Book excerpt: The reform of the Italian public administration has been a priority for at least two decades, with several major initiatives undertaken toward modernization and simplification. Notwithstanding laudable intentions, however, progress remains limited. This analysis is a case study of two reforms since 2016—on the rationalization of state-owned enterprises and of public procurement. It finds that original reform provisions were weakened or overturned, regulatory complexity and uncertainties in the application of the reforms blunted their impact, and enforcement mechanisms were inadequate. Addressing these gaps will be essential for successfully modernizing Italy’s public administration.

Book excerpt: This paper examines public expenditure in the Italian public finance literature between the end of the nineteenth century and the early decades of the twentieth century. Three aspects are considered: the factors that determine the growth of public expenditure; integration of the tax and expenditure sides in the theory of shifting and incidence of taxation; and the general productivity of public expenditure. The main conclusion of the paper is that Italian economists have examined the problem of public finance in a general context, taking into consideration both taxes and public expenditure at the same time.

Available in PDF, EPUB and Kindle. Book excerpt: This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. With its mix of authors, this book will be useful for practitioners as well as for scholars and for theory-driven research.

Available in PDF, EPUB and Kindle. Book excerpt: The paper reviews some of the most representative Italian scholars, starting from De Viti de Marco and ending with Fasiani, conventionally considered the first and the last scholar of the Italian tradition. Their positions are discussed firstly in terms of the economic role they attributed to the State and, secondly, in terms of how they considered public goods and public needs. The paper then shows how their analysis depended on political, sociological and ethical assumptions about the State. Finally, it is argued that Italian tradition turned to alternative political and sociological approaches to the State.

The paper highlights that a fundamental reform of the tax system took place in 1971–73, and introduced three main innovations: the concentration of tax authority almost exclusively at the level of the central government; a value-added tax, in line with the rest of the European Union; and the extension of the base of the personal income tax to additional income categories. This paper also reviews the management of public spending in Italy.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the non-Italian scholar with an extensive picture of the development of Italian economics, from the Sixteenth century to the present. The thread of the narrative is the dialectics between economic theory and political action, where the former attempts to enlighten the latter, but at the same time receives from politics the main stimulus to enlarge its field of reflection. This is particularly clear during the Enlightenment. Inside, this book insists on stressing that Galiani, Verri, and Beccaria were economists quite sensitive to practical issues, but who also were willing to attain generally valid conclusions. In this sense, "pure economics" was never performed in Italy. Even Pareto used economics (and sociology) in order to interpret and possibly steer the course of political action. Within this book it illustrates the Restoration period (1815-48). There was a slowdown of the economists' engagement, due to an adverse political situation, that prompted the economists to prefer less dangerous subjects, such as the relationship between economics, morals, and law (the main interpreter of this attitude was Romagnosi). After 1848, however, in parallel with the Risorgimento cultural climate, a new vision of the economists' task was eventually manifested. Between economics and political Liberalism a sort of alliance was established, whose prophet was F. Ferrara. While the Historical school of economics of German origin played a minor role, Pure Economics (1890-1940 approx.) had a considerable success, as regards both economic equilibrium and the theory of public finance. Consequently, the introduction of Keynes's ideas was rather troubled. Instead, Hayek had an immediate success. This book concludes with a chapter devoted to the intense relationships between economic theories, economic programmes and political action after 1945. Here, the Sraffa debate played an important role in stimulating Italian economists to a reflection on the patterns of Italian economy and the possibilities of transforming Italy's economic and social structure.

Book excerpt: This collection of papers proposes to trace the professional and personal fortunes of Maffeo Pantaleoni (1857-1924), an eminent and controversial Italian economist from the liberalist culture which in the early twentieth century perceived the shortcomings and dangers of the nascent monopolist concentrations. He was one of the founders of what we can today call the Italian school of economics and finance. These contributions examine his life, thought and works and his reputation since his death. His vital influence on economic history.

Book excerpt: Published in late 2017, the Italian medium-term fiscal plan aims to achieve structural balance by 2020, although concrete, high-quality measures to meet the target are yet to be specified. This paper seeks to contribute to the discussion by (i) assessing spending patterns to identify areas for savings; (ii) evaluating the pension system; (iii) analyzing the scope for revenue rebalancing; and (iv) putting forward a package of spending cuts and tax rebalancing that is growth friendly and inclusive, could have limited near-term output costs, and would achieve a notable reduction in public debt over the medium term. Such a package could help the authorities balance the need to bring down public debt and, thus, reduce vulnerabilities while supporting the economic recovery.

Available in PDF, EPUB and Kindle. Book excerpt: Public finance is an important branch of economics. Over the years it has become more important, more controversial, and more complex. Much of the academic writing on it is highly theoretical, and it is often done by economists who have had little real world experience. Vito Tanzi has been continually engaged in this field for almost six decades, as a professor of public finance, a practitioner of it in many countries, and as a researcher, and has witnessed first-hand the growing gap between theoretical work and the real life practice of public finance. Public finance has come to be increasingly influenced by the pursuit of multiple government goals and by the growing complexity that now characterizes fiscal policy and government programs in many countries. Notably, the goal of simplicity has played only a small role in the practice of public finance and in academic work. Complexity puts a dense fog around many policies, making it difficult to predict and assess the results. This book aims to highlight to both economists and policymakers the need for simplicity in policies. It also aims to inform students of public finance and public policy about this growing problem and the need to pay more attention to it.

It focuses on the application of the Italian fiscal rule at the sub-national level over the period 2004-2006 and shows that: 1) municipalities are subject to political budget cycles in capital spending; 2) the Italian subnational fiscal rule introduced in 1999 has been enforced by the central government; 3) municipalities subject to the fiscal rule show more limited political budget cycles than municipalities not subject to the rule. In order to identify the effect, we rely on the fact that the domestic fiscal rule does not apply to municipalities below 5,000 inhabitants. We find that the political budget cycle increases real capital spending by about 35 percent on average in the years prior to municipal elections and that the sub-national fiscal rule reduces these figures by about two thirds.

Book excerpt: The Journal of Public Finance and Public Choice began publication in 1983 under the title Economia delle scelte pubbliche, changing to its present title in 1998. Under either name, the Journal reflected the founding editor's (Domenico da Empoli) desire to amplify and extend the Italian orientation toward public finance that Antonio de Viti de Marco (1888) set in motion. It's fitting that James Buchanan's (1983) “The Public Choice Perspective” opened the Journal, for Buchanan (1960) was instrumental in promoting awareness among Anglo-Saxon scholars of the Italian tradition that da Empoli sought to carry forward in establishing the JPFPC. With da Empoli's death in December 2016, the Journal is now proceeding with a new editorial team (Emma Galli and Giampaolo Garzarelli) and a new publisher (Bristol University Press). The Journal's orientation, however, remains unchanged, in that it continues to welcome contributions within public finance and public choice within the broad tradition outlined here. In this essay, I mark this change in editorial regime by reviewing how Buchanan's orientation toward public finance continues and extends the tradition that de Viti (1888) began.

Available in PDF, EPUB and Kindle. Book excerpt: In this major interpretation of the crisis of democracy in Italy after World War I, Douglas Forsyth uses unpublished documents in Italy's central state archives, as well as private papers, diplomatic and bank archives in Italy, France, Britain and the United States, to analyse monetary and financial policy in Italy from the outbreak of war until the march on Rome. The study focuses on real and perceived conflicts and often painful choices between great power politics, economic growth, macroeconomic stabilisation and the preservation or strengthening of democratic consensus. The key issue explored is why governments in Italy after World War I, although headed by left-liberal reformers, were unable to press ahead with the democratic reformism which had characterised the so-called 'Giolittian era', 1901-1914. Their failure paved the way for parliamentary deadlock and Mussolini's seizure of power.
