Available in PDF, EPUB and Kindle. Book excerpt: Fiscal health of local governments and municipalities has remained an important issue since the crises of the 1970s in places like New York, Philadelphia and Cleveland. More recently, the bankruptcy of Orange County California raised the possibility of a different type of financial failure than earlier ones. The beginning of the 21st century has witnessed two major economic bubbles including the dotcom and housing bubbles. These economic cycles combined with increasing health care, pension and other structural costs continue to challenge the fiscal viability of many jurisdictions. In particular, the economic and financial crisis of 2007-2008 is likely to result in potentially serious fiscal challenges for local jurisdictions.

Book excerpt: Fiscal decentralization has been established in the People's Republic of China (PRC), but crises emerge at the local government level due to remaining problems of the fiscal administration system of tax allocation and the impact of replacing the business tax with a value added tax. The PRC taxation system requires readjustment and local governments have begun to focus on innovative financing models. The main path to stable and sustainable government finances is to maintain the general public budget and the government fund budget. We show that the use of innovative fundraising and financing channels will lead to the upgrading of local government infrastructure and public service. Suggestions for enhancing local government fiscal stability and sustainability include: reducing the fiscal burden at the local level by standardizing and legalizing outlay responsibilities at all government levels; forming a long-term fiscal growth mechanism by establishing a modern taxation system; establishing a standardized and predictable transfer payment system by introducing block transfer payments and prioritized transfer payments as a basis for a stable growth mechanism for general transfer payments; promoting public-private partnership legislation to encourage participation of social capital and maximize the multiplier effect of public expenditure; improving the mid-term budget and debt-annexed budget; and establishing a government planning mechanism for investment and debt financing of major infrastructure construction projects.

Book excerpt: Managing Local Government: An Essential Guide for Municipal and County Managers offers a practical introduction to the changing structure, forms, and functions of local governments. Taking a metropolitan management perspective, authors Kimberly Nelson and Carl W. Stenberg explain U.S. local government within historical context and provide strategies for effective local government management and problem solving. Real-life scenarios and contemporary issues illustrate the organization and networks of local governments; the roles, responsibilities, and relationships of city and county managers; and the dynamics of the intergovernmental system. Case studies and discussion questions in each chapter encourage critical analysis of the challenges of collaborative governance. Unlike other books on the market, this text’s combined approach of theory and practice encourages students to enter municipal and county management careers and equips them with tools to be successful from day one.

Book excerpt: This book draws on experiences in developing countries to bridge the gap between the conventional textbook treatment of fiscal decentralization and the actual practice of subnational government finance. The extensive literature about the theory and practice is surveyed and longstanding problems and new questions are addressed. It focuses on the key choices that must be made in decentralizing, on how economic and political factors shape the choices that countries make, and on how, by paying more attention to the need for a more comprehensive approach and the critical connections between different components of decentralization reform, everyone involved might get more for their money.

Book excerpt: The quality of local governance matters more than ever before. To many citizens, their local government is the most tangible form of government, and it is also the layer of government with which they have most contact in their everyday life. The power of the local administration is that it represents ordinary citizens. People eat, drink, work, play and socialise with others in towns and cities. To be fully effective, local government management and service delivery capacity needs to be strong, and resources need to be adequate. Civil society and businesses are essential actors in ensuring local governments have the capacity to meet the needs of its citizens. There are a host of challenges that confront local government in the 21st century: delivering quality services; lack of finance and local fiscal autonomy; engaging citizens and communities in meaningful and authentic ways; forming effective partnerships which incentivize local actors to find solutions to the many complex and intractable issues facing communities; generating inclusive and sustainable development; implementing strategies for disaster risk reduction; managing transparent communications; and, rapidly evolving technologies and socio-economic demographics. The Governance of Local Communities: Global Perspectives and Challenges is about the role that ideas, institutions, and actors play in structuring how people govern local communities and, more specifically, the types of adaptations necessary in local government roles and responsibilities, structures, and processes to effectively respond to a changing local government environment. Global changes require that we rethink local governance. A wide net of international experts on local governance was assembled for this volume to stimulate frank conversations around the many contemporary challenges facing local government.

Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.
