accurate understanding of these complex relations will be essential if ongoing trade negotiations, policymaking, and international relations are to be constructive. The papers in this volume were developed from a conference that addressed the need to discover which structural determinants and policies shape the close economic ties among these nations. Leading experts on trade and macroeconomics from all three countries examine disproportionate saving rates, exchange rate volatility, varying industrial policies and levels of financial innovation, the effects of present tax policies and proposed reforms, and the dynamism of major Pacific nations and the leadership role Japan may play in U.S. relations with that region. Several important conclusions are reached by the contributors. They assert that Japan's trade barriers are relatively low overall and are comparable to those maintained by the United States and Canada, and that divergent fiscal policies have been the major source of macroeconomic imbalances between the United States and other major countries in the 1980s. They also conclude that current trade imbalances may persist for some time. The analyses offered here are likely to prove influential in future policymaking and will be of interest to a wide audience, including academic economists, government officials, and students of theoretical and policy issues of international trade, investment, and finance.

Book excerpt: Japan Inc was once used to describe the powerful political and economic system that delivers Japan's transformation to an industrial power. This book is about the breakdown and failure of policy coherence in Japan in the 1990s and how the political economy of Japan has changed in response. The essays in the volume seek to identify where change has occurred, as well as where things have not changed and why. The issue of policymaking transparency is accorded particular attention. The book covers a wide range of Japanese institutions and policy areas, including the political party system, electoral and legal reforms, deliberation councils and the financial and agricultural sectors. The findings suggest that resistance to change through the political system is at the root of Japan's inability to deal with its national policy problems. Nonetheless, there has been considerable reform and change towards more open economic and political competition. And, these changes profoundly affect the way in which foreign governments must now relate to domestic political processes in their dealings with Japan. This interdisciplinary book draws together contributions from experts in political science, economics, law and Japanese studies to give a deeper understanding of how Japan's political economy and policymaking processes are working today.

It analyses Japan’s successes and experiments in trade policy as well as its failures in macro-economic policy. Japan’s diplomatic and economic integration strategies are also examined for their impact on East Asia and on Australia. The collection assesses China’s growth and dynamism and questions the nature of the competition for economic influence between Japan and China. Contributors to Japan’s Future in East Asia and the Pacific are all graduates of The Australian National University who are making their mark in the region as scholars and economists on East Asian and Pacific affairs.

Nathan doesn't stand on a soapbox-he presents a fair and balanced argument for the climate of our world. If you live in a red state or a blue state, if you hug trees or drive a Hummer, this book is for you." -Josh Rubenstein, Meteorologist KCBS/KCAL Los Angeles "Nathan Cool's is perhaps the most thoughtful, comprehensive, well-written and accessible study of global warming I've ever read. If Is it Hot in Here? were being taught in high schools and colleges, we might not be suffering through this problem at all." -Aaron Kenedi, Editor-in-Chief Shift Magazine "This is the book for those who want to learn about issues related to global warming. The reader isn't pushed around by conspiracy theorists, jargoned scientists, aggressive environmentalists or people with agendas.rather, the nuts and bolts of the science, scientific process, political realities, and main debates over global warming are spelled out." -David B. Field, Oceanographer, Ph.D. Scripps Institution of Oceanography "With an informative and entertaining style, Nathan cuts through the many confusing and contradictory dialogues swarming around the global warming debate. When you read it, you'll see that it's not just the-sky-is-falling environmentalists who should be paying attention to voices like Cool's." -Gwen Mickelson, Santa Cruz Sentinel
