It focuses on the application of the Italian fiscal rule at the sub-national level over the period 2004-2006 and shows that: 1) municipalities are subject to political budget cycles in capital spending; 2) the Italian subnational fiscal rule introduced in 1999 has been enforced by the central government; 3) municipalities subject to the fiscal rule show more limited political budget cycles than municipalities not subject to the rule. In order to identify the effect, we rely on the fact that the domestic fiscal rule does not apply to municipalities below 5,000 inhabitants. We find that the political budget cycle increases real capital spending by about 35 percent on average in the years prior to municipal elections and that the sub-national fiscal rule reduces these figures by about two thirds.

Although Italy's territorial government has moved from a light to a stronger decentralization, the Country has been embedded in an endless transition process. The last few years have witnessed a hectic period of draft constitutional amendments whose results remain to be seen. On 1st Jan. 2015 a new institution, the metropolitan city, took its place among the Italian territorial authorities. Despite its incorporation in the Italian Constitution since 2001, the metropolitan city only become a reality only when the national government carried out process of reform and transformation of Italian territorial government by transforming ten large cities and into metropolitan cities and depriving other intermediate governments (regions and provinces) of their fundamental competencies. This paper critically reviews the activation of metropolitan cities and the reshuffle of Italian territorial authorities made by the 'Delrio' Law. It stresses the way in which this reform marks the shift towards a new phase of the Italian regionalism, which is dominated both by a dynamic of re-centralizing intergovernmental relations and by the resulting loss for provincial and regional governments.

Book excerpt: The aim of this paper is to investigate the extent to which local budget spending composition reacts to fiscal rules variations. I consider the budget of Italian municipalities and exploit specific changes in the Domestic Stability Pact's rules, to perform a difference-in-discontinuities analysis. The results show that not all rules are equally effective: imposing a cap on the total amount of consumption and investment is not as binding as two caps, one specific for consumption and a different one for investment spending. More specifically, the consumption variation is triggered by changes in the level of wages and services spending, while investment relies on infrastructure movements. In addition, there is evidence that when an increase in investment is achieved, there is also a higher budget deficit level.
