Book excerpt: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Nearly a decade after the 2011 earthquake and the subsequent Fukushima nuclear accident resulted in significant disruption to its energy supply, Japan has made visible progress towards realising its vision of an efficient, resilient and sustainable energy system. It has diversified its energy mix and embarked on a major reform of its electricity and natural gas markets. The gradual expansion of renewable energy sources, restart of some nuclear power plants and improvements in energy efficiency have reduced the need for imported fossil fuels and lowered greenhouse gas emissions below their 2009 level. Nevertheless, the carbon intensity of Japan's energy supply remains one of the highest among IEA members. It will need to move quickly to make headway on the steep emissions reductions that are needed to achieve its recently announced ambition of reaching carbon neutrality by 2050. In this report, the IEA provides energy policy recommendations to help Japan smoothly manage the transformation of its energy sector.

Book excerpt: For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

However, robust government support and the reopening of the economy led to a partial bounce back.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book evaluates, from an economic perspective, various measures introduced in Japan to prevent climate change. Although various countries have implemented such policies in response to the pressing issue of climate change, the effectiveness of those programs has not been sufficiently compared. In particular, policy evaluations in the Asian region are far behind those in North America and Europe due to data limitations and political reasons. The first part of the book summarizes measures in different sectors in Japan to prevent climate change, such as emissions trading and carbon tax, and assesses their impact. The second part shows how those policies have changed the behavior of firms and households. In addition, it presents macro-economic simulations that consider the potential of renewable energy. Lastly, based on these comprehensive assessments, it compares the effectiveness of measures to prevent climate change in Japan and Western countries. Providing valuable insights, this book will appeal to both academic researchers and policymakers seeking cost-effective measures against climate change.

This Handbook, written by a group of senior and junior scholars from six continents and nineteen countries, explores the legal pathways of decarbonisation in the energy sector. What emerges is a composite picture. There are many roadblocks, but also a lot of legal innovation. The volume distils the legal knowledge which should help move forward the transition. Questions addressed include the differences between the decarbonization strategies of developed and developing countries, the pace of the transition, the management of multi-level governance systems, the pros and cons of different policy instruments, the planning of low-carbon infrastructures, the roles and meanings of energy justice. The Handbook can be drawn upon by legal scholars to compare decarbonisation pathways in several jurisdictions. Non-legal scholars can find information to be included in transition theories and decarbonization scenarios. Policymakers can discover contextual factors that should be taken into account when deciding how to support the transition.

Available in PDF, EPUB and Kindle. Book excerpt: Japan has navigated the dual shock of the pandemic and the energy crisis well. However, significant headwinds from weak global growth, geopolitical tensions and high inflation highlight the importance of enhancing the Japanese economy’s resilience to shocks. In a context of inflation, which has risen above target, and pressures from divergent monetary policy from peers, adjustments to monetary policy settings have commenced. Given high public debt, fiscal consolidation to rebuild fiscal buffers, underpinned by a credible medium-term fiscal framework to put the debt-to-GDP ratio on a clear downward path, is key. Longer-term sustainability also requires reducing greenhouse gas emissions in line with government targets, calling for green investment, innovation and carbon pricing. Reforms to improve the innovation framework and incentives for start-ups are key to boost productivity and address ageing pressures. Removing obstacles to the employment of women and older persons and making greater use of foreign workers are also essential to counter demographic headwinds. Strengthening the financial position of young people and policies to support families and children, such as improved parental leave, would help to reverse the downward trend in the fertility rate. Available in PDF, EPUB and Kindle. Book excerpt: To address the myriad challenges posed by global climate change, countries at all income levels have put in place a diverse set of policies over the past three decades. Many governments have already made significant progress in their efforts to decarbonize, creating a rich history of implementation experiences that provides important lessons for how to successfully advance climate policy goals in a variety of different economic, cultural, and political contexts. Despite this progress, the transition to a net zero future continues to face significant barriers, including the need for large investment, a lack of institutional capacity, and challenging political economy issues. Reality Check: Lessons from 25 Policies Advancing a Low-Carbon Future identifies key policy approaches that countries are taking to decarbonize their economies. The report classifies policies into five categories: • Planning for a future with zero net emissions • Getting the pricing and taxes right • Facilitating and triggering transitions in key systems, such as energy and food • Getting the finance flowing, particularly by incentivizing private sector investment • Ensuring a just transition that protects the poor. Reality Check: Lessons from 25 Policies Advancing a Low-Carbon Future fills a critical research gap by documenting low-carbon policy trends and providing a series of case studies across sectors and geographies. The 25 case studies furnish country contexts and policy details, examine results and impacts, and outline key takeaways and lessons learned for enabling further ambition in achieving emissions reductions. The report contributes to an evolving analytical agenda on how to reduce carbon emissions while achieving economic development and the strategic transition to a greener, more resilient, and more inclusive future.

Book excerpt: The electricity sector's reforms aim to modernise its infrastructure, rules, policies, and procedures to allow for more efficiency and for clean energy to have the same playing field in the power competition/wholesale/retail electricity market. This will enable inefficient power to be phased out gradually. Over the past 2 decades, there has been remarkable progress in the Association of Southeast Asian Nations (ASEAN) electricity markets that has increased the electrification ratio substantially; however, it has not achieved free market competition, universal electrification, and emission reduction plans. ASEAN aims to achieve universal access to electricity by 2030.Electricity Market Reforms in ASEAN, China, India, and Japan provides 10 empirical studies investigating and evaluating the electricity market reforms in Southeast Asia, China, India, and Japan. The book analyses the electricity market policy reform plans, market liberalisation, tariff reform, electricity trade, renewable energy integration, resource allocation, and the sustainability of the electricity market in the region and these countries. It provides policy recommendations to foster the reforms and increase market efficiency.
