Book excerpt: This report defines the preferred infrastructure for the provision of seamless communications as necessary for the support of fully integrated multiple application ITS systems in Canada. The infrastructure recommended is compatible with the ITS Architecture that has been proposed for National level implementation in the U.S. The proposed infrastructure includes recommendations for specific technologies that have been selected to reflect the indigenous Canadian industrial capability and the steps to be taken so that the products and standards used by the infrastructure are available on a timely basis to satisfy the implementation priorities of local and regional transportation agencies. The report also provides an estimate of the market value of the communications technologies based on the proposed infrastructure and the projected implementation of ITS in Canada.

Book excerpt: This title outlines a number of practical initiatives to strengthen the role of development communication in infrastructure projects. The authors aim to facilitate better quality projects and to build consensus on the type of governance reforms needed to fight corruption, drawing on the experience of development agencies like the World Bank and Transparency International. It starts by characterizing corruption vulnerabilities in infrastructure and proceeds to illustrate where communication has added value on a number of recent projects, both in regard to making the projects more sustainable and by incorporating anti-corruption measures into the project preparation and implementation. It draws on examples of mainly World Bank-supported projects from the road, transport, power, and water sectors in different governance contexts. Five standard-setting initiatives are then outlined, which focus on promoting best practice to better integrate development communication into the project cycles of World Bank-supported infrastructure projects.

Book excerpt: Strategic Communication for Privatization, Public-Private Partnerships, and Private Participation in Infrastructure reviews the experiences of the World Bank and its clients in employing public communication programs during the processes of privatization and private sector participation. Drawing from academic and policy research as well as from case studies, it highlights good practices and identifies lessons learned through an examination of success and failures. This book recommends principles of strategic communication and offers a methodology for researching and analyzing the communication issues associated with privatization and private sector participation. It includes an operational approach to design and implementation of public communication programs for the various forms of privatization and public-private initiatives. This publication is the eighth in a series of Working Papers sponsored by the Development Communication Division (DevComm) of the World Bank's External Affairs Vice-Presidency. This series is designed to share innovations and lessons learned in the application of strategic communication in development projects. Together with other donors, NGOs, and private sector partners, DevComm seeks to mainstream the discipline of development communication in development practice.

Book excerpt: For the past several years many combatant commanders have listed strategic communications and C4 reach-back capabilities among the top four items on their Integrated Priority Lists (IPLs). These requirements in whole or in part remain unresolved today. Operation ENDURING FREEDOM (OEF) further validated the urgent need of strategic reach-back communications from the Area of Operations (AOR) to the Continental United States (CONUS). This Strategy Research Project (SRP) will analyze the strategic communications infrastructure that the military planned, installed and operated to support operations in the Central Command AOR. The analysis will include: an overview of reach-back communications for voice, video, and data services employed on OEF; address current Army shortcomings in providing the communications for OEF to meet the needs of the combatant commander; and, develop a framework for planning and providing strategic communications capabilities on future operations.

Book excerpt: FORCEnet is currently defined as the operational construct and architectural framework for naval warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a networked, distributed, combat force that is scalable across all levels of conflict from seabed to space and sea to land. Although this definition views FORCEnet as the operational construct and the architectural framework for the entire transformed Navy, some have viewed FORCEnet merely as an information network and the associated FORCEnet architecture merely as an information systems architecture. FORCEnet Implementation Strategy provides advice regarding both the adequacy of this definition and the actions required to implement FORCEnet.

Available in PDF, EPUB and Kindle. Book excerpt: The accelerating pace at which quantum computing is developing makes it almost inevitable that some of the major cryptographic algorithms and protocols we rely on daily, for everything from internet shopping to running our critical infrastructure, may be compromised in the coming years. This book presents 11 papers from the NATO Advanced Research Workshop (ARW) on Quantum and Post-Quantum Cryptography, hosted in Malta in November 2021. The workshop set out to understand and reconcile two seemingly divergent points of view on post-quantum cryptography and secure communication: would it be better to deploy post-quantum cryptographic (PQC) algorithms or quantum key distribution (QKD)? The workshop brought these two communities together to work towards a future in which the two technologies are seen as complementary solutions to secure communication systems at both a hardware (QKD) and software (PQC) level, rather than being in competition with each other. Subjects include the education of an adequate workforce and the challenges of adjusting university curricula for the quantum age; whether PQC and QKD are both required to enable a quantum-safe future and the case for hybrid approaches; and technical aspects of implementing quantum-secure communication systems. The efforts of two NATO nations to address the possible emergence of cryptanalytically-relevant quantum computers are explored, as are two cryptographic applications which go beyond the basic goal of securing two-party communication in a post-quantum world. The book includes economic and broader societal perspectives as well as the strictly technical, and adds a helpful, new contribution to this conversation.
